ROLL CALL: Commissioners: Anderson, Arel, Lillemo, Lundberg, Palm, *M4s, *Wake Wiesner Staff: Peterson I Thomas *to be absent 3. APPROVAL OF AGENDA: Move to move 8A up to after Staff Reports. Motion to approve by Palm, 2nd by Mills. Motion Passes 4-0 4. PUBLIC INPUT Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and address. Please limit your comments to three minutes. No residents present. 5. STAFF REPORTS A. Parks and Recreation -Andy: See attached report. Will turn Oakwood Park to Lacrosse for the summer. Event Center booked on weekends through October. Lillemo present 6:34 PM B. Public Works — Pete: See attached report. 6. APPROVAL OF MINUTES January 25, 2024: Motion by Lillemo to approve, 2nd by Palm. Motion Passed 5-0 7. NEW BUSINESS 8A. (moved up) - Eagle Scout, Dalton Diederich built 17 bluebird houses and put them around Silver View, Greenfield, Groveland, and Oakwood Parks. He worked with City Staff and other Boy Scout volunteers. 8. UNFINISHED BUSINESS A. Ball Field Improvements- City Hall, and Silver View Park-WSB suggests to do the fencing and dugouts at City Hall Park instead of Silver View Park this year. Commission discussed doing the fencing at City Hall and wait on the dugouts. Postpone this decision until City Council makes a WSB decision. B. Greenfield Park— Ball Field*C8c Pitchers Mounds Replace with all clay mound at a total cost $4,420. Staff has a concern for the maintenance by City Staff. IBL Representative, Chris, said he would maintain the mound and work with IBL. Commission is concerned with changing out a mound that we recently put in. Most teams use metal cleats and to expect them to change out their shoes for this field is not a viable option and unsafe. We could put the current mound at Groveland or sell it. We would want a written agreement between the City and IBL regarding field maintenance by an outside agency, including IBL having insurance for said maintenance. Motion to move forward with this proposal to City Council by Lillemo, contingent upon a written agreement regarding maintenance, safety and insurance with IBL, and look to repurpose or sell the existing mound. 2nd by Mills. Motion Passed 5-0. C. Review — Master Trail and Sidewalk Plan updated 2024 — Review for 2024 Street Maintenance Projects D. Review— Parks Capital Project Plan 2024-Remove HML priorities and reevaluate, add some ideas, and later meet with WSB, potentially, to compare ideas. 9. NEW BUSINESS A. Eagle Scout— Bluebird Houses (Moved up to Item 7) B. Park Master Plan-City Council will decide contract with WSB at March 11 meeting. Commission is invited to attend. C. Silver View Park Storm Water Pond- Draft Upland Management Plan-Representative from Stantec Services presented their findings. See attached report. A second Public Meeting will be held at the City Council Meeting on March 11, 2024. D. Inclusive Playground Options at Hillview: Refurbish would be $51K, National Demonstration Conference offer at Hillview as a replacement cost $260K-includes removing wood chips and installing rubber base. To install at City Hall as an addition would cost $238K (NOT including concrete border). Commissioners are struggling with the functionality of this equipment based on the pictures and elements, for people with disabilities that may make use of this. If there was a video that showcased the elements, that would be helpful. However, we do like the possibility that an inclusive playground could fit into the footprint of Hillview Park. Be sure we 10. COMMISSIONER REPORTS: Irondale High School Robotics Team 2052 KnightKrawler will be hosting Week Zero on Saturday. Event is FREE. Concessions and raffle items with a value of $3000 will be on site. Bring your family to see cool kids do cool things with cool robots from 9-4. 11. REQUESTS FOR FUTURE AGENDA ITEMS /OTHER BUSINESS: Literacy Trail? How can we promote using the ice rink areas for a "dog park?" Where are we with a Community Garden? 12. ADJOURNMENT: Motion to adjourn at 8:58 PM by Palm, 2nd by Lillemo. Motion Passed 5-0.
