Roll Call: Kroeger, Kunz, Long, Arel, Palm, Kunza, Aukee Staff Present: Lee, Dazenski, Weldon 2. Approval of minutes from the October 26, 2006 meeting. nd Motion to approve by Aukee, 2 Long. Motion Passed 6-0 3. Moment of silence for Frank Silvis, long-time Park, Recreation, and Forestry Commissioner who passed away this past week. 4. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. NO residents present. 5. YMCA Update: Weldon. *Skating season opening second week of Dec. weather permitting at Hillview, Lambert, and Groveland. *Code of Conduct with Mounds View Sports Alliance for parents and youth participants. Effort between area youth athletic associations and Mounds View School District ISD#621. 6. Adjustment in agenda. See item 8a: New Business: T-Mobile Proposal. 7. Unfinished Business: a) Oakwood Park Proposal Phase I Staff has requested the City’s consultant to perform a simple survey the Oakwood field by providing spot elevations to give to contractors for bidding/quote purposes. Any extra soil from grading the soccer fields will be exported to the north side of Hillview to be used in berms. The ag-lime on the baseball field will be reused to top dress unpaved trailways in the City. This data will be made available to all parties interested in providing a quote on this project. Quotes for other Phase I items such as irrigation, fencing, and seeding will be submitted to the Commission for review along with the grading quotes. If this project proceeds, construction of Phase I items is planned to commence first thing in the spring. Phase II Phase II is the creation of a playground area adjacent to the proposed soccer fields. Direct Staff to get a design sketch for age 10 and under with swing set including 2 belts and 2 bucket seats. Phase III Disc Golf - The City has received a proposal and general information from Michael Snelson of Fairway Flyerz Discs, Inc. regarding the creation of the disc golf course. This proposal is included in the packet. Direct Staff to contact New Brighton about their disc golf usage/demand. Direct Staff to get a sketch of a suggested map of a proposed course. 7. Unfinished Business (Continued) b) Facility Guide Update – Sent to printers. 3,000 copies. c) Rental Fee Structure – Continued discussions. A draft of the City’s fee schedule for 2007 was th introduced to the City Council on November 6. The City Council has a few question pertaining to park field and park building rental:  Adding political/civic groups to the classification list: YMCA Advisory Committee suggested leaving them as resident/non-resident, for-profit/non-profit would be enough  Should the rates for Class IV users be increased? No, need to stay competitive  Why does it cost half as much to rent park buildings versus a park shelter? This is weekend rates for City Hall and Silverview d) Field Use Fee Structure: See attached fee schedule 8. New Business: a) T-Mobile’s proposal to construct a building and antenna pole at Groveland Park th Kari Brown, representative for T-Mobile, was present at the November 6 Work Session. She presented a plan and answered questions pertaining to the proposal to construct a building along with a 100' pole that would have antennas mounted on it in Groveland Park. These plans are include in the packet. Please note that the plans indicate a 15’X20’ building (not 10’X12’). Kari Brown was present at this Park and Recreation Commission Meeting. See attached notes. Commission considerations: *Pole in the city park for 30 years *aesthetics; landscaping around pole and structure, as well as overall park aesthetics affected by structure and pole in the park *proceeds going to Park Dedication Fund vs. to general fund. Steady income from this contract into Park Dedication Fund could be a benefit, relieving the burden of using other city funds for future park projects (i.e. Special Project Fund) *neighborhood acceptance *no degradation to existing or future park usage *functional benefit to park *no limitations to park use now or in the future *future DNR grant money may be limited because a park has something besides a public use facility. *precedence of using other parkland for similar purposes Supporting rationale: Kunza, Long, Arel, Kunz: supportive if proceeds to Park Dedication Fund, cabinet is attached to existing park building with attractive fencing and landscaping, and pole put in proposed trees up to 100 feet. Kroeger: supportive if pole is up to 100 feet, aesthetically pleasing, neighborhood supportive, funds to Park Dedication Fund, no degradation of existing park land, has a functional benefit to park (i.e lights could be mounted), no future limitations to park use or future financial support Palm: while agrees with above supportive comments/conditions, Palm is NOT in favor of this proposal due to concern with setting precedence Aukee: not present IF ANY OF THE ABOVE SUPPORTING RATIONALE IS DENIED BY THE CITY COUNCIL, THE OPINIONS AND SUPPORT OF THE COMMISSIONERS WILL BE AGAINST THIS PROPOSAL. 8. New Business (Continued) b) Recycling Containers in Park Buildings – The recycling budget allows for placement of recycling containers within the park buildings. Staff will choose style of containers and park maintenance will pick up recycling on a regular basis. c) Hillview Parking Lot – There is a proposal to reconstruct Hillview Road as part of the City’s next Street and Utility Improvement Project. With this project, there would be the potential to add parking along Hillview Road for Hillview Park. A draft plan sheet is in the packet. The cost of this parking area is estimated to be $28,150 and could be funded through state aid. Commission is supportive based upon neighborhood support and state aid funding. nd Motion by Kunza 2 Kunz by to recommend construction of parking lot at Hillview Park based upon neighborhood support and state funding. Motion Passed 6-0 9. Commissioner/Staff Reports: a) Random Park Building Status: Will be available for use at the end of this month. Parking lot is done. b) Groveland Park Building Status Report The schedule is to have the building completed on or before December 18th, and the landscaping would be finished up in the spring. Will not affect ice rink preparation. c) Shari Kunza has decided not to extend her term on Parks and Recreation and Forestry Commission. d) Invite interested parties to fill out an application for vacant seat on the commission e) Any Other Reports?
