June 26, 2008
6:30 P.M.
1. Call to Order 6:35 PM. Roll Call: Kunz, Kroeger, Palm, Peterson
Staff: Dazenski
2. Approval of minutes from the March 27, 2008 meeting and May 22, 2008. Motion by Peterson, 2nd by Kroeger to approve March minutes. Motion Passed 4-0. Motion by Kroeger, 2nd by
Peterson to approve May minutes. Motion Passed 4-0.
3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. Carol Mueller, on behalf of a resident who was unable
to attend. Thank you for updating the park playground equipment. Can we put in a concrete surface inside the rink at Hillview in order to rollerskate there in the summertime? Currently
is asphalt, but we could resurface it with a better underlayment. Direct staff to put together a cost estimate, and investigate if we can tie it into the street improvement project.

4. YMCA Update: Packet included information about 2008 Adult Co-Ed Fall Softball League. Tuesday nights August 26-September 30th. Fees: $280 for new teams, $265 returning teams.
What, if any, monitary return goes back to the park fund with YMCA facility and field rental for all programs?
Need to clarify flyer: Co-Ed, or “Mens”
5. Unfinished Business:
Greenfield Park– We should discuss the information that our Surface Water personnel have received from the Water Shed District. Still ongoing conversations with city staff.
As discussed at our last meeting we will be doing minor repairs to the trail surface and trimming around the plantings. Our next step will be to look at repair of the existing bridge.
Estimate of $450 for materials and staff labor. Project could be completed by end of July. Motion by Palm, 2nd by Kroeger, to fix existing east bridge at estimated cost of $450. Motion
Passed 4-0.
6. New Business:
a.) Lambert building replacement fast tracked per city tour discussion. Repair roof and install donated air conditioner as temporary fix. What room is there to put in Groveland/Hillview
building design? Do we need to get a site plan? Sewer/water connections? Staff will bring rough measurements of building and space to fit to July meeting.
b.) City Hall Playground Equipment Replacement Project –
This has been budgeted for in 2008 ($38,000). The Commission would like this completed before 50th. Dazenski said this should be installed in time.
c.) Waiting on one more electrical contractor to a submit proposals for running power for the aerators at Silverview. Two proposals have been submitted. Staff will have available at
July meeting.
d.) There was the suggestion of starting an “ADOPT-A-PARK” program. Would the Commissioners be
interested in pursuing this? Could encourage area residents, families, and businesses or organizations to “Adopt-a-Park” to clean up and contact city staff
if major damage or repairs are needed.
How do we advertise?
Could we post a sign at the park for groups committing to do this?
Expectations to consider: length of time to commit, frequency of cleaning, contact person
First step to get the word out to determine interest. Kroeger put an advertisement together for the Mounds View Matters, City cable channel and website. Commission
modified.
As residents contact Dazenski, he will put together a list of people that are interested and forward to Commission.
4. Other New Business?
a) Revisit fee schedule for field and park building rental
Need to consider: classification of organizations, defining “event,” and who is getting the “free
event” per week so individual coaches are not reserving the field rotating weeks so as to get them for free. Direct staff to include current fee schedule and classifications with July
agenda.
b) How to increase adult softball leagues with business sponsorship. Combine with local cities, especially with co-ed leagues. Offering existing or past leagues to re-establish at
a discounted rate. Try to get past participants to take charge to build the program. YMCA programming directives.
c) Pickleball: Ask MVCC if they can incorporate the game into the summer parks program and purchase equipment at local sporting goods store. Could tape off basketball or existing tennis
court to determine interest.
d) Town Hall Meeting survey results. Not available. Direct staff to bring to July meeting.
e) Can we get ball field dimensions on a spreadsheet for future references: Each park and the field dimensions/depth and age range for each. Pat Prindle compiled data received from public
works staff. Commission had spots for clarification to be completed (see Kroeger draft). Review again in July. Should we put this information on the city website?
f) 50th Anniversary celebration. Park and Rec ideas?
*Hide a medallion with clues on the city hall board. Palm contacted Festival in the Park Committee who was supportive if the Commission took charge of the prize and promotion. We would
need to develop parameters, clues, and prizes. Could post clues at area businesses, City Hall, and MVCC. No Commissioners were available to pursue this at this time.
*Could wear MVCC t-shirts and carry various sporting equipment during parade.
*Put a Park and Rec booth at the festival? Shifts? No other city booths are planned.
g) Park Tour: Lakeside, Woodcrest, Random, Silverview, and Lambert Parks were toured.
Possible improvements include:
Lakeside Lions Park: nothing needed attention.
Woodcrest: 1) Level border of playground. 2) Add wood chips to playground. Clearing of trees has helped with visibility Trees have been cleared and wood chips will be delivered July

Random: Line basketball court
Later this season. Picnic tables and grill were installed June 25, 2008.
Silverview: 1) Fill and level horseshoe pits and adjust posts. 2) Suggestion to get MVCC to develop horseshoe league. 3) Develop tee boxes for disc golf course. 4) fill area around
bench swings. 5) fill cracks in basketball court 6) possibility of tot lot playground near softball fields.
Horseshoe pits completed and disk golf will be completed later in the season. Ask MVCC if they are interested in setting up horseshoe leagues.
Lambert: 1) roof damage needs to be fixed and eventually replaced 2) discussed repair or replacing building as not efficient for heating and cooling 3) basketball backboard needs adjusting.
City staff is working with Eagle Scout to repair roof section this summer.
h) Promoting Lakeside Lions Park: Have “band nights.” Encourage communities to have different nights for families and music. Teen garage bands, bluegrass bands, hired bands, etc.
Kroeger contacted SLP city staff who indicated that in the past, Mounds View received an arts grant that supplied the bands and there was no city control over who came to play. There
would be difficulty in setting this up and, of course, a cost involved to pay the bands.
i) Off-leash dog park. Where could we put one in Mounds View? Oakwood, north of Hillview? Arden, behind compost? Oakwood north on Quincy along freeway? Need to fence, chip, and gate
areas? Encourage commissioners to look at site options and existing dog park behind Fridley water tower off of University Ave for a fenced example.
7. Commissioner/Staff Reports:
Park Sign Replacement Program Update: Seasonal workers are installing. See item “e.”
ALRC Biking Committee—Darren Peterson is a representative for that committee. No recent meetings.
Parks Promotional Video – DONE. Take off July agenda
Lions Lakeside Park Skatepark and playground update-Kroeger. Mayor and some council members were interested. No feedback from SLP Park and Rec. Commission. Not much green space available.
There is interest, but no formal movement. Playground equipment will be installed in June. NO aeration on Spring Lake. Oxygen level remained at acceptable level. DNR has been out
and will do herbicide treatment at the end of the pier. No other discussion received from property owners.
e) Staff has been busy installing new park signs, city signs and a corridor monument sign on hwy 10. They are also continuing to control weeds, trim trees, perform irrigation work,
maintain turf grass and groom athletic fields.
f) Any Other Reports? NONE
g) Damage to Oakwood soccer fields and fencing in May. No damage to sprinkler heads, fields were repaired.
h) Concerns about bikes crossing on County Hwy 10 and cars pulling into crosswalks. Ask Staff to contact Ramsey County to make adjustments.
