Consent Agenda, C�' CB: Council Business City Administrator Review 6%, IV, "IN IM—R-Tual MT A M-1 To: Honorable Mayor and City Council From: Greg Lee, Director of Public Works Item Title/Subject: Resolution 6755 Awarding a Construction Contract for the Groveland Park Building Replacement Project Background: At the July 25, 2005 City Council Meeting, the City Council rejected the bids for the Groveland Park Building Replacement Project citing that the project was too expensive and asked the Parks, Recreation, and Forestry Commission to look at alternatives. On July 28, 2005 the Parks, Recreation, and Forestry Commission began discussing and exploring alternatives for the replacement of the Groveland Park building. Discussions and investigation have continued over the past several months. On October 3, 2005 a Work Session report was submitted discussing the alternatives. On January 9,, 2006 the City Council approved Resolution 6715 authorizing the re -advertisement for bids and setting a bid date for the Groveland Park Building Replacement Project. Discussion: Bid Review - Bids for the Groveland Park Building Replacement Project were received at 10:00 a.m. on Tuesday, February 21, 2006 at the Mounds View Community Center. A total of thirteen (13) bids were received. Based on previous City Council direction, the bids included a bid alternate for the air conditioning system for the building. As a note: in July of 2005, the low bid received was $289,700 for the base bid, $7,000 for the alternate, with a total bid of $296,700.00. TKDA Construction Services — Should the City Council wish to proceed with this project, it is recommended that the City utilize the construction services of TKDA to oversee the project and ensure that the contractor adheres to the plans and specifications. TKDA has submitted a letter of agreement in the amount of $14,000.00 to provide these services. Project Cost Discussions - As per resolution 6558 sixty-five percent (65%) of the total project cost shall be financed utilizing Park Dedication Funds (Account No. 285-4470-3030), and the remaining 35% shall be derived from the Special Project Funds (Account No. 280-4180-7050). The following is the current total project cost summary: TKDA Plan Preparation $19,600 Construction $226,900 AC — bid alt. $5,000 TKDA construction services $14.000 TOTAL ESTIMATED COST $265,500 $172,575 - 65% financed by Park Dedication Fund $92,925 - 35% financed by Special Project Fund Note the total estimated project cost in July of 2005 was $330,300. This bid represents a total estimated decrease in overall project cost of $64,800 — or nearly 20%. Recommendation: It is recommended the City Council approve a resolution to award a construction contract and authorize a letter of agreement with TKDA for the Groveland Park Building Replacement Project. Respectfully Submitted, Greg Lee, Director of Public Works 1M'1911111115611k� CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AWARDING A CONSTRUCTION CONTRACT AND AUTHORIZING A LETTER OF AGREEMENT WITH TKDA FOR THE GROVELAND PARK BUILDING WHEREAS, at the July 25, 2005 City Council Meeting, the City Council rejected the bids for the Groveland Park Building Replacement Project citing that the project was too expensive and asked the Parks, Recreation, and Forestry Commission to look at alternatives; and WHEREAS, on January 9, 2006 the City Council approved Resolution 6715 authorizing the re -advertisement for bids and setting a bid date for the Groveland Park Building Replacement Project; and WHEREAS, bids for the Groveland Park Building Replacement Project were received at 10:00 a.m. on Tuesday, February 21, 2006 at the Mounds View Community Center and were composed of the base bid to perform the construction of the building and a bid alternate for the air conditioning of the building; and WHEREAS, a total of thirteen (13) bids were received for this project, with the low bid of $226,900.00 being submitted by DNR Construction Services Incorporated, with the bid alternate for air conditioning being $5,000.00; and WHEREAS, should this project proceed, it is recommended that the City utilize the construction services of TKDA to oversee the project and ensure that the contractor adheres to the plans and specifications; and WHEREAS, TKDA has submitted a letter of agreement in the amount of $14,000.00 to provide these services. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: That the Base Bid of DNR Construction Services, Incorporated in the amount of $226,900.00 for the Groveland Park Building Replacement Project is the lowest responsive bid. 2. That a contract to perform said work is awarded to DNR Construction Services, Incorporated and that the Mayor and City Administrator are hereby authorized and directed to enter into a contract with said bidder, contingent on City legal counsel approval. 3. That a bid alternate for the inclusion of an air conditioning system for the building was Submitted in the amount of $5,000.00 and is hereby awarded to DNR Construction Services, Incorporated. 4. The Public Works Department is authorized and directed to return the deposit made for said bids, except the deposit of the successful bidder, which shall be retained until a contract has been signed. 5. The execution of a letter of agreement for construction services with TKDA in the estimated amount of $14,000.00 is hereby approved. 6. The Mayor and City Administrator are hereby authorized to execute said Letter of Agreement, contingent on City legal counsel approval. Adopted this 27th day of February 2006. TKDA recommends that the City of Mounds View accept fie Bid of D.N.R. Construction Services, Inc., who is the apparent low bidder on the project. Their Base Bid is $226,900 and their Add Alternate #1 Bid for adding air conditioning is $5,000 for a total bid of $231,900 for the Base Bid plus Add Alternate #1. We have checked references who indicated that they have had positive experiences with A.N.R. Construction Services Inc., and that they should be qualified to perform the work required on this project.
