CALL TO
ORDER: Chairperson Burmeister called the meeting to order at 6:35. p.m.
ROLL CALL: Commissioners present: Chairperson Burmeister, Commissioners
Starr, Stevenson, Silvis, Dentz, and Long. Commissioner absent:
Commissioner Trettel. Councilmember Wuori was attending a
MVCT meeting at the same time at City Hall lower level and was
unable to attend. Staff present: Director Saarion.
MINUTES: Commmissioner Silvis made a motion, seconded by Commissioner
Long to approve the minutes of the April 23, 1992 meeting. Motion
passed, 6 ayes, 0 nayes.
LTFP/
• 5 YR CAPITAL
PLAN: Director Saarion reviewed the Long Term Financial Plan with the
Commission along with the 5-Year Captital Plan. Director Saarion
suggested that the Commission consider using any surplus money for
funds that may be needed for golf course planning projects.
Commissioner Silvis made a motion to recommend to the City
Council that surplus monies be used for a fund for the needs of the
golf course project. Motion was seconded by Commissioner Dentz.
The motion passed 6 ayes, 0 nayes. The Commission reviewed each
and approved the plans with a motion made by Commissioner Starr,
seconded by Commissioner Dentz. Motion passed, 6 ayes and 0
nayes.
CITY SURVEY
RESULTS: Many members of the Commission attended the first initial
presentation by Decision Resources concerning the City Survey.
Survey results indicate that the community is concerned about
subsidy funding for youth and senior citizens in particular.
Community residents were O.K. with the budget cuts for less rinks,
forestry assistant and athletic field grooming. Parks were mentioned
as a good City amenity.
• AFTER SCHOOL
ACTIVITIES: Director Saarion informed the Commission of the school districts
interest in getting the cities' assistance in offering after school
programming at the middle schools.

EAGLE SCOUT
PROJECTS: Director Saarion informed the Commission of two scouts interested

in working on Eagle projects in the parks. Peter Szurek will be
painting Woodcrest Park building and Brian Rife will be landscaping
Silver View Park horseshoe courts. Another scout, Troy Griebe is
interested in landscaping Lambert Park play equipment area once
the playground has been constructed.
PARKS
PROJECTS: Director Saarion informed the Commission that the parking lot at
Lambert Park has been installed. The additional playground
equipment at Silver View Park has been installed. Soccer goals have
been ordered and received as well as a drinking fountain for Silver
View Park picnic shelter. New bleachers for City Hall has been
ordered. The culvert work for Silver View Park is being reviewed by
SEH and will be rebid.
RECREATION
PROGRAM
UPDATE: Director Saarion reviewed the Summer program registration and
noted that the fee increase has severely curtailed registrations
especially in the Butterflies Are Free program. Registrations are
low for summer activities in direct relationship to the fee increases.
The summer youth athletic programs however have increased across

the board due in probability to the bulge of youth in 1st and 2nd
grades and the Twins World Series last year.
OTHER
BUSINESS: Commissioners Stevenson and Long voiced their concerns regarding
the odor of the herbicide treatments at the neighborhood parks.
The strong odor was a concern as to the amount of herbicide that
was sprayed and the timing of the application. Staff was requested
to convey the Commissioner's concerns to the Director of Public
Works. Staff said that she would do so.
ADJOURNMENT: Commissioner Long made a motion, seconded by Commissioner
Silvis to adjourn the meeting. Motion passed, 6 ayes, 0 nayes.
Meeting adjourned at 7:40 p.m.
