Call to order 6:37 p.m. Roll Call: Present: Kroeger, Kunz, Aukee, Palm, Arel, Dazenski, Weldon Absent: Kunza, Long, Lee, McIntyre 2. Swear in new member (Gerald Arel) Approval of minutes from the June 22, 2006 meeting. Motion by Aukee, 2nd by Kunz to approve minutes. Passes 5-0 4. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. NONE 5. YMCA Update: Many residents are not receiving the Mounds View Matters with the Sun Focus newspaper. Registration deadline for fall soccer is August 4th. Playground Program Family Night is July 31st. Adult softball is also wrapping up. There are 5 co-ed teams that play at the City Hall Park through the YMCA programming, and 5 men’s recreational teams that pay $10 for field rental 6. Unfinished Business: Oakwood Park Proposal Presentation by Steve Dazenski. Soccer field is wearing at Silverview Park and needs rest for reseeding bi-annually. Suggested putting 2 soccer fields with a playground in the southeast corner of the south side of Oakwood near the shade trees and homes. This gives an opportunity to run the fields North-South one year and East-West the next if needed for “resting” goal areas. Cost estimations as follows: Irrigation: $19,500 Grading and Elevation: $15,000-20,000 Playground: $14,700 to include swings, merry-go-round, rocking/spring apparatus, and playground Border/Fiberfill: $6,000 Trash receptacle: $800 Picnic tables: $1200 Seed and Fertilizer Fencing $ TOTAL $71,700 North Side of Oakwood would include: Removing existing playground and rerouting the trail off of Quincy. Making this a “passive park” Berms: $1,000 Tables and Benches: $1500 Reroute trail: $2,000 Disc Golf course: $2500-2800 TOTAL: $13,100 OPENED PUBLIC HEARING Resident #1: Hillview Rd. In favor of doing something. Has called police regarding behavior at the park. She doesn’t let her grandchildren play there. Concerned about behind park near trail where teens like to congregate with bike jumps etc. Will disc golf add to or detract from their behaviors? Resident #2: Oakwood Dr. In favor of doing something. Concerned with fencing blocking view on Oakwood side. Concerned with playground near residents, prefers at Southwest corner near Quincy. Requests to add swings for older children rather than all toddler/bucket swings. Concerned about port-a- potty’s eyesore. Can we put a wooden structure around it like at City Hall? Asked why can’t we continue to run T-ball in north field and soccer in outfield and leave the fields alone? Concerned about traffic and parking. Resident #3: IBL Representative: In response to baseball’s “shrinking in numbers issue” rep. stated that the teams are increasing but left Mounds View fields because there are better facilities elsewhere. They cannot use Oakwood baseball field as it currently is. Noted that lacrosse is also a growing sport needing fields. Concerned about the need for youth softball fields such as girls’ fastpitch? Wants Mounds View residents to be able to play a Mounds View fields, but needs upgrades such as fencing for players’ benches, gradual pitching mounds, grass infields, outfield fences (permanent or temporary0 for hittin’ outta the park home runs. Commission encouraged rep. to provide a list of recommendations for making Mounds View fields more suitable to IBL needs. Rep questioned whether Silverview’s 2 fields for 5 softball teams was the best use of city’s fields? Resident #4: Lois Drive cul-de-sac and Edgewood Middle School staff: In favor of doing something because she won’t use playground with grandchildren and hears middle school students talking about meeting at the blue park to fight. Resident #5: Hillview Rd: Concerned about safety of new park with the teens in the area vandalizing. Need to have playground for primary grade to play, not just toddlers. Resident #6: Hillview Rd: Can we chain the port-a-potty to the fence so it doesn’t get tipped? (Dazenski said that has been tried and they cut the cables) Perhaps remove the backstop from the ballfield so children can’t climb on it. Likes disc golf idea. Need to fix or clear bike jump area as teen congregate and cause trouble back there. Concerned about parking on both sides of Quincy with the traffic and young children jumping out between cars. Can we install speed bumps there? How will that affect the plowing in winter? Perhaps put up better signs and painted crosswalks? CLOSE PUBLIC HEARING Aukee asked that staff develop the “best case” scenario with dimensions a map and layout including park benches, playground system, soccer field rotation, etc. for August meeting. Residents invited back to see plans. New Business continued Facility Guide Update – Motion by Aukee, 2nd by Kroeger to finalize Facility Guide by September meeting. Passed 5-0 Park Improvement Plan – review / check over current version. Dazenski suggested giving Groveland tennis courts a slurry coat to hold for a few years before entire replacement. Commission agreed. Need to add $4,000 for fiberfill and border at Random Park. New basketball hoop will be installed there also. Forward to city council if not already done so. Rental Fee structure – Discussions included giving scouts 2 times per month free or all of Class I? Where to include Lambert building in rental fee structure? Keep Event Center classifications or change? Motion by Palm, 2nd by Kunz to change classifications to the attached page and accept proposed fee structure as attached, including 2 free rentals per month for all of Class I. Passed 5-0 Motion by Aukee, 2nd by Arel to add Lambert Park Building with Hillview and Groveland as a Class I rate only. Passed 5-0. 7. New Business: Mounds View Matters: Do we want a Parks Update Page? No, but will add Tobacco-Free Parks information to regular city parks page that includes who to call if park problems, etc. YMCA will also put a Tobacco-Free notice on their pages. County Road 10 Trailway – segments 9&10 – Draft feasibility report will be emailed out to the Commissioners next week for review and comment. It is intended that this will be presented to the City Council at the August 7th Work Session. Move to Staff Reports unless we need to take action. 8. Commissioner/Staff Reports: Silver Lake Road Sidewalk Project – Construction for this project is scheduled to begin next week. All concrete work to be completed by September 29th, all surface restoration completed by October 15th, and final clean up and punch list items completed by October 31st. Random Park Building Replacement Project – residential sprinkler system okayed. Scheduled to be done by end of August. Commission will meet there for a visit at 6:00 before next meeting in August. Groveland Park Building Replacement – residential sprinkler okayed by contractor and waiting for final approval by city inspector. Construction scheduled to begin after park programming ends first week of August. Tobacco Free Parks – Implementation Update: Steve Dazenski and crew are beginning to put up signs received for free from coalition. YMCA is working on ways to inform and promote the policy through their programming. Spring Lake Park also adopted tobacco-free policy so will coordinate easily for Lakeside Park. Silver View Park Soccer Field Rehabilitation Update: Field is open and youth soccer reservations are available. NO adult soccer is to be scheduled this year. Mounds View Community Center Commission Update: City Council agreed to a theatre group renting out space and event center as interim tenants until decision is made about overall use of MVCC. Any Other Reports? Kroeger received a letter from North Suburban Soccer Association who is interested in MV soccer field space and may be willing to supply goals for the Oakwood soccer fields if the project goes through. 9.
