CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
JUNETEENTH PROCLAMATION
WHEREAS, the city of Mounds View diverse population now comprises nearly 1/3
of the entire community, and
WHEREAS, Council has placed a high priority on ensuring all residents/guests are
equal, respected, heard, represented, and engaged, and
WHEREAS, Council created a Human Rights Task Force in 2021/2022 which
subsequently dissolved due to member life events, and
WHEREAS, residents Shauna Bock and Andre Cohen have agreed to Co -Chair a
Community engagement Committee, and
WHEREAS, the Committee has planned a "kick-off' event on June 22, 2024 from
1 to 3 pm at the Community Center and the Proclamation will be read at that time
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds
View, Ramsey County, Minnesota as follows:
That Juneteenth Proclamation is adopted and will be read as part of the
Juneteenth Celebration Event held at the Mounds View Community Center on
June 22, 2024 between 1 and 3 pm.

JUNETEENTH PROCLAMATION
WHEREAS, President Abraham Lincoln signed the Emancipation
Proclamation on January 1, 1863, declaring the slaves in Confederate territory free,
paving the way for the passing of the 13th Amendment which formally abolished
slavery in the United States of America; and
WHEREAS, word about the signing of the Emancipation Proclamation was
delayed some two- and one-half years, to June 19, 1865, in reaching authorities
and African -Americans in the South and Southwestern United States; and
WHEREAS, Emancipation Day observations are held on different days in
different states in the South and Southwest, and in other parts of the nation; and
WHEREAS, June 19th has a special meaning to African -Americans, and is
called "JUNETEENTH" combining the words June and Nineteenth, and has been
celebrated by the African -American community for over 150 years; and
WHEREAS, the annual Juneteenth celebration in the City of Mounds View
will take place at the Mounds View Community Center on June 22, 2024 from 1 to
3 PM.
NOW, THEREFORE, I, Zach Lindstrom, Mayor of the City of Mounds
View, Minnesota, do hereby declare June 19 - 22, 2024, as
JUNETEENTH
in the City of Mounds View, and urge all citizens to become more aware of the
significance of this celebration in African -American History and in the heritage of
our nation and City.

seal of the City of Mounds View, Minnesota to be affixed this 10' day of June,
