August 28, 2003
Meeting Called to order:
1. Roll Call:
Present: Kroeger, Kunz, Silvis, Mandoza, Edmond, McIntyre, Lee
Absent: Szezepanski, Long, Dazenski, Steeves
2. Announcement that Mike Szczepansld has resigned as Commissioner and
Chairperson on the Parks and Recreation Committee.
Motion to accept Szczepanski's resignation
Motion: Kroeger
2nd: .Silvas
Motion passed unanimously
• Mike will be officially recognized by the City Council
3. Appoint a new Chairperson
Kunz made a motion and nominated Kroeger for chair

4. Announce the vacant seat and that application are available but must be
submitted by Monday September 22nd 4:30 p.m.
• Application will be reviewed by the Mayor
• The Mayor will recommend a Commissioner from the applicants
• Application available on the City's web site: www.ei.mounds-view.mn.us
5. Approval of July 24, 2003 Meeting Minutes:
Correction: Remove Steeves from roll call "present" list

6. Unfinished Business:
a) Review the list and cost of various play equipment that may be added to
Greenfield Park
• Last month several residents addressed the Commission about getting
play equipment at Greenfield park
• Staff determined prices for spring toys - $1500 per toy and a digger
` toy - $1500. These are good quality toy made of aluminum and
therefore resistant to fire.
• Cindy Palm, resident near Greenfield Park addressed the Commission.
She like the two proposed toy, but also requested a tic-tac-toe board or
similar, a slide, and other items.
• Ms. Palm wanted a small toddler play structure: slides, climbing
structures...
• This would fit into the Parks Needs Analysis — to be evaluated and
prioritized by the Park and Recreation Commissioners.
• Steve Dazenski will be informed to contact Ms. Palm to determine the
play items Ms. Palm is requesting.
• Ms. Palm suggested malting City Parks "Smoke Free". This would
need to be a Council action. Council would most likely loop for a
recommendation from the Commission.
• Staff to pose this question to City legal Counsel
b) Park Usage
• Discussed monitoring the usage of the City's parks. Mandoza is
coordinating and summarizing this activity. Steve will work with
Mandoza on this.
• Steve was going to see is the Police would assist in monitoring.
New Business:
a) Farmer's Market
• This was proposed to determine if this activity was a money making
venture.
• Blaine does this for free. Shoreview has a farmer's market. Woodbury
does it, but it costs the City — it does not make money.
b) Miscellaneous items
• Watering ban in effect — odd / even policy from May 15th to September
15th
• City's water tower is currently out of service as a test. The tower will
have minor repairs preformed on it in September.
• Mowing: are we mowing too much?
8. Commissioner/Staff Reports
Silver View Sedimentation Pond
Lee provided information pertaining to Silver View Sedimentation
Pond
On July 14`t', the City Council authorized the preparation of a
feasibility report for this pond.
It would be located generally west and would treat water prior to
entering Silver View Pond.

• Steve will provide an update on bugs that treat purple loostrife at
the next meeting.
• The options for treating Silver View Pond will be discussed at the
next meeting.
• The sedimentation pond should help with water quality of Silver
View.
Grants
• Mandoza asked if grants are available for water quality projects.
• Edmond will research what grants are available.
Park Facility Guide
• What is the status?
• Commissioners want to perform a final review prior to printing.
9. Request for future agenda items/other business
Possible Items for September 25`h Agenda
Next regular scheduled meeting will be September 25, 2003.
