Citizens may speak to issues relating to economic development and not on the
agenda. Before speaking, please give your full name and address for the
minutes. Also, please limit your comments to three minutes. As a reminder,
public comment is for addressing the Economic Development Authority only.
Comments or concerns regarding staff must be submitted in writing to the
Mayor or City Administrator. Failure to respect these guidelines will result in the
President asking you to cease commenting and asking you to return to your
seat. That said, is there anyone here for public comment?

A. Resolution 24-EDA-373, a Resolution Approving an Agreement between the 41
City of Mounds View Economic Development Authority and the Center for 42
Energy and Environment to Perform Home Energy Squad visits in the City of 43

Assistant City Administrator Beeman requested the EDA adopt a Resolution approving an 46
Mounds View EDA April 22, 2024

agreement with the Center for Energy and Environment to Perform Home Energy Squad visits in 1
the City of Mounds View. He explained the loan program has been separated from the home energy 2
squad and the EDA was being asked to approve an agreement with the Center for Energy and 3
Environment for the home energy squad visits. 4

Gerardo Roca, Outreach Specialist for the Center for Energy and Environment, provided the EDA 6
with a presentation on the work conducted by the home energy squad which was a program 7
provided by Xcel Energy and Center Point Energy since 2010. He explained this program was 8
under the ECO act that helps utilities meet their annual efficiency savings goals. He reviewed the 9
types of visits that were available for homeowners and renters and described the services that were 10
provided. He reported the home energy squad has had a partnership with Mounds View since 2018 11
and has conducted 95 home visits. He commented further on the improvement loans that were 12
available to residents and commercial properties to assist with energy improvements. 13

President Meehlhause thanked Mr. Roca for his presentation. He commented on how much he 15
appreciated his home energy squad visit. 16

Vice President Lindstrom asked if residents were charged to have their light bulbs and thermostat 18
replaced. Mr. Roca explained residents were charged a fee ($150) for the thermostat replacement, 19
but light bulbs were replaced for free. 20

Item Title/Subject: Resolution 24-EDA-374 Approving the Preliminary EDA Property
Tax Levy Request for Fiscal Year 2025
Previously, the City’s economic development activities were funded with tax increment revenues.
These tax increment revenues were discontinued as required by state statute when the tax
increment districts were decertified. This left the City with limited resources to continue existing
business outreach, marketing, advertising, small scale incentives, property acquisitions,
professional services, and staff training and development.
Since 2018, the EDA has had a levy of $100,000 and a transfer in from the General Fund of
$50,000, for a total of $150,000. The EDA is proposing to levy for the entire amount in 2025 and
eliminate any transfer from the General Fund. The City’s EDA is requesting that the City Council
levy on behalf of the EDA $160,000 (an increase of $10,000 over 2024) to support its activities
within the City of Mounds View. The proposed EDA budget is attached.
Once the preliminary levy amount is set, the levy cannot be increased, but can be lowered. A Truth-
In-Taxation meeting will be held December 2, 2024 at 6pm at City Hall. The final levy will be
adopted on or about December 9, 2024.

MOUNDS VIEW ECONOMIC DEVELOPMENT AUTHORITY
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING THE PRELIMINARY EDA PROPERTY TAX LEVY REQUEST FOR FISCAL
YEAR 2025
WHEREAS, the Mounds View Economic Development Authority may request the
establishment of a special benefit tax pursuant to Minnesota Statutes 469.107, Subdivision 1.
NOW, THEREFORE, BE IT RESOLVED, by the Mounds View Economic Development
Authority that there be and hereby requested a levy on the taxable property of the City of
Mounds View, Ramsey County, Minnesota for fiscal year 2025, a special benefit tax not to
exceed $160,000, which amount will be included in the City’s proposed levy.
Adopted this 26th Day of August 2024.
