MEETING MINUTES MOUNDS VIEW
1. CALL TO ORDER at 6:33 PM
2. ROLL CALL: Commissioners: Anderson, Arel, (Lillemo 6:37 PM), Lundberg, (Palm 6:35 PM), Mills, Wake
Wiesner Staff: Peterson I Thomas
3. APPROVAL OF AGENDA: Motion to approve by Mills, 2nd by Lundberg. Motion Passed 5-0
4. APPROVAL OF MINUTES from July 27, 2023: Motion approve by Lundberg, 2nd by Palm. Motion Passed 6-0.
5. PUBLIC INPUT
Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address.
Please limit your comments to three minutes.
Resident @ 7385 Pleasantview Dr. is asking for park shelter space in October to give away books to kids, and
help with park cleanups. Lillemo present at 6:37 PM. Resident wants to bring books to 2 parks per week in
October with about 5,000 books total published 2017-2019. Resident would like to have PRF Commission and
City to promote the event. Any left over books could be brought to the MVCC for the Fall Festival. The City limits
what we can put on the announcement board and website. Motion by Palm, 2nd by Lillemo to recommend to
the City Council approval of the Free Book Fair, allowing free rental of park buildings depending on
reservation ability. Motion Passed 7-0.
Resident @ 8005 Woodlawn Drive shared Project Ardan Community Group shared the group's survey about
interest in park clean up and community engagement.
Resident @ 2501 Sherwood Road has been looking at the parks in the city for cleanup. They helped with cleaning
up graffiti. Looking for volunteer gatherings to showcase the parks and looking for volunteer needs. He is
reporting park maintenance issues (tunnel at Siiverview Park is cracked). We appreciate the help, but asked that
this group contact Public Works for appropriate materials to be used for cleaning up and proper police reporting.
6. Special Business—Presentation Community Center Expansion-City Administrator Zikmund walked through the
slideshow available on the city website.Two-level parking garage would be installed in order to save wetland
areas.Where does the money come from for supporting infrastructure of the surrounding area, is that included in
the projected budget? MV Blvd handles half of the traffic that it was designed for, so currently there should not be
a significant impact on the neighborhood roads as most traffic will come through MV Blvd. Event Center would not
have additional space or significant impact other than a"refresh.' Can we get more of a commitment to NOT
impose a property tax increase. There is NO property tax levy increase as part of this plan. if the State bond
comes through, we do NOT have to pay it back.The Event Center and rooms get used often during the day and
after school. This would offer more use on the weekends for tournaments. The projected increase in staff is
scalable, but current budgeted staffing is able to handle the increase in events(budgeted, as opposed to hired
staff). Resident at 8005 Woodlawn Drive shared that some residents are uncertain of supporting the project and
are looking for a breakdown of the price. Zikmund said they can put the answers on the website. There is the cost
plus inflation, but the cost estimate details that are broken down can be shared on the website. Zikmund shared
what makes this a regional draw for our community. Resident also asked that pictures of the current condition of
the Community Center be shared. City Administrator Zikmund has advertised neighborhood meetings upon
request before November 7th voting day. More mailings will come out as well.
7. STAFF REPORTS
A. Parks and Recreation -Andy- See attached report. Welcome new Recreation Coordinator, Maddie Margo!
Community Resource Fair September 16, between 10 am-1 pm, Fall Festival the evening of Oct. 26. IBL is
planning on attending in September to discuss the pitching mound at Greenfield Park.
B. Public Works—Don- See attached report. Eagle Scout is installing bluebird houses around different parks.
EAB is severely impacting trees in the city. Residents are not welcoming to the City Arborist to coming onto
property and/or marking trees. Numbers are over 60 trees around the city, and over 60 trees at one mobile
home park alone, which is private property. Residents who cannot afford tree removal could ask for City
approval to have the cost added to their property taxes.
8. UNFINISHED BUSINESS
A. Fencing at Hodges Park— Long Lake Road:
1. 85' x 5 ft. high chain link= $4800, Ornamental = $9600;
2. 125' x 5 ft. high chain link$7500, Ornamental = $15K
3. Discussion includes moving basketball hoop to the south side, NO FENCING at this time, but perhaps
putting a bench just west of the tot lot, and maybe near the western-most outset. Direct Staff to research
cost of benches.
B. Inclusive Play Grounds—Madison's Place, Woodbury - Commissioner Lundberg - Palm suggests that
Lundberg contact Woodbury to see availability for meeting with us in the evenings or weekends. When we get
a date and number of commissioners attending, we can post a quorum meeting if necessary and take a trip to
Woodbury. Staff will also ask a playground vendors for their ideas of inclusive playground elements to
bring back to the Commission.
9. NEW BUSINESS
A. Review Fee Schedule for 2024 (Due 9-18-23). See attached report with increases in red. Discussion about
what is considered "extremely dirty" for building cleanup as this could be subjective. Research cost of renting
the disc golf course, perhaps in line with soccer field rental.
1. CORRECTIONS: Field rentals move to $16 for 2 hour block increase from $15.
2. Rental fee for Groveland, Lambert, Hodges, and Silverview STAYS at $100 and $200. Only increase
Service Fee from $100 to $200 for groups of 50 or more people (but 75 people for Silverview).
3. Direct Staff to correct all "Random"facilities to "Hodges."
4. Motion by Arel, 2nd by Palm to recommend fee changes as suggested in red with the corrections
noted above to City Council. Motion Passed 7-0.
10. COMMISSIONER REPORTS:
1. Report from Director- Benches along Mounds View Blvd- City Council Staff Report August 14, 2023 -City
received a grant for Ramsey County for benches along the MV Blvd corridor, but will have to pay $450
each for cement pads for each bench.
2. Report from Director-Ardan Park and Silver View Park Storm Water Ponds - Community engagement
meetings with neighborhood and experts, at 5:00 PM Sept. 21 @ Silverview, then 5:00 PM Sept 28 @
Ardan Park
3. Commissioner Mills shared the concept illustration for the Tribute Park!
4. Recognition of those involved in Festival in the Park
5. When Woodcrest playground be replaced?The Commission has chosen for many years to let the
playground slowly die due to cost, location, and lack of need. However the glider needs to be repaired.
6. Can we get more monkey bars at our parks?
7. What is the status of the dinosaur from Hodges Park?
8. Blue airplane is filling with water at Greenfield Park
9. Positive feedback from the Summer Program Staff
10. Congratulations to Don Peterson as being knighted Duke of Mounds View by King Boreas Rex
