October 27, 2005
Meeting Called to order:
1. Roll Call:
Present: Kunz, Palm, Silvis, Long, Aukee
Absent: Kroeger, Kunza
Staff Present: Lee, Dazenski, Weldon
Commissioners Kunz was the acting Chairperson
Approval of minutes from the September 22, 2005 meeting –
Motion to approve: Silvis

3. Public Input - None
4. YMCA Advisory Committee Update – The Committee last met on September 6, 2005. There was no meeting in October. Items discussed included:
Weldon did state that the YMCA created brochures.
The issue of showing the Banquette Center to prospective renters was discussed. The Commissioners suggested that contact information for the Banquette Center be added to the brochure.
Kunz announced that Commissioner Aukee just joined the meeting.
5. Unfinished Business:
Groveland Park Building Replacement. –
Commissioners Kunz read ”This was presented to the City Council on October 3, 2005. The City Council wanted more information. Specifically, the City Council wanted to know how much it
would cost to create plans and specifications for a “stick” constructed building. TKDA (Rich Grey) stated that it would be approximately $8,000-$9,000 to re-do the plans and specifications
and re-bid the project. At the October 10, 2005 City Council meeting, the contactor who will be building an office building in between Walgreen’s and The Community Center stated that
he would bid approximately $230,000 to build the Groveland building.”
The Commissioners discussed the cost of $8,000 to $9,000 to develop the plans and specifications with “stick” materials. The Commissioners commented that this was very expensive and
was a waste on money.
A motion was made to direct staff to bring this issue back to the City Council with the Commissioner’s previous recommendation to re-bid this project in an effort to obtain more favorable
bids. This would be done by changing the specifications to give the contractor the entire 2006 construction season to complete the project. There would also be an advertisement campaign
to reach the smaller contractors who typically do not bid on public contracts.

Dazenski presented pictures of two park buildings that were recently constructed in Arden Hills. One was built for $650,000 and the other was $350,000.
The Commissioners wanted to stress the point to the City Council that a “stick constructed” building does not make a good nor durable park building.
Random Park Building / Golf Course Building –
Commissioners Kunz read ”This too was presented to the City Council on October 3, 2005. The City Council wanted to pursue this possibility. On October 13, 2005 Staff met with the firm
of Bonrestroo, Rosene, Anderlik and Associates (BRAA) to review the Clubhouse, the Random building site, and to discuss the City needs in determining. BRAA will be submitting a letter
proposal to the City prior to Thursday, October 27, 2005.”
BRAA did not submit the letter proposal at the time of the meeting. It is anticipated that this will be submitted early the week of October 31st.
The Commissioners discussed setting up a neighborhood meeting at Random Park
The dates that were selected were Wednesday, November 9th or Thursday, November 10th. The date will be selected based on availability of the Random Park building.
Notices could be sent out to nearby properties on Friday October 28th. Advertisement for the meeting will also be added to the City’s web site and cable TV.
A motion was made to direct staff to coordinate with the YMCA and advertise for a Neighborhood Meeting at Random Park to discuss the proposal to move the Golf Course Clubhouse to Random
Park.

Oakwood Park Renovation Project
Staff will present this information at the November 17th meeting.
Some of the components of the proposal were discussed.
There was a question pertaining to the utilization of bridges from the golf course. There are two bridges that the city will retain from the golf course. One will be moved to Silver
View Park and used as part of the disk golf course. The other bridge will be retained and perhaps used in Greenfield park.
County Road 10 Corridor Improvement Program –
Commissioners Kunz read ”The City’s engineering consultant provided the City Council a project status update at the September 6, 2005 City Work Session. The City has applied for a grant
for construction of a 10’ wide bituminous trailway on the north side of County Road 10 from County Road H to Silver Lake Road. The estimated project cost is $625,000. If successful,
grant funds ($500,00) would be allocated in 2009/2010 -perhaps sooner under special conditions.”
The City will know by late December / early January if we were successful in securing a grant for the trailway.
If successful in obtaining a grant, a neighborhood meeting would be conducted to present the project and to obtain input for consideration.
The Theme Committee would also reconvene at that time.
Groveland Park Field – creating an athletic field in the northwest corner of Groveland Park.
The Commissioners asked if a fence would need to be installed. Staff did not think so since there is a hedge just east of the field.
Staff will discuss the details of striping this with the YMCA
Unfinished Business Currently On Hold:
Facility Guide Update – to remain on hold?
With uncertainties pertaining to the Groveland and Random Park Buildings, and the Sysco Outlot A property, the Commissioners wanted to wait until the Spring of 2006 to have the updated
Facility Guide ready.
Discuss at the December meeting.

Email the latest version out to the Commissioners.
6. New Business:
City Property East of Sysco –
Commissioners Kunz read ”Staff walked the site on September 19, 2005. It appears likely that nearly this entire site is wetland. Any development of this site may be difficult. A citizen’s
group challenged the sale of the golf course. All associated activities have been placed on hold until a ruling from the court was received. This occurred on Friday, October 21, 2005
in favor of the City Council’s decision to sell the golf course. Staff will request authorization to seek assistance in determining the feasibility of developing this site.”
Staff will contact the firm of RLK to see if they could review the site and provide the City with site data and recommendations pertaining to the feasibility of developing park items
on this site.
Staff will bring this item to the City Council in November.
This should be discussed at the December meeting.
Trailway Program – Review Trailway Comprehensive Plan
Commissioners (and Staff) to read the Trailway Proposal document created by the Trailway Advocacy Group in May of 1992.
Discus this at the November meeting.
LaPort Meadows Concept Development Plan
The relocation of the compost site might be difficult.
The Commissioners were concerned about giving up a park
Residents may be upset by a proposal which eliminates a park and relocates the existing compost site.
7. Commissioner/Staff Reports:
Storm Damage Reports – The storm damage activities were completed on October 11, 2005. There will be some minor tree removal and clean up activities occurring in Silver View Park over
the next several months. The total cost of the clean up is estimated to be $95,000. Brush can be brought to the Arden Hills compost site at Hudson Avenue and New Brighton Road (location
of Arden Hill compost site not stated at the meeting).
Commissioner Silvis and Park Supervisor Dazenski attended a meeting regarding Spring Lake last month. Issues discussed included introduction of water to raise the lake levels and winter
aeration. As a first course of action, a Lake Owners Association must be created before the DNR will consider the introduction of water.
8. Request for future agenda items/other business
Possible Items for November 17th Agenda (Please note that the meeting was moved in observance of the Thanksgiving holiday)
Bethlehem Baptist Church Donations – add to agenda to identify a Commission member(s) who would volunteer to serve on this committee.
