November 15, 2007
6:37 P.M.
1. Roll Call: Kunz, Kroeger, Long, Arel, Palm, Peterson
Staff Present: Lee, Dazenski, Weldon, Prindle
2. Approval of minutes from the October 25, 2007 meeting. Motion by Arel, 2nd by Long to approve minutes. Motion passed 6-0.
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. No residents approached.
4. YMCA Update: Weldon reported on activities: Basketball has increased, especially with colder weather and days off of school. Dec. 8th picture with Santa 9-10:30 am.
Ice rinks flooded mid-December. Accepting applications for rink supervisors.
April-October rentals: Hillview 32 rentals; Random 63 rentals, SilverView 60, City Hall 20, Groveland 12 rentals.
Hillview, Lambert, and Groveland had the park programs with use four days a week. Rentals include Lions Club, Boy and Girl Scouts as well as private residents.
5. Unfinished Business:
Parks Promotional Video – Any further discussion / coordination for the Parks Promotional Video.
MVCC, Oakwood, Lakeside, Hillview, and Lambert are left to shoot. MVCC after December meeting.
Disc Golf Course – The Commission directed staff to prepare a rough estimate for cost of foot bridges; and a bottom line cost estimate for the three options of 9, 12, and 15-hole courses
for this meeting. An updated spreadsheet of the estimated costs has been completed and include foot bridges and a parking lot. 9-hole: $54,860; 12-hole: $53,180; 15-hole: $65,500;
18-hole: $75,820
The 9 hole course could be a problem to make user friendly because of the elimination of the southern holes. It would end at a substantial distance from the 1st hole, leaving a long
walk back to the car.
The 12 hole is very user friendly and requires only three bridges. A 15' bridge on the 4th hole, a 15 footer on the 9th hole, and a 20' bridge on the 10th hole. We can plan on $500.00
per bridge
The 15 hole course does not require any additional bridges over the 12 hole course.
The Commission also directed Staff to contact the City’s Forester, Rick Wriskey, for a quantitative tree impact. Rick Wriskey reviewed the site on November 14th. Mr. Wriskey reported
that minor removals would be necessary.
Concerns by the commission include cost, neighborhood reaction, unexpected funds toward Lakeside Park playground. We want to see what residents want done about the park as well as other
ideas the community may have to spend park money on. If not an additional disc golf course, then what? We will put in a segment in the Mounds View Matters asking for input from residents
to come to the January meeting to discuss possible ideas.
Motion by Peterson, 2nd by Kunz to table the disc golf course idea and ask for input from residents as to how to revitalize Oakwood Park. Motion Passed 6-0.
Council Member Flaherty spoke to address the Oakwood Park issue. Asked the Commission to put concrete ideas out to residents. Ideas include disc golf, improving the trail, adding
other amenities to the trail, making it a nature walk with labeling trees, etc. inviting Pinewood School to get involved in ideas. Commissioner Peterson will draft something for the
Mounds View Matters. Commissioner Palm will contact Pinewood School science teacher for ideas.
Developing a Volunteer Coach of the Year award and naming it after Patrick “Homer” Holmes – The Commission developed selection criteria, who would be eligible, and the process for approval.
The Commission will next finalize the application and set deadlines for this award. The Commission may want to review and recommend the wording for the plaque. Commissioner Kroeger
will make contact with Jennifer Holmes regarding the title of the award. Wording for the plaque will reflect the name of the award.

7. Commissioner/Staff Reports:
Oakwood Playground Equipment Replacement Project Update – The play equipment has been installed.
Grass is doing well and will be ready for next soccer season. Commissioner contacted an area soccer association that would be willing to assist with equipment for the Oakwood fields.
City staff will work with MVCC /YMCA to look into lacrosse equipment and the desire to start some programs for MV youth.
Woodcrest Park –Staff was directed to look into the cost of dredging the ponds. It would cost $7-$9 per cubic yard if we had a place to build a berm or drop excess sediment in the city.
If the material needed to be moved off site it would increase the cost to $12-13 dollars per Cu/yard. Staff will utilize these unit costs to develop an overall estimated cost to dredge
the ponds at Woodcrest Park. City Forester, Rick Wriskey reported via email that the “wetland/holding pond areas of Woodcrest park were viewed on 11/14/07 and found to be in functional
balance from a vegetation point of view. The mix of cattails and fringe willow pretty much follows the intent and plan of this wetland. While occasional dredging for water volume purposes
might be a concern over time, I don’t see any reason to cut or trim the fringe area of willows or other woody vegetation. With no public objective of such an activity, this action
and the follow-up control of re-growth would not be in line with the natural wetland function and intent.”
Council Member Flaherty reported his concerns about safety for mothers at the park with children.
Direct staff to trim and remove trees and vegetation from the access trail to the east.
Policy/program for memorials within City Parks. This was presented to the City Council on November 5, 2007 for review. The City Council was very pleased with the efforts of the Parks,
Recreation, and Forestry Commission on this matter. This policy will be presented to the City Council for consideration of approval on November 26th.
Lakeside Lions Park – A meeting was held on October 30, 2007. Commissioner Kroeger is the City’s representative for this park. The playground will be installed spring 2008. The funds
for the playground recommended by the Commission are on the Capital Improvement Plan for 2008 and will be addressed by the city council for final approval at upcoming meetings.
Recognition of Commissioner Aukee in attendance
Park Sign Replacement Program Update – The Commission selected the style and colors for the park sign on August 23, 2007. Four signs have been ordered and will be delivered on November
16th. These are for: Silver View, Random, Hillview, and Groveland parks.
ALRC Biking Committee—Darren Peterson will be a representative for that committee
Any Other Reports?
Commissioner Kroeger attended the MV Comprehensive Plan Committee. The discussion included affordable housing.
Trail way signs on County Road 10 are confusing. Lighting is coming.
