3. Approval of minutes from the March 23, 2006 meeting.
4. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern.
Katie Engman from Tobacco Free Youth Recreation will be at our April 27th meeting with some high school students to present a tobacco-free policy.
5. YMCA Update
At the March 23, 2006 meeting, the Commissioners requested an update on the fee structure for field reservations that other communities are using in 2006. The YMCA has submitted a summary.
6. Unfinished Business:
Groveland Park Building Replacement –
Although not official yet, the tentative start date will be August 5th, with construction completed in October. YMCA and Park summer recreation activities are currently scheduled in
this building and will conclude on August 4th.
Random Park Building Replacement Project – Soil borings will be done this Friday for the parking lot area. The storm water holding pond area has been staked out. The contractor is waiting
for corrected plans for elevation on building. The City is working with the contractor and consultant on possible building code issues.
Oakwood Park Renovation Project – Staff will present a proposal for the rehabilitation of this park. This proposal will include the elimination of the baseball field on the southside
of Hillview Road and replacing it with two soccer fields; one medium sized and one small. The proposal will also include a playground area in the southeast corner of the current baseball
area; south of Hillview Road. It will also include a new disc golf course; in the park area north of Hillview Road.
County Road 10 Corridor Improvement Program –
The Transportation Advisory Board has selected projects to receive federal transportation funds through the 2005 regional solicitation process. On March 31, 2006, Staff received confirmation
from the Metropolitan Council that the City of Mounds View was successful in receiving a transportation enhancement grant in the amount of $525,000 for the County Road 10 Trailway Project
from County Road H to Silver Lake Road on the north side. This grant requires matching funds in the amount of $131,250 for a total project fund of $656,250. The grant funds will be
available in 2009.
A draft Capital Improvement Program (CIP) has been developed for this program. It shows:
Segments 9-10, Long Lake Road to Silver Lake Road on the south side being constructed in 2006
Segments 1-5, County Road H to Silver Lake Road on the north side being constructed in 2008
Segment 6, Silver Lake Road to Pleasant View Drive on the north side being constructed in 2009
Segments 7-8, Pleasant View Drive to Silver Lake Road on the south side being constructed in 2010
Segment 11, Edgewood Drive to Woodale Drive on the south side being constructed in 2011(this segment will most likely be more dependent on re-development rather than a set time frame)
The Draft CIP was presented to the City Council on April 3, 2006. The City Council recommended that the City should seek to construct trailway segments 1-5 in 2007 utilizing City Funds
and seek to be reimbursed with the federal grant funds at a later date when they become available. The CIP was then changed to reflect construction in 2007.
The City also submitted a DNR Trailway Grant application for the segment on the south side in between Silver Lake Road and Long Lake Road (segments 9-10) on February 28, 2006. The City
will know if we were successful or not with this grant application in June of this year.
Ramsey County Walkable Communities Work shop is scheduled for Thursday, May 11, 2006. 1:00 p.m. to 5:15 p.m. This workshop will be studying segments 9-10.
Gateway Monuments – On March 6, 2006, the City Council indicated a desire to look into the feasibility and costs associated with constructing the County Road 10 Gateway Monument Signage.
There are three monument signs under consideration–East Entrance, West Entrance, and Civic District Trail Gateway. The City’s consultant has submitted letter proposal to look into developing
a schematic design for each of these signs. This will be presented to City Council on May 1, 2006. Are there any comments the Commission would like to provide?
Facility Guide Update – On Hold; waiting for decisions on Mounds View Community Center
Silver Lake Road Sidewalk Project –
On April 24, 2006, the City Council adopted a resolution approving the plans and specifications and authorizing the advertisement for bids and setting a bid date for the Silver Lake
Road Sidewalk Project.
The plan for this project is to construct a 6 ½ foot wide concrete sidewalk along the eastside of Silver Lake Road, from County Road H to County Road I. The current project schedule
is as follows:
Approve plans / Set Bid Date April 24, 2006
Submit formal Permit applications May 1, 2006
Publish advertisement in local paper (Bulletin) June 14, 2006
Publish advertisement in The Construction Bulletin June 14, 2006
Bid opening July 6, 2006
Award Construction Contract July 10, 2006
Begin Construction July 24, 2006
Complete Construction October 2006
