MOUNDS VIEW
CHARTER COMMISSION
RESOLUTION RECOMMENDING CITY COUNCIL APPROVAL BY
ORDINANCE; AN ORDINANCE AMENDING THE SECTION 10.07 OF THE
MOUNDS VIEW CITY CHARTER .
The Mounds View Charter Commission acting under Minnesota Statutes 410.12
Subdivision 7, hereby recommends amending the Charter of the City of Mounds View
under Section 10.07 and is amended by the addition of the bold and underlined
language and by the deletion of the bold and stricken language to read as follows;
Section 10.07. General Spending Restrictions. Xxx General Expenditures
Subdivision 1. Any project for acquisition, disposition, or improvements of
land, buildings, or other real property that exceeds 7% of the budget in the fiscal
year in which the project was initiated, notice shall be given to the citizens of the
City of Mounds View . Said notice shall contain a clean and concise description of
the project, and to be mailed to all residential addresses and published in the city
newspaper at least 60 days prior to Council action.
Subdivision 2.
BE IT RESOLVED that the Charter Commission directs the commission’s chairperson to
forward this resolution to the Clerk-Administrator for presentation to the City Council
under Minnesota Statutes 410.12 Subdivision 7. If the City Council does not adopt this
resolution by an unanimous vote, the Charter Commission hereby requests that the above
amendment be placed on the ballot at the next general election in November 2000, under
Minnesota Statues 410.12 Subdivision 1.

RESOLUTION RECOMMENDING CITY COUNCIL APPROVAL BY
ORDINANCE; AN ORDINANCE AMENDING THE SECTION 10.06 OF THE
MOUNDS VIEW CITY CHARTER .
The Mounds View Charter Commission acting under Minnesota Statutes 410.12
Subdivision 7, hereby recommends amending the Charter of the City of Mounds View
under Section 10.06 and is amended by the addition of the bold and underlined
language and by the deletion of the bold and stricken language to read as follows;
Section 10.06. Franchise Fees. The Council shall hold a public hearing on
any action to impose, modify or continue a franchise fee, such action shall be
enacted by ordinance. Notice of such hearing shall be published at least once in the
City newsletter and in the official newspaper not less than ten days prior to the date
of the hearing.
BE IT RESOLVED that the Charter Commission directs the commission’s chairperson to
forward this resolution to the Clerk-Administrator for presentation to the City Council
under Minnesota Statutes 410.12 Subdivision 7. If the City Council does not adopt this
resolution by an unanimous vote, the Charter Commission hereby requests that the above
amendment be placed on the ballot at the next general election in November 2000, under
Minnesota Statues 410.12 Subdivision 1.
