HomeMy WebLinkAbout1992-08-27 PRF Minutes MINUTES OF THE PROCEEDINGS OF THE • PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA August 27 , 1992 City Hall Chambers 6: 30 p.m. CALL TO ORDER: Chairperson Burmeister call the meeting to order at 6: 38 p.m. ROLL CALL: Commissioners present: Chairperson Burmeister, Commissioners Trettel, Long, Dentz, and Starr. Commissioners Stevenson and Silvis were absent. Councilmember Wuori and Director Saarion were also present. APPROVAL OF MINUTES: Commissioner Long made a motion seconded by Commissioner Dentz to approve the minutes of July 23 , 1992 . Motion passed. 5 ayes, 0 nayes. • COUNCIL REPORT: Councilmember Wuori presented a Mounds View lapel pin to each Commissioner. Councilmember Wuori asked the Commission to excuse her last absences which were due to other City business on the same evening and times as the Commission meetings. LAWCON RESOLUTION: Director Saarion reported that the LAWCON grant for matching funds for paved trailway at Silver View Park is completed except for the resolution from the Parks and Recreation Commission. The Commission reviewed the Resolution and then signed the resolution, to be included in the final grant application. FRIENDS OF THE PARK RESOLUTION: Another resolution was prepared and reviewed by the Commission as requested by the Friends of the Parks regarding the use of abandoned railroad tracks for bicycle trails. The resolution was approved and signed by the Commission members. Director Saarion will mail the resolution to the Friends of the Parks. • EAGLE SCOUT PROJECT: Director Saarion reported that Eagle Scout • candidate Tony Griebe was doing his Eagle Scout project in the parks, constructing three concrete slabs for the bleachers at Lambert, Hillview and Groveland Park ballfields. He hopes to complete this project by the time school begins. RECOMMENDA- TIONS TO COUNCIL: Director Saarion prepared a memo to the City Council outlining a few recommendations from the Commission including the request to level Random hill and the request to pursue work on the Silver View amphitheater. The Commission requested that staff look into using the amphitheater for a sliding facility. This information will be brought back to the Commission at the September meeting. OAKWOOD BALLFIELD: Director Saarion also reviewed a report regarding fencing costs of Oakwood Park for baseball. Chairperson Burmeister expressed his concern that the fencing of the park would "chop up the park" and would limit its use to only baseball. Currently the park is used for baseball, softball, • and soccer. The issue of lack of large baseball fields was discussed and the Commission was informed that possibilities are few but one is still the Arsenal property and another is the land across from City Hall . The Commission requested that staff look into the land options across from City Hall. TREE PLANTING POLICY: The Commission discussed Councilmember Quick's request that a tree planting policy be established. The Commission reviewed the pros and cons of large tree vs small tree planting philosophies as provided by Forester Wriskey in a memo. The Commission did agree that large shade trees for specific areas such as bleacher areas is a good investment. However, the Commission still like the smaller tree planting practice as a general planting strategy for the long term. Commissioner Starr suggested that larger trees from other parks should be looked at for moving to more desirable places such as next to bleachers. Also, the Commission suggested that the City continue to solicit trees from homeowners who wish to donate them to the parks. • Councilmember Wuori also suggested that another Eagle Scout project could be the mulching of all the parks trees in the Spring of the year. • Councilmember Wuori expressed her concern about the trees and their vulnerability of mowers. Staff agreed to put this on the list of potential Eagle Scout projects. OTHER BUSINESS: Councilmember Wuori suggested that the Commission look into the possibilities of constructing a disc golf course at either Greenfield or Silver View Park. Disc golf is becoming a popular sport and can be played by all ages and all skills. The activity requires no investment by the participant except for the purchase of a disc. The Commission requested staff to look into the cost of installing a disc golf course. This information will be available for the September meeting.
