July 24, 2008
6:30 P.M.
1. Call to Order 6:33 PM. Roll Call: Kunz, Kroeger, Long, Arel, Palm
Staff Present: Erickson, Dazenski
2. Approval of minutes from the June 19, 2008 meeting. Motion by Kroeger, 2nd by Long to approve minutes. Motion Passed 5-0
3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. No residents present.
4. YMCA Update: Kirk Erickson
Taking registrations for adult softball. Beginning fall and winter program registrations.
5K run at Medtronic site during Festival in the Park. Currently 70 registered, but set a goal for 200 participants.
Fall Community event tentative for Oct. 4th. More info to come!
5. Unfinished Business:
a. Greenfield Park– We should discuss the information that our Surface Water personnel have received from the Water Shed District.
Nick Fleischhacker, our cities surface water expert met with the Rice Creek Water Shed last week and they plan to perform maintenance work on branch ditch # 5 and it’s tributaries in
2009. If their budget does not allow for this work in 2009 it will be done in 2010.
Staff recommends that we continue with our maintenance type repairs and wait and see what the district accomplishes. We will be doing minor repairs to the trail surface and trimming
around the plantings. (seedlings and established trees)
The east bridge repairs have been completed and the total expenditure was $300.00, we were able to utilize some existing materials thus saving approximately $150.00.
√b. City Hall Playground Equipment Replacement Project This has been budgeted for in 2008 ($38,000)
The playground components have been installed as of today. They will be ready for use on 7/25/08.
c. Waiting on one more electrical contractor to a submit bid for running power for the aerators at Silverview. (still)
d. There was the suggestion of starting an “ADOPT-A-PARK” program. See attached ideas. Motion by Kunz, 2nd by Palm to move forward with publication of MV Matters, website, and cable
channel 16, as proposed. Motion Passed 5-0.
√e. How to increase adult softball leagues with business sponsorship. Combine with local cities, especially with co-ed leagues. Offering existing or past leagues to re-establish at
a discounted rate. Try to get past participants to take charge to build the program. MVCC has plan for advertising with water bill.
√f. Pickleball: Prindle was going to try and promote through Parks Program to get a sense of how kids liked it.
√g. Park Tour: Lakeside, Woodcrest, Random, Silverview, and Lambert Parks were toured.
Woodcrest: 1) Level border of playground. 2) Add wood chips to playground. Clearing of trees has helped with visibility Trees have been cleared and wood chips will be delivered July
9. Chips were a week late, they have been placed at Woodcrest, Oakwood, MVCC, S.V., Greenfield,
Lambert: 1) roof damage needs to be fixed and eventually replaced 2) discussed repair or replacing building as not efficient for heating and cooling 3) basketball backboard needs adjusting.
City staff is working with Eagle Scout to repair roof section this summer…… This roof project has been done .
h. Off-leash dog park. Where could we put one in Mounds View? Oakwood, north of Hillview? Arden, behind compost? Oakwood north on Quincy along freeway? Need to fence, chip, and gate
areas? Commissioners were encouraged to see Fridley dog park and tour suggested areas in MV before the meeting. Continue to discuss. Encourage residents to attend discussion. Can
we put notice on City lighted board before next month’s meeting inviting interested residents to attend?
6. New Business:
a. Lambert building replacement fast tracked per city tour discussion. Report on Hillview and Groveland size and will it fit at Lambert?
Lambert building 33’x33’ but space enough for existing building
Hillview building 21’x52’
Groveland building 22’x56’
Consider glass block window or sky light as alternatives for natural lighting do to location of ice rinks and ball fields to deter hockey puck or baseball window damages.
b. Revisit fee schedule for field and park building rental
Need to consider: classification of organizations, defining “event,” and who is getting the “free
event” per week so individual coaches are not reserving the field rotating weeks so as to get them for free. Work on with full Commission and MVCC representation in August. NEED COPIES
FOR AUGUST MEETING.
c. Bethlehem Baptist Church contribution to city. Anything the Commission would like to put in for requests? Ideas include: disc golf tee boxes, site plans for Lambert building
($15K), Hillview hockey rink resurfacing for rollerblading in summer ($10K), aerator at Silverview installation, path repair at Silverview, Soccer goals at Oakwood Par ($4K). Kroeger
motion to present suggested ideas to BBC committee. 2nd by Long. Motion Passed 5-0
7. Commissioner/Staff Reports:
Park Sign Replacement Program Update:
ALRC Biking Committee—Darren Peterson is a representative for that committee.
Lions Lakeside Park Skatepark and playground update-Kroeger
Festival in the Park Parade: About ½ of the Commissioners will be able to attend. Need to bring a piece of equipment to carry. Ideas include rollerblades with hockey stick, soccer
ball, baseball bat/cap, Frisbee (disc), basketball.
Any Other Reports?
City Staff has the following projects in the works. Oakwood bridge, Irrigation repair, Replenishment of chips in playgrounds, Silver View trail trimming, Hillview picnic table wood
replacement., Playground at City Hall Park, Grill and tables at Random, Oakwood trail trimming, mowing, whipping, weed control, chipping, and athletic fields. Groveland basketball
standard repair, basketball net replacement, New bases at Greenfield.
8. Request for future agenda items/other business
Possible Items for the August Agenda.
*Turning a softball field at Silverview or City Hall into a baseball field.
Waiting on feedback from local baseball associations.
