Thursday, July 25, 1996

CALL TO
ORDER: Chair Burmeister called the meeting to order.
ROLL CALL: Commissioners present included Chair Burmeister and Commissioners Dentz,
Stevenson, Silvis, Long and Starr. Council Liaison Trude was present as well as Director
Saarion.
APPROVAL OF
MINUTES: Minutes of June 27, 1996 meeting were approved unanimously.
PROGRAM
REPORTS: Director Saarion reported that summer trips went well with highlights being the
Festival, Mounds View Community Theater production of"ANNIE", Sr. Picnic and a myriad of
youth programs.The Teen Dance at Lakeside Park is a new program that went well for the first
time. It was not the best weather, but there was fun by all who came. Staff looks forward to a
bigger and better response next year. Approximately 50 participants showed up. Director
Saarion reported that the incidence of diseased trees has increased this year, for what reason
Forester Wriskey is unsure. Vandalism has occurred at Silver View Park picnic shelter,
playground and portable restroom enclosure. All in all vandalism has been minimal this summer.
Safety Camp is being held again. It is beginning to be repetitious and therefore staff will look into
providing this program for specific ages.
ARDEN
PARK
UPDATE:
Staff has not heard from Ramsey County
regarding improvements to thecompost
facility located at Arden Park. Staff will continue to call and request timelines and dates for
activity.
WOODCREST
PARK GARDENS: Fall will be the time that the garden areas at Woodcrest Park will be
prepared for next Spring community gardening program. A wooden shed has been put in the
• 1997 budget for Woodcrest Gardens to serve as a tool and equipment shed. Commissioner Silvis
reported that he had heard that Knox was selling their ready made barns at inexpensive prices.
YOUTH ATHLETIC •
FENCING: Director Saarion reported that the City Council approved the use of Park
Dedication Fees to pay for the installation of sideline safety fencing at Groveland and Hillview
youth athletic fields. In addition, Councilmember Quick requested cost estimates for putting a 10'
high fence at the two Silver View outfields, suggesting funding from the Recreation Activity
Fund. Staff will include cost estimates for City Hall field as well. This will be presented at the
September work session.
PARKING ISSUES: Director Saarion presented an issue that has been brought up by the police
department regarding parking at neighborhood parks especially Hillview and Groveland Parks.
Police have said that current road signs are inadequate and are not consistant. Commissioners
recalled the determination of parking which was an issue several years ago. It was a preference to
have parking on the other side of the park property so that drivers could easily see children who
were crossing the street. This worked out well for Groveland Park. However, at Hillview Park
residents on Hillview Road offered a petition requesting that cars not park on their side of the
road because it would kill the grass next to the street. No parking signs were put up
appropriately. Now it sounds that no parking signs are missing. The demand for parking spaces
continues. Commissioners suggested that staff relay the reasoning behind the initial deciding
factors for parking at the parks. Because there is such a high demand for parking the Commission
agreed that parking should be permitting for both sides of the road.
OTHER
BUSINESS: At the Commissioners request, Councilmember Trude reported on the Bel Rae and
Pedestrian Bridge. Councilmember Trude informed Commissioners that a survey was being
prepared for the community's ideas regarding the community center. That information will give a
direction that the Council will proceed. The property for sale is that which is next to the Bel Rae
property.
The pedestrian bridge project is waiting on easements and engineering report from SEH regarding
removing the pond. Once these factors have been dealt with, final design work can be completed.
ADJOURNMENT: Commissioner Silvis made a motion seconded by Commissioner Long to
adjourn the meeting. Motion passed unanimously.
