January 26, 2006

1. Roll Call
2. Approval of minutes from the December 15, 2005 meeting – Are currently not available, but will be created as soon as the City contracts for a minute taker for Parks.
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern.

5. Unfinished Business:
Groveland Park Building Replacement –
The City Council approved a resolution on January 9, 2006 to authorize to advertise for bids, and set a bid date of February 21, 2006 for the Groveland Park Building Replacement Project.
An informational flyer was sent out on January 23, 2006 to building contractors in an effort to obtain favorable bids. The mailing list was a combination of: 1) Builders who have heard
about this project and expressed an interest in bidding on it, 2.) Builders who have been issued a permit by the City of Mounds View from 2003 to present, and 3.) Building contractors
listed in the yellow pages who are located twenty miles or less from Mounds View. Advertisement will also be published in the Mounds View Bulletin and the Construction Bulletin as required
by State Statute.
Random Park Building Replacement Project –
The City's consultant has explored the feasibility of changing the design of the parking lot at Random Park. An alternative design would move the parking lot to the east approximately
42 feet, have the access off of Ridge Lane instead of Long Lake Road, and add increase the number of stalls from 10 to 14. The bids will be amended to include this alternate design
as a bid alternate. Staff will be contacting adjacent property owners to discuss the alternate parking lot design. A pre-bid meeting was held on January 24, 2006 with six bid holders.
Bids will be received on February 2, 2006.
Oakwood Park Renovation Project –
The draft plan along with a line item list of proposed items and their associated costs would be presented at the January Commission Meeting. A tentative schedule is as follows:

Plan presented to the City Council at a Work Session February 6, 2006
Plan presented at a neighborhood meeting Mid/Late February 2006
City Council approves plan and order project March 13, 2006

County Road 10 Corridor Improvement Program –
On January 9, 2006, the City Council authorized a feasibility report for two trailway segments along County Road 10: County Road H to Silver Lake Road on the north side, and Long Lake
Road to Silver Lake Road on the south side. We are still waiting to see if we were successful in obtaining a grant for the north side segment. A Citywide Open House has been planned
for March 9, 2006. Possible topics to be discussed at the open house would be: 1.) What has been accomplished to date, 2.) What we are currently working on and requesting public input,
and 3.) What is the overall long-range plan / objective. The Theme Committee will be meeting again on February 15, 2006 to discuss and develop design features along the corridor.
Groveland Park Field – Currently On Hold
Striping it was put on hold until next spring. Staff will contact adjacent property owner.
Facility Guide Update –
City Property East of Sysco – The firm of BRAA will be providing a letter report pertaining to the feasibility of developing this site. A draft of this report will be presented to the
Park and Recreation Commission on January 26, 2006.
6. New Business:
Open Seat in the Parks, Recreation, and Forestry Commission.
Recognition of Frank Silvis – the City will be approving a Resolution of Appreciation and presenting a plaque to Frank. This is tentatively scheduled for February 27th.
Silver Lake Road Sidewalk Project –
The City of Mounds View will be conducting a public informational meeting on Thursday, February 2, 2006 at 6:30 p.m. at the Mounds View Community Center to discuss the possibility of
constructing a sidewalk along Silver Lake Road from County Road H to County Road I. The invitation and draft report is available on the City’s web site.
