Roll Call: Commissioners Present: Arel, Aukee, Kunz, Kunza, Kroeger (7:15), Long, Palm City Staff Present: Dazenski, McIntyre 2. Approval of minutes from the August 24, 2006 meeting. Motion by Long, 2nd by Aukee to approve minutes. Passed 6-0 3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. NO CITIZENS PRESENT 4. YMCA Update- McIntyre Fall programs up and running Cooler weather bringing more activity to MVCC 5. Unfinished Business: Oakwood Park Proposal 1) Staff is in the process of soliciting bids and proposals for Phase I activities for Oakwood Park. These include grading, irrigation, fencing, and seeding. Because of time element, staff is recommending that we proceed with construction first thing in the spring. If grading activities started later this year, dormant seeding would need to be utilized. This is not recommended since success of dormant seeding is very dependent on the amount of snow cover. The existing Oakwood field is currently set up for soccer play and the ball field could continue to be used throughout this fall. This spring, once the grading activities have been completed and the irrigation system installed, it should take a relatively short time to get the turf established of use. 2) Playground equipment has been removed 3) Clarification of Phases: Phase I will include grading, elevation, seeding, fertilizer of both the north and south sides of the park. Irrigation on South side only. Facility Guide Update – Commission made final recommendations for editing draft. Commission directed city staff to find printing costs and bring final draft with map and key to Oct. meeting. Rental Fee Structure – continued discussions included leaving MVCC rental policies as adopted by City Council, moving MV residents to Class III rather than Class II, and adding a surcharge for larger groups to help cover the cost of city staff coming in on weekends to clean up garbage, etc. 1) Motion by Aukee, 2nd by Kroeger that the Mounds View Rental Classifications as presented by staff be the consolidated list with our previous list, moving MV Athletic Association to Class I with 10% roster MV residents. Moving all for-profit groups to Class IV. This leaves MV residents as Class III. Passed 6-1 2) Motion by Palm, 2nd by Kunz to adopt the attached Park Building/Shelter Rental Fee Policy rates (without fees), removing 2 hour and hourly rates, including only 4 hour and Full Day rates. Add City Hall Picnic Shelters to Silverview rental rates. Include $100 refundable damage deposit, and add that weekend rentals at Silverview and City Hall Picnic Shelters hosting groups of 50 or more be charged an additional service fee of $50. Passed 7-0. 3) Field Rental Rates-table to Oct. meeting. 6. New Business: NONE 7. Commissioner/Staff Reports: County Road 10 Corridor Improvement Program – Design Theme Subcommittee Meeting Update. Commission had a few questions about bike rack placement, trail crossing at business entrances being marked, and putting striped plantings in medians at Woodale and Edgewood (others?). Palm will forward comments to committee. Random Park Building Status Report Commission met at building before meeting to tour progress. Staff met with the contractor to discuss the finishing up the project and the schedule for the remaining items. The contractor estimates that the items covered in the contract will be completed by the end of October. The final interior work, which includes carpeting, tiling, interior painting, and landscaping was planned for but excluded from the original construction contract; this was done as a cost savings measure. The City Council awarded a tiling and carpeting contract last Monday. A Boy Scout has volunteered to paint the interior of the Random Park Building as part of his requirement to obtain an Eagle Scout badge. The Boy Scout will be acting as the painting contractor. As such, he will be making all arrangements to successfully complete the job. The City will fund the necessary supplies and paint. Staff is currently working with landscape designers to develop a simple landscape design for area surrounding the Random Park Building. The focus of the design will be to provide for minimal maintenance. This can be done at no cost to the City. To save labor costs associated with the landscape installation, Staff is investigating the possibility of utilizing volunteers. Two additional boy scouts seeking Eagle Scout projects have contacted staff. Staff will continue to work on developing a landscape project for the spring of 2007. The current schedule for completion of the Random Park Building is mid-November. The Park and Recreation Commission may want to consider conducting a ribbon cutting ceremony at the November 16th or December 21st meeting. Groveland Park Building Status Report The old building was demolished and hauled away last week. Construction has begun on the new building. The footings are in and the block work will start this week. The schedule is to have the building completed by December 5th, and the landscaping would be finished up in the spring. Groveland and Greenfield tennis courts—staff is still trying to finish this recoating this year.
