Roll Call: Present: Kroeger, Kunz, Kunza, Palm, Silvis, Aukee (came in after roll call – during “New Business” section) Absent: Long, Aukee Staff Present: McIntyre 2. Approval of minutes from the March 17, 2005 meeting. Clarification- Signage on the Groveland building is to note/state “Groveland Park” and when it as built. The same should be done for Hillview Park. Motion to approve: Kunza 2nd: Kunz Motion passed unanimously 3. Unfinished Business: Greenfield Park Play Equipment - This was read, “The equipment arrived on April 27th. Staff will be preparing the lot in late May and will start assembly in June. There will be a dedication ceremony on June 23rd”. The dedication ceremony was discussed. Commissioners Palm will discuss the time with the neighborhood group. Groveland Park Building Replacement. – This was read, “A draft plan will be submitted on Thursday, April 28, 2005. Comments will be need at the May 26th meeting.” Commissioners briefly looked over the site plan Staff is to review the details of the plan. The YMCA will continue to run the program from the existing building. To be discussed at the next meeting. Facility Guide Update – This was read, “The printing of the Facility Guide will be delayed until there is more information pertaining to the Groveland Building. Steve will present the cost for printing the guide. The number of copies to print and the frequency of reproduction will need to be discussed by the Commissioners.” There were questions as to who the printer is. Staff provided quotes for printing YMCA Committee Update – The April meeting was cancelled. Marta stated that registrations are continuing. This year on-line registration is available as an option. On-line registration is a secured site. Linking the registration site from the City’s web site is in the process of being formed. Should be in place in a couple weeks. 2004 Park Needs Analysis – The category B items were approved by City Council on March 28th. The list of category B items was read. Budgeted Items for 2005 Carry Over from 2004 (Total Cost estimate -$23,353) 1. Install nets above backstop at Greenfield Park. B ($2,400) 2. Add more picnic tables at Hillview Park. Suggested during May 8, 2003 park tour. B ($2,500) 3. Resurface roller blade rink at Hillview Park. B ($6,000) 4. Replace picnic tables at Oakwood Park. B (One Table-$1,000) 5. Install chain-link fence on west end of field for soccer play at Oakwood Park. B ($500) 6. Replace doors on building at Random Park. B ($600) 7. Crack seal parking lot at Silver View Park. B ($1,520) (seal coat, included@ $6,533.00) Replace doors on shelter at Silver View Park. B ($800) Install Lambert Fence in front of team benches at Lambert Park. B ($1,500) 2005 (Total Cost estimate -$38,400) 1. Basketball Hoop at Greenfield Park: add to the court next to the tennis courts. Suggested during May 8, 2003 park tour. B ($1,000) 2. Basketball Court at Greenfield Park: look at resurfacing it. Suggested during May 8, 2003 park tour. B ($1,700) 3. Baseball Field at Greenfield Park: Increase the height of the fence ten feet (or 20’total) – right field to center field, tighten netting and re-string support line, Suggested during May 8, 2003 park tour. B ($16,000) 4. Re-do volleyball court at Groveland Park. Replace standards. B ($500) 5. Resurface basketball and tennis courts at Groveland Park. B ($5,000) 6. Install heavy-duty hockey nets at Hillview Park. B ($800) 7. Replace broken sections of sidewalks at Lambert Park. B ($1,000) 8. Replace border on playground at Random Park. B ($2,200) 9. Perform tuck-pointing (fix / fill mortar joints) on the building and re-paint it at Silver View Park. Suggested during May 8, 2003 park tour. B ($2,000) 10. Resurface basketball court at Silver View Park. B ($5,000) 11. Replace trash receptacles around parking lot & near shelter as needed at Silver View Park. B ($2,000) 12. Perform a City-wide survey. This will be done in spring of 2005. (6parks questions /51total questions) X$10,200 = $1,200 to be financed with Park Dedication Funds B ($1,200) City Wide Survey The Park Commissioner reviewed the park related questions. Questions number 29 to 34. The commissioners will discuss the results at the next meeting. The survey results will be presented at the Town Hall Meeting on April 30, 2005. LaCrosse Field / Oakwood Park Renovation Project This was read, “Staff continues to work on a complete proposal for Oakwood Park including the construction of a field, the removal of the existing playground equipment, and the installation of tot-lot playground equipment. Costs and impacts still need to be determined. Discussions with the Watershed will also need to occur. A rough draft of the proposal is attached. The issue with the Rice Creek Watershed District is the drainage ditch. The dimensions of the field were discussed. The field will not be full size. Hold off on any action until a full proposal is submitted. Park Lighting Project This was read, “Staff continues to work with an electrical contractor to develop a lighting proposal. No rebates are available.” County Road 10 Corridor Improvement Program - Design Theme Subcommittee A meeting was held on March 16, 2005. The next meeting has yet to be determined. Last update was given on March 17th. Stakes were placed at east end of County Road 1o0 as possible locations for a monument sign. Nothing more to report at this time Arbor Day Resolution April 29th was proclaimed as “Arbor Day” Proclamation was read: PROCLAIMING APRIL 29, 2005 AS “ARBOR DAY” WHEREAS, the City of Mounds View has been recognized for twenty-three consecutive years as Tree City USA by the National Arbor Day Foundation for its efforts in urban forestry; and WHEREAS, trees in our City beautify our surroundings, shade our parks and residences, increase property values and enhance the economic vitality of business areas, and WHEREAS, neighbors and scouts will be planting trees at Sunnyside School; and NOW, THEREFORE, BE IT RESOLVED that April 29, 2005, be Arbor Day in Mounds View and public-spirited and foresighted citizens be called upon to assist in the planting of trees now for the use and enjoyment of present and future generations. New Business: Select parks to visit / review May 26, 2005 Take the tour on a separate night of the monthly meeting. May 24th was selected as the date to conduct the tour. Commissioner/Staff Reports: Irondale Youth Hockey committee has been assigned / appointed. Association elections were held last week. Town Hall Meeting April 30th. Lakeside Lionsd Park Improvement Committee Meeting Fishing pier should be in by mid June Lake water levels could be raised this fall Silver View Soccer – Silver View is book throughout the summer. There is a mole problem that is being addressed by the Parks division. Commissioner Aukee had a question pertaining to booking the use of a field. The issue was people/staff not being knowledgeable on booking usage. Mounds View Matter articles are ready for publishing. School District #621 approved installation of field turf at Irondale High School. Work should be starting soon. The safety fence is up at Lambert Park. 6.
