Greg Lee, Public Works Director City of Mounds View 2401 Highway 10 Mounds View, MN 55112-1499 Re: Entry Sign & Gateway Monuments Feasibility Report Proposal Our File No, 435-04-114 Dear Greg: We are pleased to provide this proposal for preparing a feasibility report for three gateway monuments as one of the initial phases of implementation of the County Road 10 Corridor Improvement Program. These three gateway signs include the Southeast Entry Sign, the Civic District Gateway, and the Northwest Entry Signa We look forward to utilizing the broad range of resources at Bonestroo to provide the City of Mounds View a successful project. Our mutual understanding of the work scope, approximate schedule, and associated design fees is summarized in the form of this letter that, in combination with our existing Professional Services Agreement, will form an agreement between the City ("Owner,") and Bonestroo, Rosene, Anderlik & Associates, Inc. ("Consultant"). The standing Professional Services Agreement (2000) is expressly included in this agreement in its entirety. 1.0 Project Description and Understanding It is our understanding that the City of Mounds View has selected general site locations for two of the gateway monuments, which include the Southeast Entry Sign and the Civic District Gateway. The general site location for the Northwest Entry Sign is currently being determined by City Staff and will be provided to the Consultant upon agreement by City Staff. The City of Mounds View has requested a feasibility report for the proposed gateway monuments. One feasibility report will be prepared for the three gateway monuments; however, each will be considered as a separate project within the report. The feasibility report will include schematic design for the monuments, preliminary cost estimates, and written narratives, The schematic design will comprise schematic plan layouts of the monuments, schematic section -elevations of the monuments, and supporting illustrations, images and literature to communicate the schematic design. The preliminary cost estimate will include costs for the construction, construction administration, engineering/design, and contingency for the gateway monuments. The written narrative will provide an overall summary of the schematic design, proposed construction costs, and project schedule. The feasibility report may also include but not be limited to other supporting technical information such as soil boring information and product information. St. Paul. St Cloud. Rochester. Visit the entry sign location site, as necessary, with the purpose of investigating, assessing and documenting the existing conditions of the site, 2. Prepare schematic layout plans for entry sign. 3, Prepare schematic section — elevations for entry sign. 4, Prepare schematic structural review and schematic design of entry sign foundation. 5.. Prepare schematic electrical review and schematic design of entry sign lighting. 6. Coordinate schematic design of water feature at entry sign. 7, Gather product literature and information as necessary to support the schematic design of the entry sign. & Prepare preliminary costs for, design/engineering, construction, construction administration, and contingency. 9. Prepare narrative and compile information for delivery to City. Civic District Gateway 1. Visit the gateway location site, as necessary, with the purpose of investigating, assessing and documenting the existing conditions of the site. 2, Prepare schematic layout plans for gateway monument. 3. Prepare schematic section — elevations for gateway monument. 4. Prepare schematic structural review and schematic design of gateway monument foundation. 5. Prepare schematic electrical review and schematic design of gateway monument lighting. 6� Coordinate schematic design of water features in existing pond. 7. Gather product literature and information as necessary to support the schematic design of the gateway monument. 8. Prepare preliminary costs for design/engineering, construction, construction administration, and contingency. 9. Prepare narrative and compile information for delivery to City. Northwest Entry Sign 1, Visit the entry sign location site, as necessary, with the purpose of investigating, assessing and documenting the existing conditions of the site. 2. Prepare schematic layout plans for entry sign. .3. Prepare schematic section — elevations for entry sign. 4, Coordinate schematic structural review and schematic design of entry sign foundation. 5. Coordinate schematic electrical review and schematic design of entry sign lighting. 6. Gather product literature and information as necessary to support the schematic design of the entry sign. 7. Prepare preliminary costs for design/engineering, construction, construction administration, and contingency. &, Prepare narrative and compile information for delivery to City. Mr. Greg Lee April 11, 2006 Cite of Mounds View, MN page 3 Meetings We anticipate three meetings with City Staff and one meeting with the Design Theme Sub -Committee during the preparation of the feasibility report. Deliverables We will provide the City with 25 bound hard copies of the feasibility report and electronic files of the report material in pdf format. 3.0 Pre -Authorized Supplemental Design Services The following Supplemental Services are not included in the scope of Feasibility Report Services and will be performed as necessary to complete the feasibility report: Supplemental survey: a. The schematic design will be based on existing Bonestroo survey information for the County Road 10 Corridor. b. It is anticipated that some amount of additional surveying will be needed at the Civic Gateway and Northwest Entry Sign locations. 2, Coordination of work with subconsultants, 1 Other pre -authorized services listed in our standing Professional Services Agreement. 4.0 Supplemental Design Services The following Supplemental Services are not included in the scope of Feasibility Report Services and are not included among those listed as pre -authorized. They may be provided by Consultant if authorized by the Owner: 1 � Additional design elements. 5.0 Compensation The design fee for completing the Scope of Feasibility Report listed in 2..0 above is based on the lump sum amounts as listed below. A separate amount has been listed for each portion of the Report, along with a total amount. If the separate projects for each monument move forward into Final Design the corresponding lump sum amount listed below shall be credited against the Final Design fees as appropriate per Appendix D of the Professional Services Agreement. Reimbursable expenses (e.g., transportation costs, photographs) incurred during preparation of the Report will be billed at cost. Feasibility Report Fee: Southeast Entry Sign $7,600 Civic Gateway Monument $4,800 Northwest Entry Sign $3,200 Feasibility Report Total $15,600 Mr Greg Lee April 11, 2006 City of Alow►ds View, MN Page 4 Supplemental Design Services, Sections 3.0 and 4,0 will be billed on an hourly basis, according to our current Hourly Rate Schedule on file with the City. A copy of the 2006 Rate Schedule is included with this letter for your convenience. We anticipate the additional survey needed for the feasibility report will require fees in the range of $2200 to $2500. Soil borings will be accomplished through a direct contract between the City and the geotechnical firm, although Bonestroo will coordinate the contract process and the work of the geotechnical firm. We anticipate the cost for performing soil borings will be approximately $1500, assuming shared mobilization costs with other ongoing projects within the County Road 10 corridor. 6.0 Standard Terms and Conditions The Standard Terms and Conditions set forth in the current Professional Services Agreement are incorporated in this agreement. 7.0 Schedule It is our- understanding that this proposal for the Feasibility Report for the three gateway monuments will be presented to the Park and Recreation Commission at their meeting of April 27, 2006. If acceptable, it is anticipated that it will proceed to the City Council at their, meeting of May 8, 2006 for consideration of authorization. If this Report is authorized, we would begin the work immediately on the portions for the Southeast Entry Sign and the Civic Gateway Monument projects as directed by the City. Work on the portion for the Northwest Entry Sign would not be started until the City has informed us of their final preferred location for- the sign and directed us to proceed. The soil borings for all three monument sites may coincide with soil borings to be conducted for other ongoing projects along the corridor (ie.. Trail Segments 9 & 10 Feasibility Report) to minimize costs. Assuming the Report is authorized by the City Council on May 8, 2006, and a location has been determined for the Northwest Entry Sign by May 15, 2006, it is anticipated that the Feasibility Report for all three projects will be completed for consideration by the City Council on July 24, 2006. 8.0 City Responsibilities This proposal for design services has been prepared based upon the understanding that the City will have assumed the responsibilities in regard to the Project as described in Appendix C of our, current Professional Services Agreement. We at Bonestroo are prepared to begin work on the project as soon as Authorization to Proceed is received. The Report would be prepared under the supervision and coordination of Stuart Krahn, R.L.A. You are familiar with Stuart from his work with the City thus far on the County Road 10 Corridor Improvement Program, Toe Rhein, as our representative to the City of'Mounds View, will be involved throughout the project to maintain continuity and coordination with other City projects and initiatives.
