HomeMy WebLinkAboutCOMMISSION_MINUTES_2008-08-28Parks and Recreation and Forestry Commission Meeting Minutes August 28, 2008 6:30 P.M. 1. Call to Order at 6:32 PM. Roll Call: Kunz, Aukee, Palm, Peterson, Arel. Staff Present: Erickson and Prindle 2. Approval of minutes from the July. 24, 2008 meeting. Motion to approve by Arel, 2nd by Peterson. Motion Passed, 5-0. 3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. Representatives from Irondale Baseball Youth League. There has been significant growth to the league and they are requesting Silverview ball fields #1 and #2 to be designated as youth baseball fields for grades 5-7 during their regular season which runs from the end of April to the end of July. Some field upgrades would need to be made. A proposal was included. Commission will discuss with Park Supervisor at September meeting. Would need cost estimates. Need to address competition for Shoreview league wanting to use these modified fields. Need to address lighting fee that might be necessary for the adult softball league if can’t play at Silverview. Request MVCC to bring field use summary as to what groups are requesting field reservations. 4. YMCA Update: Kirk Erickson or Pat Prindle. Oakwood Park fields looks phenomenal! Fun Run during MV Festival in the Park had over 250 participants. Fall programs filling quickly. Swimming, play days, and indoor soccer has openings. Outdoor soccer is full and comparable to last year. Adult softball league has 3 teams registered. Looking for one more team. Considering Adult volleyball league and 3 on 3 volleyball beginning in November. Broomball may be offered this winter. Fall Family Fun Day on Oct. 4th. Birthday party options will include same price but can also have party at a park building with MVCC staff. 5. Unfinished Business: √ a. Hillview Ball field- Grading has been started and should be completed in the next two weeks. √ b. Oakwood/Greenfield Trailway: Staff recommends that we continue with our maintenance type repairs and wait and see what the RCWD accomplishes. We will be doing minor repairs to the trail surface and trimming around the plantings. (seedlings and established trees) c. Silverview Park: The proposals for the aerators has been received, they came in higher than expected, we will want to talk about this. One of the pumps that we attained from the Bridges Golf Course may have to be replaced. The cost for trenching and supplying the power is right at the limit of what was budgeted. Revisit this topic at September meeting. d. There was the suggestion of starting an “ADOPT-A-PARK” program. Information has been submitted for the website, cable tv, and MV Matters. Staff will report in September. Scout troupes may be interested once they start up this fall. Suggestion to put a flyer up at the park buildings and contact troupe leaders through MVCC and ISD621 encouraging groups and residents to participate. e. Off-leash dog park. Where could we put one in Mounds View? Oakwood, north of Hillview? Arden, behind compost? Oakwood north on Quincy along freeway? Need to fence, chip, and gate areas? Suggestion to put up a survey box at Town Hall Meeting. Direct Staff to come up with a cost estimate to fence an area north of Hillview in Oakwood green space where old playground used to be. Approximately 40’x100’ with a 5’ fence. Also to measure the space at Arden, north of the compost including the pond. Perhaps bring maps with fencing options for both parks? Need to consider right-of-way of sound wall at Arden. 6. New Business: a. Lambert building replacement fast tracked per city tour discussion. Report on Hillview and Groveland size and will it fit at Lambert? Lambert building 33’x33’ but space enough for existing building Hillview building 21’x52’ Groveland building 22’x56’ Consider glass block window or skylight as alternatives for natural lighting do to location of ice rinks and ball fields to deter hockey puck or baseball window damages. Need to consider parking lot drainage—possible damage to new building? Direct Staff to bring map of Lambert Park and possible building layout to September meeting. Using Groveland building design. With and without tree consideration and parking lot size. b. Revisit fee schedule for field and park building rental Need to consider: classification of organizations, defining “event,” and who is getting the “free event” per week so individual coaches are not reserving the field rotating weeks so as to get them for free. Suggestions: Require league directors to call for field reservations, rather than different coaches. Eliminate free event for field use. Keep free rental for building rental. Have MVCC sit down with Shoreview Area Baseball and IBL to divide up field use so it’s fair. MVCC field and building use summary at September meeting will help drive our discussion. This summary should include which classification, or which groups are reserving the building and/or field c. Bethlehem Baptist Church contribution to city. Anything the Commission would like to put in for requests? Ideas included: disc golf tee boxes, site plans for Lambert building ($15K), Hillview hockey rink resurfacing for rollerblading in summer ($10K), aerator at Silver view installation, path repair at Silver view, Soccer goals at Oakwood Park ($4K). These ideas were presented to the BBC by Commissioner Palm and Steve Dazenski. We have not learned the results as of this meeting. √ d. The subject of Park Dedication Funds to be used on Hillview for parking spaces. This was sent out to all the commissioners last month so that they could think about it between meetings. Suggestion was made to put angled parking from Long Lake Rd. to Greenwood Dr. and perhaps additional space from the parkland for off-street parking. Motion by Aukee, 2nd by Arel that the Parks, Recreation, and Forestry Commission strongly object to the use of Park Dedication Funds for angled parking at Hillview Park based on the mimimal park benefit. Motion Passed 5-0. Motion by Aukee, 2nd that if there is a persistence for the use of Park Dedication Funds be used for this parking arrangement that the Commission have a representative. Motion died for lack of 2nd. e. Town Hall Survey Results: Please include hard copy for September meeting. 7. Commissioner/Staff Reports: Park Sign Replacement Program Update: Signs are in. ALRC Biking Committee—Darren Peterson is a representative for that committee. Lions Lakeside Park Skatepark and playground update-Kroeger Any Other Reports? City Staff has the following projects in the works. Irrigation repairs, Silver View trail trimming, Grill and tables at Random, Table and bench at Oakwood, Oakwood trail trimming, mowing, whipping, weed control, chipping, and athletic fields. Groveland basketball standard repair, basketball net replacement, New bases at Greenfield. e) Need an alternate for MVCC committee as D. Peterson cannot always attend due to the time of meetings. He will email Commissioners if he cannot attend so someone else can possibly fill in. We are starting to wean down the irrigation in preparation for fall. Gearing up to assist with three more Eagle Scout projects. Hockey boards, Disc golf, Trail maint. and improvements. 8. Request for future agenda items/other business Possible Items for the September Agenda. IBL Silverview field requests Woodcrest Park invisible with summer foliage in bloom. Discuss removal of brush at Silverview and Woodcrest and along Woodcrest. 9. Motion to adjourn at 8:34 PM by Palm 2nd by Aukee. Motion Passed 5-0.
