YMCA REPORT – Many programs full, opening more session, offering sampler classes prior to first week. Zumba has new instructor, Senior bingo has been popular. Club med went to feed my starving children. New layout in Mounds View Matters, Spring classes and Summer programming will be in next issue. Adding Lacrosse and sports Sampler. Swimming will offer lap swimming punch card. Music in the park is accepting band applications, has been very popular, looking for some community input for bands. Reservation online is up and working. BBC suggestions, looking for Lacrosse Kit, $300-$500, also looking for a pottery wheel, and some type of internal marketing system - monitor to display upcoming events. 8. UNFINISHED BUSINESS A. Discuss Bikeway and Walkway System – We are to review and get more feedback, John will compare new plan with the 1992 plan and look for any conflicts. Dale has question for Nick, Are will soon enough to look at trailway plans before this summer area E street project. The sidewalk will be on county H right of way, so have to coordinate with county. We do have time for planning of area F for next summer. We are looking at full reclamation of path around Silverview Pond. 8 feet is the minimum width for shared use trailway. Dale suggested staff get some input from Police Dept on shared use. B. Discuss Ice Hockey and Skating Rink Improvements at Hillview Park. Ajacent homeowner is receptive to new rink plan, will meet with homeowner. Hopefully get cost estimate for next meeting. 9. NEW BUSINESS A. Review Emerald Ash Borer Management Plan – Rick Wriskey spoke about Emerald Ash Borer. Shoreview reported find of EAB just ¼ mile from Mounds View city limits. Began survey of nearby neighborhood, found 2 trees that showed signs, called MN Department of Agriculture, found those were native ash borer. Quarantine of Ramsey and Hennipen for transfer of Ash. Overview, need to educate public. Rick had map showing 1 mile radius, 40 percent of Mound View boulevard ash trees are in this zone. Trailer park is almost all Ash. We have applied for grant funds for removal and replacement of trees. There are several ash trees that we may be able to replace with state funds. The 3 areas are Public Park Lands, Boulevard Areas, and private trees. This is not unlike Dutch Elm disease. We have been removing any weak, damaged, or undesirable trees as part of our ongoing management trees. We have 114 ash trees in the parks, 87 are slated to remain and be injected to help save trees as many are high value. Many are in Silverview and Greenfield. Injection in highly effective if started early before any infestation. Will have to be injected every 2 years. Average removal cost is $300, replacement $200. Smaller trees my be protected with a trenching method. Normal range is ½ mile for a beetle. Boulevard Trees, we have about 300 green ash, about 15% of the total. If we get the grant we would remove and replace at an estimate cost of $125,000. Sugar maple, Hackberry, River Birch, Oak would be choices for replacement. Ash on private property, 2000 to 3000 estimated trees. Projected to go over a course of 5 years. With the EAB immediate removal, example, discovery after labor day would need removal before April. Will have to develop a private ash tree management plan. Disposal is free at Ramsey county compost site. Dr. Steve Katovich is assigned as entomologist to this issue. Falcon Heights chose to take every Boulevard tree out and replace it immediately. Red Alert!!! John suggested have Rick show up to town hall meeting in April, to present our plan for Ash tree management. May need to review and amend tree ordinance. John’s review, Save the valuable trees on city land, removal of Boulevard trees, require removal of infected trees on private property. Rick has committed to serve thru 2012. B. Assign Commission Representative for 2012 YMCA Advisory Committee Meetings. Usually meet about every 2 months, 11:00, Request better notification about when meetings occur, to primary point of contact. If primary cannot attend, Gerald will continue as representative, and if he cannot attend he will find a replacement. C. Review City Code Chapters 203, 405, 605, 909, and 1204 – Nick and Rick will review tree ordinance, Dale has tasked us with review a chapter or two each month, 405 and 1204 for February. D. Discuss/Recommend Funding Requests for BBC Donations – John asked for review of previous donations to ensure previous donations have been fulfilled. Previous donations include Furniture for Lambert park building, Hillview Hockey Rink. 1. Lacrosse Equipment, Kits and Nets. 2. Music in the Park 3. Picnic tables for Lambert Park. 4. Future flooring at other park building. 10. REPORTS A. Reports of Commission Members - None B. Reports of City Staff – Lambert Park, Building coming along nicely, burnished block looks nice, ceiling is white gloss. Project did get behind 5 weeks from state review of plumbing plans. We will not have ice there this year. 11. REQUESTS FOR FUTURE AGENDA ITEMS / OTHER BUSINESS A. Next Regular Commission Meeting: February 23, 2012 1. Discuss Long-Term City Forestry Options – March meeting 2. Discuss Coach of the Year 3. Review 2011 Parks Annual Report 4. Review and discuss PIP as CIP is due in April. 5.
