Item Title/Subject: Resolution 7012 Supporting the County Road 10 Trailway Project: Segments 1-5 and Consequent Department of Natural Resources Trailway Grant Application
Background:
On January 9, 2006, the City Council adopted a resolution authorizing the preparation of a preliminary feasibility report and the selection of a consultant for the County Road 10 Trailway,
Lighting, and Landscape Project.
This included two segments of trailway along the County Road 10 corridor: 1.) the segment on the north side between County Road H and Red Oak Drive: Segments 1-5 and; 2.) the segment
on the south side between Long Lake Road and Silver Lake Road: Segments 9&10.
On February 13, 2006, the City Council adopted resolution 6737 supporting the County Road 10 Trailway Project: Segments 9&10 and consequent Department of Natural Resources (DNR) Trailway
Grant Application.
This grant application was unsuccessful.
Discussion:
The County Road 10 Trailway Project: Segments 1-5 (the segments on the north side between County Road H and Red Oak Drive) is scheduled to be constructed in late 2007/early 2008. Staff,
along with the City’s consulting engineering firm for County Road 10 Corridor Improvement Program, BRAA, discussed funding opportunities for this project. It was concluded that even
though the DNR grant application for the project that included segments 9&10 was unsuccessful, it would be advantageous to apply for the DNR grant for construction of the trailway segments
on the north side between County Road H and Red Oak Drive: Segments 1-5.
There are two types of DNR trailway grants that the County Road 10 Trailway Project: Segments 1-5 could be eligible for:
Local Trail Connection Program: The program purpose is to promote relatively short trail connections between where people live and desirable locations, not to develop significant new
trails. Priority is given to projects with residential connections to state and regional facilities. A secondary purpose of the program is to develop linkages to existing trail segments.
Minimum grant - $5,000. Maximum grant - $100,000. There is a 50% "cash match" for eligible elements of the project proposal. The project must be completed by June 30, 2009. (7 of 53
projects were jointly funded in 2006 from the local and regional trail grants for a total of $655,000)
Federal Recreational Trail Program: The program purpose is to encourage the maintenance and development of motorized, non-motorized, and diversified trails by providing funding assistance.
Funding includes $1,500,000 split 30% for motorized, 30% non-motorized, and 40% to projects demonstrating both motorized and non-motorized use. Priority will be given to projects that:
* Accommodate motorized and non-motorized uses, including same-season access corridors
* Involve urban youth corps workers such as the Minnesota Conservation Corps
* All-terrain, off-highway motorcycle, 4x4, and snowmobile projects
* Horse, in-line skate, cross-country ski, hike, and bicycle projects with priority given to trail linkages and restoration to existing trail systems, necessary trail facilities, or
trail signage to improve safety.
* Mountain bicycle projects, development of new single track systems, located in areas of high user demand, in partnership with city, county, and state land managers
Minimum grant - $1,000. Maximum grant - $100,000. There is a 50% "cash match" for eligible elements of the project proposal. The project must be completed by June 30, 2009. (34 of 88
projects were funded in 2006 for a total of $1,200,000)
Successful applicants are notified in June 2007, and funds become available in November 2007.
Staff has met with the City’s Consultant to discuss the details and requirements of submitting DNR trailway grants. As required in the applications, the City must submit a resolution
supporting the application. Resolution 7012 will satisfy this requirement. Copies of the grant application and the grant instruction manual are available should the City Council to
review them.
The applications also include a requirement to submit Letters of Support. Staff is requesting Council assistance in identifying civic groups from which the City should request a letter
of support for this grant (i.e. Chamber of Commerce, Heritage Society, Parks and Recreation and Forestry Commission, Planning Commission, seniors groups, Ramsey County Active Living…).
The grant
application for the County Road 10 Trailway Project: Segments 9&10 included three letters for support; from the Parks and Recreation and Forestry Commission, the Mounds View Lions Club,
and the Twin Cities North Chamber of Commerce.
Recommendation:
It is recommended the City Council approve a resolution supporting the County Road 10 Trailway Project: Segments 1-5 and consequent Department of Natural Resources Trailway Grant Applications.

STATE OF MINNESOTA
SUPPORTING THE COUNTY ROAD 10 TRAILWAY PROJECT: SEGMENTS 1-5 AND CONSEQUENT DEPARTMENT OF NATURAL RESOURCES TRAILWAY GRANT APPLICATION
WHEREAS, the City of Mounds View has a Comprehensive Plan that calls for a trailway along County Road 10; and
WHEREAS, on August 26, 2002 the City Council approved the County Road 10 Corridor Redevelopment and Revitalization Plan, which includes a trailway along County Road 10; and
WHEREAS, on August 22, 2004, the City Council approved a contract for a consultant to assist the City in implementing the County Road 10 Corridor Improvement Program; and
WHEREAS, on January 9, 2006, the City Council authorized the preparation of a preliminary feasibility report and the selection of a consultant for the County Road 10 Trailway, Lighting,
and Landscape Project; and
WHEREAS, the County Road 10 Project Management Team and the Parks and Recreation and Forestry Commission recommended to proceed with the submission of a Department of Natural Resources
Trailway Grant Application to assist in financing the construction of a trailway segment to be located on the north side of County Road 10, in between County Road H and Red Oak Drive.
NOW, THEREFORE BE IT RESOLVED, THAT the Mounds View City Council does hereby support the County Road 10 Trailway Project: Segments 1-5 and consequent Department of Natural Resources
Trailway Grant Application.
