July 24, 2003
Meeting Called to order:
1. Roll Call:
Present: Kroeger, Edmond, Long, Kunz, Dazenski, Steeves
Absent: Szczepanski, Silvis, Mandoza, Lee, Steeves
2. Approval of June 26, 2003 Meeting Minutes:
Clarification on brochure information: add soccer fields dimensions, add baseball
field dimensions / classifications.

3. Unfinished Business:
a) Parks Needs Analysis
List came out last month
Greenfield Park netting 2009 — schedule for an earlier date. The City has nets
now. Contractors have been out to look at the feasibility of installation.
It was pointed out that this is a planning document and subject to change.
What's next? Place in the City's Capital Improvement Plan
b) Facility Guide — Needs revision. Currently being reviewed and updated.
No additional changes- other than the changes recommended by Commissioner
Krueger.
Motion to have the firm to update the facility guide and include field updates and
add trailways

4. New Business:
a) Residents adjacent to Greenfield Park spoke top the Commissioners

The three residents met with Steve the day prior to discuss Greenfield
Park.
•
They presented photos and a letter documenting safety issues related to the
play equipment at Greenfield Park.
•
There was a discussion regarding who uses the equipment.
•
Listed numerous safety concerns: spacing of items, Stair with no backing,
port hole with no safety bubble, stairs are too steep, no safety shield on
bridge, no straps on swings, sand burrs in the park, paint chips / rust on
equipment,
•
The residents offered several other playground equipment items that
would be acceptable. Many of which would be suitable for toddlers.
•
Kroeger stated that the Commission did look at many of the issues that
were raised as part of the park review. He stated that standards do change
from year to year, but that doesn't necessarily mean that they must be
replaced.
•
The residents would like to see something done sooner than later. Maybe
there are some smaller changes / items to be added now. The residents
request to review a catalog to offer suggestions.
•
There was a discussion on various pieces of equipment: merry—go-rounds,
spring equipments...
•
Residents asked "what is next?".... Where can they help with the process.
•
Summary: safety concerns, want equipment for smaller kids (toddlers).
•
Residents suggested that the parks should be smoke free.
•
Steve will get some prices for various pieces of equipment. This will be
reviewed and discussed at the next meeting. August 28`x'.
•
Web site does not list Greenfield or Lambert Park.
• Commissioners directed to have it updated.
• Name and telephone numbers of the three residents were collected before
they departed.
b) Letter from Commissioner Mandoza — Silver View Park Issues
• A sheet from Dana Mandoza was handed out.
• Kroeger stated that he agrees with the letter in that Silver View is a
premier park.
• Kroeger asked as to the status of addressing the water quality of Silver
View Pond. Possible options are; Do nothing, Chemical treatment,
biological, or barley straw treatment. Dazenski informed the Commission
that the Council is looking into developing a sedimentation pond on the
west end of Silver View Pond to help with the water quality.
• Discussed treatment of purple loostrife. This is being pulled up as
identified.

5. Commissioner/Staff Reports
/ • There was a discussion pertaining to No Smoking in City buildings.
• Parks Usage Observation Reports filled out by the YMCA was distributed.
Edmond inquired as to the purpose of this report. It is to track the usage of
the parks and the facilities that are being used.
6. Request for future agenda items/other business
Farmer's Market
Next regular scheduled meeting will be August 28, 2003.
