February 22, 2007

1. Call to Order 6:35 PM:
Roll Call: Arel, Long, Kunz, Kroeger, Palm, Aukee, Peterson
Staff Present: Lee, Dazenski, Weldon
2. Swear in new member (Darren Peterson)
On February the City Council approved the re-appointment of John Kroeger and appointment of Darren Peterson to the Parks and Recreation Commission. The Council also appointed Jerry Kunz
as Chairperson to the Parks and Recreation and Forestry Commission.
3. Approval of minutes from the January 25, 2007 meeting. Motion by Kroeger, 2nd Long, to approve minutes. Motion Passed 7-0
4. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. No citizens present.
5. YMCA Update: Weldon reported ice rinks are now closed for season as of Feb. 18th.
Annual garage sale this Saturday, February 24th.
New Event Center Coordinator—Cat Lemke
Many requests for Random Park Building. It is ready to rent!
Question on rental fee structure: should we charge more for Random as it is higher usage? Keep same as adopted 9/06. Will review in one year.
Question about Lions Lakeside Park with regards to Spring Lake Park residents. Haven’t heard about SLP fee structure. SLP city staff maintains the building. Charged according to
MV fee structure last year.
Weldon will forward SLP fee structure to Commissioners as soon as received. We will discuss at March meeting.
Field rental fee structure for summer: putting schedules together with ILB and SAB.
Mounds View Matters is out. If residents are not receiving it, can get one at MVCC.
Playland is using quite a bit.
6. Unfinished Business:
Oakwood Park Proposal
Phase I
Quotes for Phase I items such as grading, irrigation, and fencing were received. As per the minutes of the last meeting, sodding of the field areas was $25,000 to $32,000 – approximately
half of the cost of the total grading bids. Does the Commission wish to investigate / discuss seeding as an option? A rough estimate for hydro seeding would be $9,600, and for Brillion
seeding (mechanically placing the seed) would only be $3,000. The time it would take for the field to be ready for use would be longer with the seeding options. Contract documents
are being drafted.
Seed can have a better hold than sod. Dazenski prefers Brillion-style seeding to hydro seeding.
Wouldn’t affect summer soccer program as much as fall program.
Concern about installing fencing before seeding to deter vandalism on open field. Staff can put up temporary barriers or install fencing if necessary.
Motion by Long, 2nd by Aukee to persue mechanical seeding (estimate $3,000) and present figures to City Council so soccer fields can be acceptable for use by the fall 2007.
Motion Passed 7-0
Phase II
Phase II is the creation of a playground area adjacent to the proposed soccer fields. The Commission has indicated a desire to investigate playground packages that are targeted for
younger children. The focus is to keep the cost under $15,000 for the equipment. Note: the cost of the boarder and fiberfill material could be as much as $8,000 for a large area.
Considerations included:
“Rendevous” at $14, 600
“Mix It Up” could meet this need at $14,453.
“Recess Time-II” without the canopy was also considered at $10,300.
Motion by Palm, 2nd by Long to order Recess Time II in earth tone colors with beige slides, dark green poles, and dark brown platforms. Motion Passed 7-0
Motion by Palm, 2nd by Long to include Recess Time II with swing sets with 2 bucket and 2 belt swings, and NOT a tot lot or spring rider. Motion Passed 7-0.
Phase III
Disc Golf – Cost estimated have been developed for a 9-Hole and 18-Hole course:

The design for a 9 hole course is $900.00 and for a 18 hole course is $1500.00. This would assure that our course would be built to acceptable standards thru the National Disc Golf Association.
Disc Golf at Oakwood / Greenfield: The prices are between $360.00 and $380.00 for the goals depending on the style. This would be 9 or 18 depending on the course. Concrete and rebar
would cost approximately $150.00 per hole. The tee pads could be developed by staff for approximately $100.00 each. They would be bituminous and should hold up very well. The clearing
and brush removal could be done in house and would enlist the help of the Frisbee association to assist. When the Silver View course was installed they were available and helpful. Tree
removal will be kept to a minimum. We are basically looking at scrub bushes and stunted saplings. The corridors or freeways are not very wide and efforts would be made to keep any larger
trees in play. Signage could be installed at a later date, and we could do without the blacktop tee boxes for awhile. We could use gravel and aglime (we will have some from the ball
field). The area where the old playground stood would need to be trimmed back and maybe some of the cottonwoods removed due to their condition. We do have some saplings growing just
east of that area. Staff discussed these with our forester and he felt it would be better to get some bare root plantings instead of trying to transplant our existing saplings.
Motion by Arel, 2nd by Aukee to design an 18-hole disc golf course that is a challenging course to promote long-term use according to Mike Snelson from Fairway Flyerz.
Motion Passed 7-0
Park Dedication Fund Review – The estimated fund balance of the Park Dedicated Fund as of December 31, 2006 was $994,808.13 plus an estimated interest amount of $15,000.
Park Improvement Plan - The Park Improvement Program was last updated in June of 2006. A review and update of the Park Improvement Program occurred and completed items were eliminated.
Park Watch Program –Discussion of installing signs to place along trails and at parks encouraging park users to call city Parks Department for maintenance or 911 for emergencies. Possibly,
“Should you observe the destruction of park property please call 911.” Direct staff to research fees to address signage. Aukee and Kunz will develop a “Park Page” for the next issue
of Mounds View Matters.
YMCA Advisory Committee Appointments – With expiration of Shari Kunza’s term on the Commission, there is a vacancy on the YMCA Advisory Committee on which she served. The YMCA Advisory
Committee meets on the first Monday of the month at 2:30 PM. Are there any Parks and Recreation Commission members who wish to volunteer for serving on this committee? Why was the time
changed from 4:30 to 2:30? Commissioner Darren Peterson can attend some meetings flexible with his work schedule. The next meeting is March 6, 2007.
Meeting with City Council – Annually the Commission meets with the City Council. This has been set for April 2, 2007. Does the Commission want to develop a list of agenda items and topics
to discuss with the City Council?

*How does the Commission fit in with operation of the MVCC?
*Does the City Council think we should attend more city council meetings? In mass?

Parks Promotional Video - The City will be creating a promotional video that will be shown on cable TV and at the Town Hall Meeting. This video will have a segment (5 to 10 minutes in
length) showing parks facilities. The Commission wanted the video include showcasing Greenfield playground, Random and Groveland Buildings, YMCA indoor playland, fitness room, Tobacco-Free
video, new and existing park shelters, Facility Guide. Need to develop by March 21st. Possibly include ribbon cutting ceremonies at Groveland and Random parks?? Email photos to Greg

7. New Business:
Ribbon Cutting Ceremony for Random and Groveland Parks – Saturday March 10, 1:00pm
Random at 1:00, Groveland at 2:00
Staff will send out invitations to include Scouts, Lions Club, City Council, Eagle Scout and neighborhood via press release in area newspapers.
Hillview Playground Equipment - The PIP has $32,000 allocated for the replacement of the playground equipment at Hillview park. Commission is encouraged to visit the park to determine
replacement needs before March meeting.
8. Commissioner/Staff Reports:
Random Park Building Status Report
The Random building is in use and the feedback that staff is getting has been very good. The YMCA will start booking reservations in it now.
Groveland Park Building Status Report
Groveland should be done next week. The inspections are hopefully scheduled on the plumbing and then the fire system can be checked. The building is done and has been since last week.
When the inspections are complete staff will install our cores so that our keys will operate.
Skating Rink Update
February 18th was the last day for rinks.
County Road 10 Trailway Project: Segments 9&10 Project Update – Bids for this project were received on February 8, 2007. There were a total of twelve bids received. The bids are still
being reviewed. The low apparent bid submitted was for $453,000 which compare to the engineer’s estimate of $533,000. The bids will be submitted to the City Council on February 26,
2007 for consideration of award. If awarded, it is anticipated that work would start in late March / early April.
County Road 10 Trailway Project: Segments 1 -5 DNR Grant Application – The City will be submitting grant applications for Department of Natural Resources (DNR) Trailway Grant Program
along will a resolution of support, and letters of support from various agencies (including the Commission) by February 28th.

*Kroeger looked at website and noticed that the website park amenities need updating as well as current map. Kroeger will contact Jim Ericson regarding this update
*No meeting yet with Bethlehem Baptist Church regarding their semi-annual contribution
