May 24, 2007
7:30 P.M.
1. Call to Order 7:32 PM.
Roll Call: Aukee, Palm, Kroeger, Kunz, Long, Arel, Peterson
Staff Present: Weldon, Dazenski, Lee
Annual Park Tour was conducted prior to this meeting with visits to Oakwood, Hillview, Groveland, Woodcrest and Random.
2. Approval of minutes from the April 26, 2007 meeting. Motion to approve by Long, 2nd by Aukee.
Passed 7-0
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. No citizens present
4. YMCA Update: Bike helmet fitting went well, numbers were down a bit from last year. Sold over 50 helmets, about 20 brought helmets for fitting. Summer Playground program will
be running at Lambert, Hillview and Groveland. Butterflies program is stronger numbers. Openings are still available. Summer sports leagues getting underway: Soccer, T-ball, youth
softball. Preschool program is taking off. Senior Day in the park June 26th at Silverview Park 10:30-1:00. Lunch will be served as well as entertainment.
5. Unfinished Business:
Hillview Playground Equipment - The 2007 budget has $38,000 allocated for the replacement of the playground equipment at Hillview Park. This is to include $38,000 the play set, border
curbing and fiberfill. In working through the detailed costs of this project, it was determined that the proposed playground along with the border curbing and fiberfill would exceed
the budget by a 6 to 8 thousand dollars. To stay within the $38,000 budget the play set could be trimmed by removing a few items, or the budget could be increase to account for the
increased cost, or the fiber fill could be purchased utilizing the Park Improvement Funds budgets for 2007 ($35,000 available).
Colors selected were: Blue plastic (slides), Green Platforms, Yellow Bars
Motion by Long to trim back the Rainier Pride equipment, as recommended by staff, in order to stay within budget, keeping colors as selected. 2nd by Aukee. Motion Passed 7-0
Park Improvement Plan – the Park Improvement Plan is the document utilized by the Commission to plan and budget for park improvements. This document has three main components/ categories:
Category A – These are simple maintenance items that City crews can perform during the calendar year
Category B – These are items to be budget for in the next year or two ($35,000 budgeted in 2007)
Category C – These are items with large capital expenditures anticipated over the next five or more years. These items will also be included in the City’s Capital Improvement Program.
Draft City Budgets for 2008 are due at the end of June.
Park Tour suggestions include:
1) rerouting trail at Oakwood to be parallel with Hillview Rd.
2) fencing at Oakwood—in PIP
3 improve ballfields at Hillview and Groveland—regrading is necessary. More extensive work needed at Hilview than at Groveland. Staff will bring overview layouts of Hillview and Groveland
ball fields to consider flipping infields, so fans are closer to park buildings. Also cost estimates for repairing existing location and flipping fields to June meeting, as well as
irrigation cost estimates.
List Hillview as a B item for 2008.
4) Staff will be putting in a bituminous trail to Hillview building this summer—in PIP
5) Hillview rink resurfacing: Already in PIP
6) Groveland: Building and sod looks good. Will wait to see traffic patterns before recommending trail from street to building. Ball field maintenance work per recommendations discussed
above. Need taller backstop fence at Groveland.
Add line item for replacement of backstop (B item 2008 $10K), and field maintenance (A item 2007).
7) Adjust cost of Volleyball court—not $30K
8) Picnic tables coming to Groveland
9) Woodcrest: appears in good condition. Staff will include signage to playground
10) Random: Needs basketball court replaced, 25x25 bituminous scheduled this summer.
Also picnic table needed between playground and building.
11) Move border at Random playground to 2007 and tie in with Hillview and Oakwood.
6. New Business:
Silver View Pond Aerator – The City Parks Department acquired two pond aerators with the sale of the City’s golf course. These pond aerators are used to minimize algae growth in ponds
during the summer months. These aerators could be used to help with the algae issue at Silver View Pond. The main cost associated with installing these aerators at Silver View Pond
is extending electrical power to the aerators. This cost is estimated to be $5,000. Staff is suggesting that aerators be installed and that a portable generator be used to power the
aerators on a temporary basis. This would give the city a better indication as to the effectiveness of the aerators before expending the funds to run electrical lines. As an additional
note, one of the aerator is in poor condition and may not be usable – however these aerators are relatively inexpensive. Direct staff to proceed as suggested and give Commission feedback.
Park Signs. Considering replacing existing park signs. Have $4,000 budgeted for 5 signs. Direct staff to bring examples/drawing and brochure to June meeting. Commission encouraged

7. Commissioner/Staff Reports:
County Road 10 Trailway Project: Segments 9&10 Project Update – Work on the trailway is well underway. The contractor is currently working on establishing the gravel base for the trailway.
Oakwood Park Proposal
Phase I
Demolition of the park has been completed. Large Dozers were brought in on May 15th to perform the earthwork. The water service for the irrigation system was dug in on May 16th. Shop
drawings of the irrigation system have been received and the contractor has started the installation of the system. After irrigation system has been installed, the contractor will provide
the City with “as-built” drawing of the system. The site is anticipated to be seeded within two weeks.
Phase II
Phase II is the creation of a playground area adjacent to the proposed soccer fields. The Commission has made a motion recommending “Recess Time II” in earth tone colors. The proposal
will include two bucket swings and two belt swings. The proposal excludes any “tot lot” equipment. This is state bid item (state already received competitive bids) and may allow City
to forego the bidding process. It is anticipated that this would be ordered along with the Hillview Park Playground Equipment.
Phase III
Disc Golf – The Commission has made a motion and recommended the design of an 18-Hole course by Mike Snelson from Fairway Flyerz. Mr. Snelson is currently working on the course layout.
He has taken GPS readings and some pictures of the area. He will be making arrangements to have our City Forester meet with him on site May30th. A preliminary plan should be available
at the June 28th meeting for review and comments by the Commissioners.
Groveland Building Replacement Project – The site has been sodded. There remains a couple minor punch list items for the contractor to address. The landscaping will be done by an Eagle
Scout candidate later this summer / early fall.
The YMCA Advisory Committee Meeting Update – The committee met on May 7, 2007. The agenda included discussion regarding purchase of new tables along with security cameras.
Parks Promotional Video – A suggestion has been made to re-execute the parks video in the summer when there is activity (softball, baseball, etc) going on. The City has authorized advertisement
to hire a full time cable coordinator. Once hired, this person can assist in the creation of this video.
Environmental Commission - A question arose on whether the Commission should be involved in environmental issues. There was an Environmental Commission at one point but was disbanded
due to the lack of activities. The Commission questioned what activities they would be involved in. Staff will check with Council what item they would be addressing / what would the
Commission be making recommendations on? This issue has been placed on the June 4th Work Session Agenda.
Commission wanted to recognize Jan Quick for her volunteer landscaping around park signs throughout the city.
