3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern.

Oakwood Park Proposal
Phase I
On April 9, 2007 the City Council awarded a contract to Peterson Companies, Incorporated for the Oakwood Park Improvement Project – Phase 1. It is anticipated that the Rice Creek Watershed
District will approve the permit on Wednesday, April 25th. The contractor will start this project shortly after receiving this permit.
Phase II
Phase II is the creation of a playground area adjacent to the proposed soccer fields. The Commission has made a motion recommending “Recess Time II” in earth tone colors. The proposal
will include two bucket swings and two belt swings. The proposal excludes any “tot lot” equipment. Staff is working with Minnesota/Wisconsin Playground to finalize the costs for this
Game Time Equipment package. It appears that this is a state bid item (state already received competitive bids) and may allow City to forego the bidding process.
Phase III
Disc Golf – The Commission has made a motion and recommended the design of an 18-Hole course by Mike Snelson from Fairway Flyerz. Mr. Snelson is currently working on the course layout.
He has taken GPS readings and some pictures of the area. He will be making arrangements to have our City Forester meet with him on site. The purpose of this meeting is to determine
how to keep the impact on trees and vegetation to a minimum. A preliminary plan should be available at the May 24th meeting for review and comments by the Commissioners.
Disc Golf –
Commissioners sent out an email pertaining to the Professional Disc Golf Association. Also, Super America is selling disc golf discs. Apparently they have a lot of interest and sales.
This might be a great place to add (at least in the future) a map for the Silverview and Oakwood course layout.
Park Watch Program – Commissioners Aukee and Kunz have drafted an article for the next Mound View Matters. This will be published in the next edition - the July / August Edition.
Meeting with City Council – On April 2, 2007 the annual meeting between the Commission and the City Council was conducted. Commissioner Kunz, Kroeger, Aukee attended this meeting. The
list of topics that were discussed include:
*Oakwood Park plan
*Improving ball fields
*Attendance on YMCA Advisory Committee with regard to time
*How does the Commission fit in with operation of the MVCC?
*Does the City Council think we should attend more city council meetings? In mass?
*Representative on BBC Committee?
Hillview Playground Equipment - The 2007 budget has $38,000 allocated for the replacement of the playground equipment at Hillview Park. The Commissioners were encouraged to visit the
park to determine replacement needs. The Commission has requested to review the original proposed Oakwood playground at this meeting. Staff will present the plans that were originally
put together for Oakwood Park as requested by the Commission. Some of the Commission members thought this design might be a good fit for Hillview Park.
Parks Promotional Video – A suggestion has been made to re-execute the parks video in the summer when there is activity (softball, baseball, etc) going on.
6. New Business:
Park Improvement Plan - Draft Budgets for 2008 are due at the end of June. The Park Improvement Plan should be reviewed and updated. The Commission may want to consider conducting a
“Park Tour Meeting”. A list of City Parks to visit and a date to conduct the tour should be determined.
7. Commissioner/Staff Reports:
County Road 10 Trailway Project: Segments 9&10 Project Update – Contracts for this project have been executed. The City has issued a notice to the contractor to proceed. Work on the
trailway should begin shortly.
Groveland Building Replacement Project – Staff met with TKDA and various inspectors on Friday, April 20th. There were some issues with the lights and some power problems along with a
lock that would not function properly. TKDA is putting together a punch list for Staff to review later this week. The contractor is scheduled to finish the touch up grading and complete
the seed / sod by mid May. The landscaping will be done by an Eagle Scout candidate shortly after.
Tree Preservation & Landscaping Ordinance – The City has placed an article in the May/June Edition of the Mounds View Matters seeking public input on this topic (included in packet).
This will be placed on a future City Council Work Session Agenda for further discussion.
The YMCA Advisory Committee Meeting Update – The committee met on April 2, 2007. The Agenda has been included in the information packet
Greenfield Baseball Field - The Commission wanted to know the cost of an artificial turf pitchers mound for Greenfield Park. That cost has been determined to be $4,000.00 (includes shipping).
