HomeMy WebLinkAboutCounty Road 10 Trailway DNR Grant Application - Letter of Support 2-13-2006 Item No. 7J Meeting Date: February 13, 2006 Type of Business: CB WK: Work Session; PH: Public Hearing; CA: Consent Agenda; CB: Council Business City Administrator Review _______ City of Mounds View Staff Report To: Honorable Mayor and City Council From: Greg Lee, Director of Public Works Item Title/Subject: Resolution 6737 Supporting the County Road 10 Trailway Project and Consequent Department of Natural Resources Trailway Grant Application Background: On January 9, 2006, the City Council adopted a resolution authorizing the preparation of a preliminary feasibility report and the selection of a consultant for the County Road 10 Trailway, Lighting, and Landscape Project. This included two segments of trailway along the County Road 10 corridor: 1.) the segment on the north side between County Road H and Silver Lake Road and, 2.) the segment on the south side between Long Lake Road and Silver Lake Road. Discussion: The Project Management Team for the County Road 10 Corridor Improvement Program met on January 12, 2006. One of the topics discussed was the possibility of applying for a grant from the Department of Natural Resources (DNR) for construction of the trailway segment on the south side between Long Lake Road and Silver Lake Road. The maximum DNR grant amount is $100,000 with matching local funds. Application must be submitted by February 28, 2006. Successful applicants are notified in June 2006, and funds become available in November 2006. On February 2, 2006, Staff met with the City’s Consultant to discuss the details and requirements of submitting a DNR trailway grant. As required in the application, the City must submit a resolution supporting the application. Resolution 6737 will satisfy this requirement. Copies of the grant application and the grant instruction manual are available should the City Council to review them. Please note the requirement to submit Letters of Support. Staff is requesting Council assistance in identifying civic groups from which the City should request a letter of support for this grant (i.e. Chamber of Commerce, Heritage Society, Park and Recreation Commission, Planning Commission, seniors groups, Ramsey County Active Living…). Recommendation: It is recommended the City Council approve a resolution supporting the County Road 10 Trailway Project and consequent Department of Natural Resources trailway grant application. Respectfully Submitted, Greg Lee, Director of Public Works RESOLUTION 6737 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA SUPPORTING THE COUNTY ROAD 10 TRAILWAY PROJECT AND CONSEQUENT DEPARTMENT OF NATURAL RESOURCES TRAILWAY GRANT APPLICATION WHEREAS, the City of Mounds View has a Comprehensive Plan that calls for a trailway along County Road 10; and WHEREAS, on August 26, 2002 the City Council approved the County Road 10 Corridor Redevelopment and Revitalization Plan which includes a trailway along County Road 10; and WHEREAS, on August 22, 2004, the City Council approved a contract for a consultant to assist the City in implementing the County Road 10 Corridor Improvement Program; and WHEREAS, on January 9, 2006, the City Council authorized the preparation of a preliminary feasibility report and the selection of a consultant for the County Road 10 Trailway, Lighting, and Landscape Project; and WHEREAS, the County Road 10 Project management Team and the parks and Recreation Commission recommended to proceed with determining the feasibility and financial impacts of contracting a trailway segment on the south side of County Road 10, in between Long Lake Road and Silver Lake Road. NOW, THEREFORE BE IT RESOLVED, THAT the Mounds View City Council does hereby support the County Road 10 Trailway Project and consequent Department of Natural Resources trailway grant application. th Adopted this 13 day of February 2006.
