HomeMy WebLinkAbout1992-09-27 PRF Minutes MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY • STATE OF MINNESOTA September 27, 1992 6:30 p.m. Council Chambers CALL TO ORDER: Chairperson Burmeister called the meeting to order. ROLL CALL: Members present: Gary Stevenson, Scott Dentz, Wayne Burmeister, Dave Long, Edd Trettel, Frank Silvis, and Pam Starr. Council member present: Diane Wuori Staff present: Mary Saarion APPROVAL OF MINUTES: Because the minutes were inadvertently omitted from the packet, the minutes will be reviewed at the October meeting. GOLF COURSE TASK FORCE REPORT: Gary Stevenson presented an update on the golf course task force. The first task force meeting was a catch-up of information by SEH. Also, the Task Force directed staff to pursue information regarding appraisals of the additional parcels of land and contact financial consultation. Information on financial options and a cost update including the cost of the additional properties for an eighteen hole course will be presented at the next meeting. A group task force members walked the area before this Park and Recreation meeting. DISC GOLF: Councilmember Wuori suggested that the Commission look into the possibilities of constructing disc golf courses at Greenfield and Silver View Park. She explained that her son and many others have taken an interest in disc golf. It is an activity which is cheap, with only the cost of a disc necessary. It is also a sporting activity that can be performed alone or with a group. It is very challenging and can be competitive • or social. Director Saarion looked into the cost of the disc golf "holes". The cost would be approximately $1,547.00 for nine holes. • After discussion, Commissioner Long made a motion, -seconded by Commissioner Silvis to buy and install a 9 hole course at Silver View and a 9 hole course at Greenfield in 1993 or sooner, as resources and monies are available. Motion passed unanimously, 7 ayes and 0 nayes. ARSENAL ATHLETIC COMPLEX UPDATE: Directors Saarion received information which was requested by the Commission at the last meeting regarding the Arsenal Athletic Complex proposal. This proposal had been • stagnated because of the Army's problem with the land having pollutants. In the meantime, the Army has made negotiations with the City of Arden Hills to offer land for a new City Hall and maintenance facility for Arden Hills. In addition, land would be donated for an athletic complex. However, the land offered is far from Mounds View, with entries off of Lexington or Hwy 96. Whereas, the prior location of the Arsenal Athletic Complex was most convenient to Mounds View, (located just across 35W from our borders) the new location would be the furthest away bordering Arden Hills and Shoreview. Because of this new set of circumstances, the Parks and Recreation Commission is not as interested in the joint project as before. LAND ACROSS FROM CITY HALL: The circumstances of the land located across from City Hall was reviewed. After discussion, Chairperson Burmeister made a motion, seconded by Commissioner Dentz to follow the original Storm Water Management Plan and if opportunities arise, the Commission will look into possibilities further. Motion passed unanimously. 7 ayes, 0 • nayes. PARK PROJECTS UPDATE: Director Saarion reported on projects that have been completed and those yet under construction including Silver View culvert, Greenfield culvert, Random Park building, and Lambert Park playground. OTHER BUSINESS: Commissioner Silvis and Councilmember Wuori reported on the activities of the MVCT. ADJOURNMENT: Meeting was adjourned.
