MEETING MINUTES
Thursday, July 27 , 1995
6: 30 p.m. City Hall
CALL TO
ORDER: Chair Burmeister called the meeting to order.
ROLL CALL: Commissioners present included Burmeister, Dentz,
Silvis, Long and Starr. Members absent -
Stevenson. Also present was Jim Theurer from
Ramsey County and Director Saarion.
APPROVAL OF
MINUTES : The minutes of June 22 were approved unanimously.
RAMSEY COUNTY
PRESENTATION: Jim Theurer from Ramsey County presented the
results of the Vision 2000 project regarding the
issues of Parks and Open Space. The visions for
the future were shared with printed materials. A
•
questionnaire was distributed, completed and
returned to Jim which asked for the Commissioners
views on the proposed vision as well as logged
demographic information.
PLAYGROUND
EQUIPMENT: Director Saarion, at the request of Councilmember
Trude brought to the Commission the issue of
playground equipment that has been deemed as
potentially dangerous to children. An article
printed both in the papers as well as the League
of Cities magazine was reviewed. After discussion
regarding the issue of taking out the equipment or
keeping them in, the Commission agreed to the
following recommendation. Commission Starr made a
motion to recommend to the City Council removal of
the playground equipment in question as
replacement funds are available for replacement
playground equipment. The motion was seconded by
Commissioner Long. The motion was unanimously
approved.
PED. BRIDGE: The Commission inquired about the pedestrian
bridge. Staff informed the Commission that the
City Council had requested the City Administrator
• to obtain an opinion from the City Attorney' s
office regarding the use of TIF funds for this
project. A letter had been received which stated
the opinion that this project is within the uses
of TIF funding. The Commissioners discussed the •
issues with the conclusion that they would need to
attend future Work Sessions and attempt to inform
the public about this issue. Pam Starr wrote a
letter for the papers as well as prepared a letter
which she and her daughters mailed to members of
the community that would benefit from the
Pedestrian Bridge.
Commissioners requested staff to look into other
cities ' uses of TIF funds for projects.
OTHER
BUSINESS: Commissioners requested the City Council to
advertise for the void in Commission seats which
is up since Edd Trettel resigned.
PROGRAM
UPDATES: Frank Silvis and Dave Long provided information
regarding the MVCT production "Anything Goes" .
ADJOURNMENT: Commissioner Long made a motion seconded by
Commissioner Starr to adjourn the meeting. Motion
was unanimously passed.
