June 22, 2006
Call to Order 6:33 p.m. Roll call
Present: Kroeger, Kunz, Kunza, Palm, Aukee, Lee, McIntyre, Dazenski
Absent: Long, Weldon
2. Approval of minutes from the May 25, 2006 meeting. Motion made by Kunza, 2nd Kunz to approve minutes. Passed 4-0 (Aukee not present for vote)
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. No one present.
4. YMCA Update
At the May 25, 2006 meeting, the Commissioners requested a copy of room rental policies and fee structure. The YMCA has submitted this for review and discussion later in meeting. No
other information to report.
5. Unfinished Business:
Tobacco Free Parks – This was discussed by the City Council at the June 5th Work Session. The City Council stated that they would review the draft policy and provide comments prior to
being re-submitted on June 26th. As of June 19th, Staff has received comments from one council member. These comments pertained to having two exception areas: designated areas at the
Community Center, and in vehicles in designated parking areas or adjacent to public streets.
Action: Move to Staff Reports.
Soccer Field Review–Staff reported on other fields options.
1. City Hall and Silverview softball fields are being heavily used.
2. Hillview would be costly to reroute drainage. The sheet icing for skating in the winter would also affect the grass field for summer fields.
3. Oakwood is being used for T-ball, but that could be moved to other fields, including the possibility of using the outfield at the City Hall field. Both city staff and YMCA representatives
fell that Oakwood is the best option for the soccer field conversion.
4. YMCA had feedback from IBL who preferred the Oakwood Park, over other parks in the city, to be converted from baseball to soccer. YMCA reports they have not turned away any requests
for baseball field reservations even with Oakwoood being used for soccer and T-Ball.
5. Kroeger contacted local soccer clubs. Both said they would benefit from full-size fields in the Mounds View and New Brighton area. The clubs are trying to work with Edgewood Middle
School to use softball fields as soccer fields and paying Irondale High School and Mounds View High School for soccer field use in the evenings.
Action: Staff will put together a cost estimate for gravel removal, elevation, grading, seed, fertilizer, and irrigation for the July meeting.
Motion by Palm, 2nd by Kroeger: Direct staff to invite Oakwood neighborhood and area athletic association representatives to the July meeting, develop a proposal including cost estimates
and considerations of other field use possibilities (Silverview and City Hall overlays). Also to include estimated cost of field maintenance. The invitation should include comment/feedback
form to contact commissioners or city staff before or after meeting .
Motion Passed 5-0
Facility Guide Update – On Hold; waiting for decisions on Mounds View Community Center
d) Rental Fee Considerations:
1. Leave MVCC fees structure alone until decisions are made about the facility.
2. Use one building for Class I reservations and others would be available for other community rentals.
3. Save one building for Class II-IV reservations and use other buildings for Class I rentals.
4. Have 2 buildings for ice skating in the winter instead of 3, which would free up a building for year-round reservations
5. End weekday skating at 7:00 p.m. instead of 8:00 and have it available for reservations after that.
6. Rent for year or rent 3 months at a time?
7. Should there be a different fee per building/facility? Whether the kitchen is used or not (if we can lock kitchen doors).
8. Do we keep building and field classifications the same as the new MVCC Event Center classifications, or make different classifications for building and field rentals.
9. Proposed classification changes included one free rental per month for local non-profits (Lions, Scouts, 4-H, etc) and then a $10 charge for 4-hour time block. Recommended to add
2-hour time block for Class I at $5. Kunza will create a new fee structure proposal to review in July.
New Business:
Review of Commissioner Application – One application was received from Gerald Arel.
Motion made by Aukee, 2nd by Kunz to recommend Gerald Arel to City Council for approval.
Motion passed 5-0
Park Improvement Plan – Reviewed plan. Staff will update plan, removing done items. Staff will determine if all 2006 maintenance/repair items can be done yet this year, and at what
cost.
Big items to move forward to Capital Improvement Plan and City Council will include the following:
Oakwood playground replacement (and perhaps field transformation)
Hillview playground replacement
Resurface courts at Greenfield and Groveland (if not able to be done this year, may carry over some of this project to 2007 along with Silverview court resurfacing)
Groveland rink and court lights
Motion by Kroeger, 2nd by Kunza to accept revisions to Park Improvement Plan and allow capital items to move to City Council for approval. Passed 5-0
County Road 10 Corridor Improvement Program – DNR Grant was denied. A draft feasibility report of trailway project on the south side from Silver Lake Road to Long Lake Road will be
presented to City Council on July 17th.
Street rehabilitation and trailways -- Does the Commission need to respond to street restructuring with regard to trailways?
Motion made by Aukee, 2nd by Kroeger to recommend to City Council to add proposed trail system as shown on 2003 Trail and Sidewalk Map for consideration as part of street rehabilitation
feasibility studies. Passed 5-0.
7. Commissioner/Staff Reports:
Silver Lake Road Sidewalk Project – the City is scheduled to open bids for this project on July 6, 2006 and award a construction contract on July 10, 2006. It is anticipated construction
would begin in late July and be completed in October of this year.
Random Park Building Replacement Project – City Council did not approve sprinkler system and is negotiating with fire marshal to put in a cheaper residential system that would still
meet code.
Groveland Park Building Replacement – City Council did not approve sprinkler system and is negotiating with fire marshal to put in a cheaper residential system that would still meet
code. Contractor may move up start date to end of July. YMCA programming can move park program if needed.
Silver View Park Soccer Field Rehabilitation Update: delayed due to wet spring. Should be ready mid-July.
Mounds View Community Center Commission Update – a presentation was given at the June 5th Work Session.
Park Vandalism / Graffiti Update: Police are patrolling more and have caught some vandals in the act. Vandalism decreasing.
