Park, Recreation and Forestry Commission Minutes for
Thursday, March 23, 2006
Call to Order: 6:35 p.m.
1. Roll Call: Present: Kroeger, Long, Aukee, Kunza, Palm, McIntyre, Szurek
Absent: Kunz, Lee, Dazenski, Weldon
2. Approval of Minutes from February 23, 2006—not available
3. Public Input
A. Mr. Gary Dahle of the MYSA addressed the Commission regarding the Silverview Park Soccer field. It will be closed for maintenance until approximately June 21, 2006. This impacts
the youth soccer program. Mr. Dahle sees the problem as 3-fold:
1. The location of the field with the parking lot near one goal which gets overused.
2. Permanent goals that cannot be moved to distribute the wear and tear on the field
3. Adult teams are reserving the field. Although it is not an adult-size field, the fee of $10 for the whole day attracts adult teams and results in more wear on the field.
McIntyre did report that a permit is required to book the field for a $10 fee. It is not hourly and can be used for any length of time. Youth programs within ISD #621 are allowed to
book out the field first, from January 1. As of March 1 anyone can book the remaining dates for use.
Szurek reported that the field does need maintenance and using gravel to fill in goal areas, etc. would not be acceptable. Currently the field is scheduled to be significantly repaired
every two years. Limiting use could prolong the life of the field.
Motion made by Kroeger, 2nd by Long:
Due to the fact that Silverview Soccer Field is a youth-size field and adult use is not conducive to maintenance of the field, the Commission recommends that staff cancel all adult
soccer league play for the 2006 season. Existing youth soccer reservations for after the June 21, 2006 tentative opening would be kept. No other bookings should be made until the
Commission has a chance to review the policy and fee schedule and provide recommendations to the City Council.
Motion passed 5-0
Commission suggested Mr. Dahle contact Mounds View School District about the use of the field at Edgewood Middle School. McIntyre can help with that contact. Szurek said the city can
stripe the field if notified. He was not sure about the cost to do so.
B. Heidi Heller, Planning Associate for the City of Mounds View invited the Commission to the Walkable Community Workshop on May 11, from 1-5 p.m.
4. YMCA Update

a. Groveland Park Building Replacement Project
b. Random Park Building Replacement Project
c. Oakwook Park Renovation Project.
The Commission reviewed the proposal submitted by BRAA stating that a feasibility study would cost $14,100. The Commission questioned items included in this report, and whether this
would be an initial expense followed by another sum of money to conduct an “engineering report” etc. Could the city spend this money for the feasibility report and then still be turned
down by Rice Creek Watershed District?
Motion made by Aukee 2nd Kroeger:
Table discussion and not bring this item to City Council until the Commission receives more information. The Commission is asking staff for a ballpark figure of additional steps and
potential overall costs for the Oakwood Park Renovation Project.
Motion passed 5-0

Commission preferred to continue the sidewalk along Silver Lake road instead of sending the trail through Silverview Park 4-1

Smoke-Free parks
Discuss at April meeting along with fees and use of parks. If adult use is limited why not ban smoking? Question of changing signage? Could we get funds from Ramsey County? Kunza
will contact Ramsey County about a representative coming to speak to the Commission in April.

Palm will take minutes tonight and send to Commission for approval. Can continue taking minutes or put on a rotating schedule between Commissioners.

Park Tour date Tuesday April 18th 5:30 p.m. Meet at Community Center. Staff will try to reserve Lions Club bus. Parks to tour:
Random, Silverview, Groveland courts, Hillview, City Hall.
Review at April meeting. Staff to delete “done’ items

a. MVCC Update
City Council is conducting a feasibility about proposed changes made by Task
Force
Bethlehem Baptist Church
Commission may want to make recommendations to the committee with future ideas for this biannual donation

Fee structure and rental policies for park fields. This discussion would include smoke-free parks.
