Approval of minutes from the April 22, 2004 meeting. 4. Rick Wriskey, the City Forester, will be present and will provide a City Forestry update. 5. Unfinished Business: a) Greenfield Park Play Equipment - request from residents to have the equipment upgraded now. As per City Legal Counsel — donations to City Parks may be tax deductible — however, always consult your tax advisor. b) Groveland Park Building Replacement. — This issue has been placed on the May 3, 2004 City Council Work Session Agenda. On May 10, 2004, the City Council approved Resolution No. 6203 Authorizing the Preparation of a Site Plan, Construction Plans, Specifications, and Consultant Selection for the Groveland Park Shelter Building Replacement Project. Steve is working with the consultant TKDA to develop the site and construction plans. c) Facility Guide Update d) Park Usage Data Collection Sheets — any up dates? e) Community Survey — This was included in the May/June addition of the Mounds View Matters. As of 5125/ 2004 a total of 19 surveys were filled out and returned to the City. The deadline for submittal is September 3, 2004. Would the Commission wish to review the surveys now? f) YMCA Committee Update — Park usage fee status, class financial report - fee structure g) Lakeside Lions Park Parking Lot — This was included in the 2003 Street Improvement Project as a bid alternate. Bids were received for this project. The low bid was $99,965.25. The engineer's estimate was $104,750. Should the City Councils of Mound View and Spring Lake Park wish to proceed with the parking lot project, they will need to award it to the contractor. The bid award was originally scheduled for May 24, 2004. However, due to issues with the Rice Creek Watershed District regarding the 2003 Street Improvement Project, the bid award was continued until June 14, 2004. The joint powers agreement with the City of Spring Lake Park was revised to include the Lakeside Lions Park parking Lot. The City Council approved this revision on May, 10, 2004. h) Lakeside Fishing Pier — The DNR is developing the necessary agreements to be signed by Spring Lake Park and Mounds View. Rick Wriskey, the City Forester, provided a forestry update for the Commissioners. • This is the 23`d year of Mounds View being a Tree City • Drought concerns; two -lined Chestnut Borer are starting to affect declining Oak Trees Look similar to Oak Wilt. • Oak Wilt — lost 36 tree. Trenching is about 90% effective in containing oak wilt. • Planted 55 new trees last year./ The City has a "No net loss of tree policy" Planted Sugar Maple, American Linden, Hack berry... • This Arbor Day swamp white oaks were planted in Groveland park to replace the locus trees that were removed. • Planting of trees along County Road H2 will begin in a few weeks. There will be about 30 trees planted on a contractual basis. • The City received a GIS/GPS Tree Inventory Grant. This will allow a database and layer in ArcView to be created to enable better tree management within City owned property. This was a matching fund grant. • Emerald Ask Borer; preys on ask trees. Rick provided a handout • Discussed storm damage from 5/26/2004 • Boulevard trees are typically 12 to 15 feet from the curb line. Unfinished Business: a) Greenfield Park Play Equipment - request from residents to have the equipment upgraded now. • Steve met with a neighborhood group to develop a playground equipment plan for Greenfield Park 0 Steve presented a proposed plan to the Commissioners. • The proposed playground is 76' X 85'. It would have wood fiberfill base. • The Commission asked, "to what standard will it be built to?" The equipment will come with a compliance letter — it will comply will all of the industries standards as of that day. • The Commission asked about maintenance issues. Steve stated that replacement parts can be found up until about 8 years (industry standard). • This project would need to go through the competitive bidding process. • As per City Legal Counsel, Park Donations are most likely tax deductible. However, one must always consult their tax advisor for their particular tax situation. • NEXT STEPS: o Review other vendors products o Commission reviews park long range financial plan o Investigate donations o Finalize the plan o Commission recommend approval of the plan o City Council approves the plan o Advertise of bids o Bids received o Council awards contract / purchase o Product is ordered o Product is installed b) Groveland Park Building Replacement. • This issue has been placed on the May 3, 2004 City Council Work Session Agenda. • On May 10, 2004, the City Council approved Resolution No. 6203 Authorizing the Preparation of a Site Plan, Construction Plans, Specifications, and Consultant Selection for the Groveland Park Shelter Building Replacement Project. • Steve is working with the consultant TKDA to develop the site and construction plans. • Steve and TKDA have reviewed the site, reviewed Hillview plans, discussed proposed changed from the Hillview plan. • The preferred site will be very close to the existing site • TKDA will submit a letter proposal with step and cost estimates • Steve will develop cost to maintain a building of this size / nature • Commissioners requested a cost comparison of Hillview maintenance versus current Groveland maintenance (assuming Groveland building was staying) — do a 5 year projection cost comparison • Develop a cost break down for Hillview c) Facility Guide Update 0 The text part is essentially complete • Steve has some pictures to add to the guide • Remove the fee structure from the Guide — (since it changes) d) Park Usage Data Collection Sheets • No new news • Seasonal Parks personnel are now working and may be able to help fill out the observation sheets, but this is only daytime (mid-day) hours. e) Community Survey • This was included in the May/June addition of the Mounds View Matters. As of 5/ 25/ 2004 • A total of 19 surveys were filled out and returned to the City. • The deadline for submittal is September 3, 2004. • The Commission requested to review the surveys received so far at the next meeting. f) YMCA Committee Update • The committee discussed the contract at their last meeting — but not to any great extent. • Looked at park usage fees • Discussed possible visa payment option — City is looking into the cost of getting a printer • The YMCA is promoting LaCross • Discussed the January through March Program report. g) Lakeside Lions Park Parking Lot • This was included in the 2003 Street Improvement Project as a bid alternate. • Bids were received for this project. • The low bid was $99,965.25. There will be some disruption, however, it will be minimal. Then lot will always be usable on weekends and evenings. h) Lakeside Fishing Pier • The DNR is developing the necessary agreements to be signed by Spring Lake Park and Mounds View. • Staff will review the status / installation schedule with Spring lake Park and report at the next meeting 6. New Business: a) Commissioner/Staff Reports a) Commissioner Kunza had a question regarding the trailway on the north side of County Road 10 at County Road H2. She question way there was no pedestrian landing / continuation of the trailway. Lee responded by stating that there several future project that willl address this situation. First is the trailway plan for the north side of County Road 10. Second is the City comprehensive plan from this trailway to continue to the east. However, this will most likely be done with a trailway project along the north side of County Road 10. And finally as per the County Road 10 Redevelopment plan, this intersection will be upgraded including pedestrian features and the geometric changed. 8.
