Dear Greg:
As requested, we are pleased to offer you a quote for performing engineering services related to
the Oakwood Park site in the City of Mounds View. This letter will outline our understanding of
the request, the scope of our proposed services, and the fees associated with those services.
Proiect Understandin
The City of Mounds View wishes to investigate what would be involved in grading and
constructing a lacrosse playing field at Oakwood Park. The site is shown on the attached Figure 1.
The project site is located at the intersection of Hillview Road and Quincy Street.
The anticipated use for the site, as stated by the City, would be a lacrosse playing / practice field.
No additional off-street parking is proposed to be included as part of this project. No other park
amenities or street improvements are to be included as part of this project, with the exception of
rerouting an existing gravel trail to accommodate the proposed field.
The project site is located within a 100 -year floodplain boundary as identified by FEMA and the
Rice Creek Watershed District. No floodplain fill will be allowed without mitigation for the fill
on the site.
Wetlands may be present on the project site as well. Anoka/Ramsey County Judicial Ditch #1
enters the site from the north and enters a 54" R.CP culvert that discharges to the east to Rice
Creek. The culvert entrance is frequently clogged with debris and presents a maintenance issue
for City staff. The culvert entrance may need to be modified and the Judicial Ditch itself may
need to be moved to accommodate the proposed lacrosse field.
An MCES metering/lift station is present on the proposed project site as well.
Detailed topographic information, including 2 -foot contours, is not available for the site.
Topographic information will need to be obtained from a detailed site survey.

Scope of Services
Based on the Project Understanding outlined above, and our review of the existing City storm
sewer maps and other data sources, we have estimated the engineering services required to
analyze the feasibility of constructing a lacrosse field at Oakwood Park. The scope of our
proposed services is outlined below.
Tasks that we propose to perform to analyze the feasibility of constructing a Lacrosse field at
Oakwood Park includes:
• Gather and review information on the existing City storm sewer system through
construction record plans or other sources.
• Perform a detailed site survey of the project location to document all existing
obstructions and to develop detailed site topographic data.
• Perform a site inspection to document the potential presence of any wetlands and prepare
a formal wetland delineation as necessary.
• Develop up to two (2) alternatives for construction of a lacrosse playing field on the
project site.
• Document any requirements for relocating the Judicial Ditch and associated storm sewer
to accommodate the lacrosse field.
• Document potential improvements to the culvert entrance to reduce maintenance issues
for the City.
• Document floodplain fill and mitigation requirements as well as other permitting
requirements, such as Rice Creek Watershed District and wetland permitting issues.
• Prepare cost estimates for the alternatives.
• Provide fifteen (15) copies of a bound report to present the findings of the investigation.
The report would include:
o Narrative description of the project understanding, assumptions,
investigation, and findings.
o Cost estimates of the proposed alternatives.
o Graphic figures showing the proposed alternatives.
Compensation
Compensation for our services, including all items and deliverables as outlined in the above
Scope of Services would be as follows:
• Oakwood Park Feasibility Study: Lump Sum of $14,1.00.00
As part of our investigation, we will communicate regularly and as necessary with City Staff to
obtain information, discuss project questions, and discuss progress. However, it should be noted
that the fee stated above does not include any organized meetings with City Staff, such as a
project kick off meeting, intermediate update meetings, or meetings to present the completed
report. If the City were to desire any such meetings, compensation would be requested on an
hourly basis, in accordance with the rates and terms stated in our on-going contract for services
with the City.

Schedule
It is our understanding that authorization to perform is dependent on review of the proposal by
the City Parks and Recreation Commission, the City Council, and a potential neighborhood
meeting to discuss the proposed improvements. If at the conclusion of these reviews, the City
wishes to authorize preparation of the Feasibility Study we would complete the work and submit
the final report to the City within 30 days.
City Responsibilities
This quote for services has been prepared using the assumptions that the City will have the
following responsibilities in regard to the project:
• Make existing utility record plans available to Bonestroo. Bonestroo would pick up the
plans, copy or reproduce required information from them as necessary, and return the
original plans to the City as part of the project services.
• Assist Bonestroo in accessing and locating the existing utility features, including but not
limited to manholes, valves, and hydrants.
• Assist Bonestroo with locating and providing benchmarks for use in conducting the
detailed site survey.

We are pleased to have this opportunity to offer our services to the City and further our
relationship with Staff and the Council. We understand the importance of the proposed lacrosse
field to the City, and the desire of the City to maintain an aggressive schedule in the
determination of required information for the park improvements.
We are confident that we'll perform excellent work for the City and complete the work on time.
We feel that our proposed fees are very competitive. This has been shown in our recent
proposals to the City.
This work will be performed under my supervision and coordination. Joe Rhein will also be
involved as the Client Service Manager for the City. Nathan Benson will be involved as needed
to coordinate the engineering products required for the Feasibility Study, and Ben Meyer will be
involved as the Wetland Scientist on this project.
It is our understanding that Staff will review the information submitted here, and may review the
work with the City Council at their upcoming meeting on March 27, 2006. Direction from the
City would be provided following the outcome of those reviews.
