October 23, 2003
Meeting Called to order:
1. Roll Call:
Present: Kroeger, Kunz, Mandoza, Edmond, Long, Silvis, Kunza,
McIntyre, Steeves, Szurek
Absent: Lee, Dazenski
2. Swear in new member: Shari Kunza
Pete Szurek swore in Shari Kunza. A copy will be given to Shari at the next
meeting.
3. Approval of September 25, 2003 Meeting Minutes:

4. Unfinished Business:
a) Parks Needs Analysis
• An updated packet was sent out to the Commissioners. The needs were
separated into three categories:
o Category A - Maintenance (do by June 2004)
o Category B —Budget Items (2004, 2005, and 2006)
o Category C — Long Term Items (add to the CIP)
• Total cost estimates were provided for the three subsections of
category B item (2004, 2005, and 2006).
• An effort was made to separate the three subsections of category B
item (2004, 2005, and 2006) into equal costs, however they did not
come out that way: 2004 - $34,633
2005 - $43,200
2006 - $44,900
• The next step is to make a motion to submit final list to the City
Council and recommend it be approved and included in the 2004
Budget and Capital Improvement Program.

The Commissioners will follow this up on annually.
b) No Smoking in City Parks — The City's legal counsel stated that some
cities are restricting smoking in their parks, however the authority to do so
is unclear. Eden Prairie and other have adopted ordinances and are trying
to link them to the Minnesota Clean Indoor Act using the rational that the
parks are under the City control. In sunmiary; Its happening, however, the
authority to do so is unclear.
• Mandoza mentioned that the City of New Brighton just erected a No
Smoking sign in one of their parks.
• Residents living near Greenfield Park brought this issue to the City
Commissioners attention.
• Kunza stated that she would support smoking ban in City Parks.
• Mandoza will contact the City of New Brighton in an effort to obtain
additional information.
• Edmond pointed out that there are other sources of smoke:
automobiles, barbeques...
c) Facility Guide Update- The parks trail / sidewalk map was recently
updated. Golf Course data is currently being developed to be included in
the brochure. Once the brochure is in a rough draft form, it will be
presented to the Park and Recreation Commission for review and
comment.
• The Commissioners want to know what is the timing of getting the
update.
d) YMCA Executive Committee Meeting — A meeting has been scheduled
for Monday, October 20, 2003.
• Mostly a orientation meeting for Kurt Ulrich.
• Some budget discussions.
• The purpose for the YMCA Executive Committee was top be a
communication tool / relationship building.
• The Committee is starting to look at other activities to bring more
people in and increase revenue.
e) Park Usage Survey / Data Collection — Parks Staff has been collecting data
for the past several weeks.
• Need input on the form (any alterations?)
• Need help in filling out the forms. Looking for people to volunteer to
fill out the form.
• Commissioners want to make more informed decisions based on the
data to be collected.
• Discussed timing and season to collect data.
• Expand the data collection to include ice rinks.
• Also look at why other parks are NOT being used.

Discussion: Edmond pointed out the data won't tell why people aren't
using a particular park.

I) Community Survey— This has been place on the November 3, 2003 City
Council Work Session agenda for discussion.
• Wait to see what the discussions were.
g) Park Database — Base on the Commissioners direction, Staff will be
developing a database for parks equipment and property. Staff is looking
for direction from the Commissioners as to what items should be in the
database and what fields of data should be collected for each item.
(Example: ITEM; playground equipment DATA FIELDS; year installed,
estimated replacement value, specific components, last evaluation date,
evaluation notes, lighting, type of fill material, vandalism history, ...
• Keep this in mind when reviewing the "park usage survey / data
collection sheet".
5. New Business:
a) Garbage Collection Fund
• Collect funds for new residents and existing resident switching over to
a particular collector (example: $5)
• Mandoza has been working with the City Administrator and City legal
counsel. Mandoza will collect data and report back to the
Commissioners.
b) Park Programs on the south side of the City
• Look at programs and facilities to serve the south side of the City.
c) Field Use Fees
• There was a discussion on Greenfield fee. Steeves stated that a fee is
not collected. What happened to the fee collection.
• Add "review of field use fees" to unfinished business
6. Commissioner/Staff Reports
• Irrigation blow outs are scheduled for the week of October 27°i
Request for future agenda items/other business
Possible Items for November 20u' Agenda
• Any update on the beetle program for eradicating purple loostrife
• Review grant information
• County Road H sidewalk status
Next regular scheduled meeting will be November 20, 2003.
