Roll Call Present: Kroeger, Kunz, Arel, Aukee, Palm Absent: Long, Kunza Staff Present: Szurek, McIntyre 2. Approval of minutes from the September 28, 2006 meeting. Motion to approve: Aukee; 2nd Arel Motion Passed 5-0 3. Public Input - Citizens are encouraged to speak to the Commissioners on issues of concern. Representative from Irondale Baseball League, Jay Merson. See notes/Wish List provided. Can we suggest some Bethlehem Baptist Church funding toward this cause? Groveland and Lambert not mentioned on IBL notes. Lambert has had some fencing work done. Fencing issues may be better suited at Groveland. No irrigation at Groveland. Groveland is superior in quality to Hillview, but grass quality is not as good as Silverview. Rather than put grass infield in Silverview, can we do improvements to Groveland for less cost? Encouraged IBL rep. to look at Groveland as an option. Can IBL join efforts with Shoreview Area Baseball and coordinate efforts? IBL is a developmental league, whereas Shoreview is little league, but can still ask them to help with field maintenance after games (i.e. tarps, field raking, etc). Greenfield has this expectation of both leagues. Fundraiser options? Could leagues work together to raise funds for fencing, etc? with city funds attached as well. Currently IBL 5th and 6th graders are playing at Fridley. Want to bring them home to MV fields Are the softball fields used frequently enough that transforming it into youth baseball fields would make this difficult? Request of YMCA staff to pull together field use data—who’s using each field? Age levels? Should we make a Task Force between IBL, SAB, and YMCA with a PR&F rep, to bring forth some recommendations? 4. YMCA Update: McIntyre Nov./Dec. MV Matters have gone out. Many not receiving it? If not getting the MV Matters, contact City Hall and feel free to pick one up at MVCC. Mailing in city water bills Fall Fest had over 100 kids in attendance Working on equipment in Fitness Center. Currently have a Stairmaster. Proposal to get recumbent bikes, treadmills, and eliptical machines Taking applications for evening and weekend positions for warming house attendants. Must be 18 years old. YMCA rep. attended a meeting regarding the ISD #621 pools closing if levy doesn’t pass. Would not be able to offer swimming lessons. 5. Unfinished Business: Oakwood Park Proposal: Staff is in the process of soliciting bids and proposals for Phase I activities for Oakwood Park. These include grading, irrigation, fencing, and seeding. Because of time element, staff is recommending that we proceed with construction first thing in the spring. Phase I: Irrigation bids are in, but no figures available. Waiting for grading/seeding bids. Phase II: Need to put out playground bids. Age group? Toddler playground and swingsets: 2 buckets and 2 belts. Get two ideas—one for toddlers and one for slightly older children. Phase III: North side. City is in contact with a rep. from disc. golf association who has a business and willing to help. Direct staff to contact rep. for ideas. Facility Guide Update – Final draft and printing costs. 11x17 full color folded into half/letter folded: 2,000 copies $1,251,95 Knollwood Park not on current map. Is it currently identified as a city park? We need to find details on this before it gets developed. Direct staff to find this out. How often to do print and update? Every two years? How many do we want? Order 3,000 with a cost not to exceed $1500 (w/o tax) from Park Dedication Fund. Motion by Aukee, 2nd Kunz to order 3,000 copies of Facility Guide with cost not to exceed $1500 w/o tax, to be taken from Park Dedication Funds. Motion Passed 5-0. Rental Fee Structure – Continued discussions. Field Rental Rates. Table to Nov. meeting. 6. New Business: T-Mobile’s proposal to construct a building and antenna pole at Groveland Park The City has been contact by T-Mobile to introduce the possibility of constructing a 10'X12' building along with a 100' pole that would have antennas mounted on it in Groveland Park. The proposed location would be just off of the northeast corner of the basketball court. The initial proposal would include an $800 monthly rental fee with an annual escalator percentage of 3% - both would be negotiable. There is also the possibility to utilize the pole for mounting lights for the skating rink at Groveland. T-Mobile rep. was not in attendance to explain their proposal and answer the questions of the Commission—see attached questions. Majority of PR&F Commissioners (3-2) not in favor of this plan due to park aesthetics, park use, future expansion, and setting precedence. Those in favor supported with the conditions of fitting in to park aesthetics, has park functional use, neighborhood support. If City Council moves forward with this plan (at Groveland or in another park), PR&F Commission would request the following: 1) An opportunity to explore lighting options at T-Mobile expense for installation and running electricity to the Groveland Park Building to regulate it’s use. 2) The funds/proceeds from this project would be put into Park Dedication Funds, or at least into a fund that supports MV Parks (i.e. special projects). 3) Building design would need to match new facility—construction type, and appearance. 4) If T-Mobile determines to abandon the sight; the pole, lighting, building, etc becomes property of the city. 5) We would like a formal presentation to the PR&F Commission by T-Mobile in November. 7. Commissioner/Staff Reports: County Road 10 Corridor Improvement Program The City Council accepted the preliminary design of landscape architecture elements for the County Road 10 Trailway Corridor on October 9, 2006. This information will be added to the City’s web site. The first project of the County Road 10 Trailway Corridor Program has been ordered and plans are currently being drafted. Plans and Specifications will be completed in early November. Staff will contact the Park and Recreation Commission when they are available. If there are in a PDF format, Staff will email them out to the Commission for review and comment. It is anticipated that this project will begin in January of 2007. The City is also working on developing a project feasibility report for the trailway project planned for the north side of County Road 10 between County Road H and Silver Lake Road. The City has received a federal grant for this project in the amount of $525,000. If this project is ordered, it is anticipated that construction would start in late summer 2007. Random Park Building Status Report Interior walls and ceiling will be completed this week. On Monday, October 23, 2006, the Council authorized the contractor to add electrical lines to the building to allow for the installation of two ceiling fans. The City has requested the contractor to be completed by November 15th. The interior walls will then be painted by a Boy Scout who has volunteered to do this work as part of his requirement to obtain an Eagle Scout badge. Next, the tiling and carpet contractor will complete their work. Then staff and / or a plumbing contractor will finish mounting plumbing fixtures. Landscaping beds will be created around the building this year. However, the actual planting will occur until next spring. This may be done with the aid of volunteers or perhaps as an Eagle Scout project. The Park and Recreation Commission may want to consider conducting a ribbon cutting ceremony at the December 21st meeting. Groveland Park Building Status Report The schedule is to have the building completed by December 5th, and the landscaping would be finished up in the spring. Groveland and Greenfield tennis courts—Status of recoating. DONE! Any Other Reports?
