Park and Recreation Committee Meeting Agenda
February 23, 2006
6:30 P.M.
1. Roll Call
2. Approval of minutes from the January 26, 2006 meeting – Are currently not available. A contract for a
minute taker for Parks was denied by the City Council.
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners
on issues of concern.
4. YMCA Advisory Committee Update
5. Unfinished Business:
a) Groveland Park Building Replacement –
Bids were received on February 21, 2006. A total of thirteen (13) bids were received. Based on
previous City Council direction, the bids included a bid alternate for the air conditioning system for
the building. The low bid was from:
Base Bid Alternate#1 Total:Base/Alt
DNR Construction Inc. $226,900.00 $5,000.00 $231,900.00
As a note: in July of 2005, the low bid received was $289,700 for the base bid, $7,000 for the
alternate, with a total bid of $296,700.00.
This will be brought to the City Council on February 27, 2006.
b) Random Park Building Replacement Project –
On February 13, 2006 the Council adopt a resolution to award a contract to Jay Bros., Incorporated
in the amount of $244,647.75 for Bid Alternate B (parking lot access from Ridge Lane). Work on
the foundation has started. The contractor is working on getting the necessary permit approvals and
coordinating the necessary work for moving the clubhouse.
c) Oakwood Park Renovation Project –
Staff met with the City’s consultant regarding this project. There are many issues that will need to
be addressed to make this project a reality: A permit from the Rice Creek Watershed District is
required, a grading plan and erosion control plan will need to be developed, a wetland delineation is
needed, a flood plain mitigation plan will need to be developed an approved, a permit from the
Metropolitan Council Environmental Services will be required….
d) County Road 10 Corridor Improvement Program –
On January 9, 2006, the City Council authorized a feasibility report for two trailway segments along
County Road 10: County Road H to Silver Lake Road on the north side, and Long Lake Road to
Silver Lake Road on the south side. The City will know if we were successful or not with the grant
application of the north side segment on March 15. A Citywide Open House has been planned for
March 9, 2006. The Theme Committee met on February 15, 2006. The City will be submitting a
DNR Trailway Grant application for the segment on the south side in between Silver Lake Road
and Long Lake Road at the end of this month. The City Council approved a resolution of support
for the grant application on February 13, 2006. The City is requesting letters of support for the grant
from civic groups (including the Park and Recreation Commission).
e) Groveland Park Field – Currently On Hold
Striping it was put on hold until next spring. Staff will contact adjacent property owner.

f) Facility Guide Update – approve final draft on March 23?
g) City Property East of Sysco – A draft of this letter report pertaining to the feasibility of developing
this site report that was presented to the Park and Recreation Commission on January 26, 2006 will
be presented to the City Council on March 6, 2006. No action is expected at this time.
6. New Business:
a) Open Seats in the Parks, Recreation, and Forestry Commission.
The City received one additional application to the Commission. Also, waiting for Dale’s application. It

is anticipated that this will be brought to the City Council on March 13 for approvals
b) Recognition of Frank Silvis – the City will be approving a Resolution of Appreciation and presenting a

plaque to Frank. This is scheduled for February 27.
c) Silver Lake Road Sidewalk Project –
The City of Mounds View conducted a public informational meeting on Thursday, February 2, 2006 at
6:30 p.m. at the Mounds View Community Center to discuss the possibility of constructing a sidewalk
along Silver Lake Road from County Road H to County Road I. The invitation and draft report is
available on the City’s web site.
There were thirteen (13) residents in attendance at the neighborhood informational meeting held on
February 2, 2006. A “Feedback Form” was developed to get input on this proposed project. This
Feedback Form was handed out at the neighborhood informational meeting and was posted on the City
web site. A deadline of February 22, 2006 was set to return the Feedback Forms. Staff also received
emails commenting on this proposed project. Based ion the responses received, there is an
overwhelming support for this project and a preference to construct the sidewalk on the east side,
between County Road H and County Road H2.
On February 13, 2006, the City Council set a public improvement hearing date of February 27, 2006 for
the Silver Lake Road Sidewalk Project.
