Call to Order: 6:38 PM Roll Call: Aukee, Palm, Kroeger, Kunz, Peterson, Arel Staff Present: Dazenski, Weldon 2. Approval of minutes from the February 22, 2007 meeting. Motion by Arel, 2nd by Peterson to approve minutes. Motion Passed 6-0 3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. NO residents present 4. YMCA Update: Weldon Registration for summer programs now being accepted. Summer Safety Camp, Soccer, Playground Programs. Bike Helmet fitting May 22nd. 4-7 PM Taking building rental reservations and field reservations: No one has seemed to withdraw requested reservations due to fees. YMCA Advisory meeting time changed to 3:30 on regular meeting dates. Darren Peterson will represent the Commission. 5. Unfinished Business: Oakwood Park Proposal Phase I Quotes for Phase I items which include grading, irrigation, and restoration (using mechanical seeding) will be presented to the City Council on March 26, 2007 for consideration of awarding a contract. To ensure that this project is completed in a timely fashion and to address the coordination issues that would be encountered with multiple contractors, the contracts have been consolidated so as to have one general contractor responsible for the grading, irrigation, and restoration aspects of Phase I. The contract for the fencing portion of this phase will be presented at a later meeting as a separate contract. Rice Creek Watershed District presented some concerns with grading and mitigation. Will be addressed within next few weeks. Phase II Phase II is the creation of a playground area adjacent to the proposed soccer fields. The Commission has made a motion recommending “Recess Time II” in earth tone colors. This will be presented to the City Council on March 26, 2007. There will be swings, 2 buckets, 2 belts, but no tot lot. Phase III Disc Golf – The Commission has a motion recommend the design of an 18-Hole course by Mike Snelson from Fairway Flyerz. Park Improvement Plan – On February 22, 2007 the Commissioners updated the Park Improvement Plan. The capital items (Long Term – Category “C” Items) in the Park Improvement Plan get added to the City’s overall Capital Improvement Program (CIP). The draft CIP is scheduled to be reviewed by City Council on April 2, 2007. If there are Category “C” Items in the Park Improvement Plan that the Commissioners would like to revised (add, delete, revise, or change the year programmed) this should be discussed at this meeting. Category A and B items can be addressed as part of the annual park tour / review. Regarding item at Hillview parking lot with sidewalk to Hillview Park Shelter, eliminate parking lot due to road project elimination. Continue with sidewalk plan. Park Watch Program – Commissioners Aukee and Kunz will draft an article for the Town Hall Meeting. Meeting with City Council – Annually the Commission meets with the City Council. This has been set for April 2, 2007. A list of topics to be discussed include: *Oakwood Park plan *Improving ball fields *How does the Commission fit in with operation of the MVCC? *Does the City Council think we should attend more city council meetings? In mass? *Representative on BBC Committee? *Is seven adequate number of Parks and Recreation and Forestry Commissioners? Parks Promotional Video - The City will be creating a promotional video that will be shown on cable TV and at the Town Hall Meeting. Hillview Playground Equipment - The 2007 budget has $38,000 allocated for the replacement of the playground equipment at Hillview Park. Will consider originally proposed Oakwood playground at April meeting. 6. New Business: Tree Preservation & Landscaping Ordinance - Community Development is looking for recommendations on the draft ordinance and possibly motion of support. Heidi Heller, Community Planning Development Rick Wriskey, City Forester Concerns by Commission: Enforcement Residents causing tree death in order to circumvent the ordinance Applying to existing residents/single family properties vs. new development (whether commercial or residential), redevelopment or subdivisions How would this apply to city-owned property? Is replacement required on same property? Encourage people to plant in existing residential properties Do contracted landscapers need city permit/license to work within city? Does the city list contractors with city licenses/permits on website? Should it? (without endorsement) Staff will return with future drafts. Commission would like to be apprised of future drafts before making official approval of document. 7. Commissioner/Staff Reports: County Road 10 Trailway Project: Segments 9&10 Project Update – Bids for this project were received on February 8, 2007. There were a total of twelve bids received. On February 26, 2007, the City Council awarded the contract to Jay Bros Incorporated in the amount of $455,270.71 for this project. The City Council also approved Bid Alternate No. 1 for the removal of the boardwalk bump out area. This will reduce the project cost by $4,350. Work on the boardwalk portion of this project will commence in the next couple weeks. Substantial completion for this project is set for July1, 2007 with final completion set for October 1, 2007. County Road 10 Trailway Project: Segments 1 -5 DNR Grant Application – On February 28, 2007, the City submitted grant applications for two Department of Natural Resources grants: Local Trail Connection Program and Federal Recreational Trail Program. The maximum amount for each of the two grants is $100,000 with a 50% "cash match". Grant awards will be announced in June 2007. If successful, this would be added to the federal grant the city was previously awarded in the amount of $525,000. The YMCA Advisory Committee Meeting Update – The committee met on March 5, 2007. Darren and Steve both attended this meeting and can provide an update. MVCC is receiving event bookings Looking for Community Members At Large to be part of the committee Any Other Reports? Encourage residents to reserve park buildings Groveland should be available in about 2 weeks, however pretty muddy. 8.
