2. Approval of minutes froin the March 15, 2007 meeting.
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners
on issues of concern.
4. YMCA Update
.5. Unfinished Business:
a.) Oakwood Park Proposal
Phase I
On April 9, 2007 the City Council awarded a contract to Peterson Companies, Incorporated for
the Oakwood Park Improvement Project — Phase 1. It is anticipated that the Rice Creels
Watershed District will approve the permit on Wednesday, April 251h. The contractor will start
this project shortly after receiving this permit.
Phase II
Phase II is the creation of a playground area adjacent to the proposed soccer fields. The
Commission has made a motion recommending "Recess Time II" in earth tone colors. The
proposal will include two bucket swings and two belt swings. The proposal excludes any "tot
lot" equipment. Staff is working with Minnesota/Wisconsin Playground to finalize the costs for
this Game Time Equipment package. It appears that this is a state bid item (state already
received competitive bids) and may allow City to forego the bidding process.
Phase III
Disc Golf — The Commission has made a motion and recommended the design of an 18 -Hole
course by Mike Snelson from Fairway Flyerz. Mr. Snelson is currently working on the course
layout. He has taken GPS readings and some pictures of the area. He will be making
arrangements to have our City Forester meet with him on site. The purpose of this meeting is to
determine how to keep the impact on trees and vegetation to a minimum. A preliminary plan
should be available at the May 24`x' meeting for review and comments by the Commissioners.
Disc Golf —
Commissioners sent out an email pertaining to the Professional Disc Golf Association. Also,
Super America is selling disc golf discs. Apparently they have a lot of interest and sales. This
might be a great place to add (at least in the future) a map for the Silverview and Oakwood
course layout.
b.) Park Watch Program — Commissioners Aukee and Kunz have drafted an article for the next Mound
View Matters. This will be published in the next edition - the July / August Edition.
c.) Meeting with City Council — On April 2, 2007 the annual meeting between the Commission and the
City Council was conducted. Commissioner Kunz, Kroeger, Aukee attended this meeting. The list of
topics that were discussed include:
*Oakwood Park plan
*Improving ball fields
*Attendance on YMCA Advisory Committee with regard to time
*How does the Commission fit in with operation of the MVCC?
*Does the City Council think we should attend more city council meetings? In mass?
*Representative on BBC Committee?
d.) Hillview Playground Equipment - The 2007 budget has $3 8,000 allocated for the replacement of the
playground equipment at Hillview Park. The Commissioners were encouraged to visit the park to
determine replacement needs. The Commission has requested to review the original proposed Oakwood
playground at this meeting. Staff will present the plans that were originally put together for Oakwood
Park as requested by the Commission. Some of the Commission members thought this design might be
a good fit for Hillview Park.
e.) Parks Promotional Video — A suggestion has been made to re -execute the parks video in the summer
when there is activity (softball, baseball, etc) going on.
6. New Business:
a.) Park Improvement Plan - Draft Budgets for 2008 are due at the end of June. The Park Improvement
Plan should be reviewed and updated. The Commission may want to consider conducting a "Park Tour
Meeting". A list of City Parks to visit and a date to conduct the tour should be determined.
7. Commissioner/Staff Reports:
a) County Road 10 Trailway Project: Segments 9&10 Project Update — Contracts for this project have
been executed. The City has issued a notice to the contractor to proceed. Work on the trailway should
begin shortly.
b) Groveland Building Replacement Project — Staff met with TKDA and various inspectors on Friday,
April 20th. There were some issues with the lights and some power problems along with a lock that
would not function properly. TKDA is putting together a punch list for Staff to review later this week.
The contractor is scheduled to finish the touch up grading and complete the seed / sod by mid May. The
landscaping will be done by an Eagle Scout candidate shortly after.
c) Tree Preservation & Landscaping Ordinance — The City has placed an article in the May/June Edition
of the Mounds View Matters seeking public input on this topic (included in packet). This will be placed
on a future City Council Work Session Agenda for further discussion.
d) The YMCA Advisory Committee Meeting Update — The committee met on April 2, 2007. The Agenda
has been included in the information packet
e) Greenfield Baseball Field - The Commission wanted to know the cost of an artificial turf pitchers
mound for Greenfield Park. That cost has been determined to be $4,000.00 (includes shipping).

2. Approval of minutes from the February 22, 2007 meeting. Motion by Arel, 2"d by Peterson to approve
minutes. Motion Passed 6-0
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners
on issues of concern. NO residents present
4. YMCA Update: Weldon
Registration for summer programs now being accepted. Summer Safety Camp, Soccer, Playground
Programs.
Bike Helmet fitting May 22"d. 4-7 PM
Taking building rental reservations and field reservations: No one has seemed to withdraw requested
reservations due to fees.
YMCA Advisory meeting time changed to 3:30 on regular meeting dates. Darren Peterson will represent
the Commission.
5. Unfinished Business:
a.) Oakwood Park Proposal
Phase I
Quotes for Phase I items which include grading, irrigation, and restoration (using mechanical
seeding) will be presented to the City Council on March 26, 2007 for consideration of awarding
a contract. To ensure that this project is completed in a timely fashion and to address the
coordination issues that would be encountered with multiple contractors, the contracts have been
consolidated so as to have one general contractor responsible for the grading, irrigation, and
restoration aspects of Phase I. The contract for the fencing portion of this phase will be
presented at a later meeting as a separate contract.
Rice Creek Watershed District presented some concerns with grading and mitigation. Will be
addressed within next few weeks.
Phase II

b.) Park Improvement Plan — On February 22, 2007 the Commissioners updated the Park Improvement
Plan. The capital items (Long Term — Category "C" Items) in the Park Improvement Plan get added to
the City's overall Capital Improvement Program (CIP). The draft CIP is scheduled to be reviewed by
City Council on April 2, 2007. If there are Category "C" Items in the Park Improvement Plan that the
Commissioners would like to revised (add, delete, revise, or change the year programmed) this should
be discussed at this meeting. Category A and B items can be addressed as part of the annual park tour /
review.
Regarding item at Hillview parking lot with sidewalk to Hillview Park Shelter, eliminate parking lot
due to road project elimination. Continue with sidewalk plan.
c.) Park Watch Program — Commissioners Aukee and Kunz will draft an article for the Town Hall
Meeting.
d.) Meeting with City Council — Annually the Commission meets with the City Council. This has been set
for April 2, 2007. A list of topics to be discussed include:
*Oakwood Park plan
*Improving ball fields
*How does the Commission fit in with operation of the MVCC?
*Does the City Council think we should attend more city council meetings? In mass?
*Representative on BBC Committee?
*Is seven adequate number of Parks and Recreation and Forestry Commissioners?
e.) Parks Promotional Video - The City will be creating a promotional video that will be shown on cable
TV and at the Town Hall Meeting.
f.) Hillview Playground Equipment -The 2007 budget has $38,000 allocated for the replacement of the
playground equipment at Hillview Park. Will consider originally proposed Oakwood playground at
April meeting.
6. New Business:
a.) Tree Preservation & Landscaping Ordinance - Community Development is looking for
recommendations on the draft ordinance and possibly motion of support.

Concerns by Commission:
• Enforcement
• Residents causing tree death in order to circumvent the ordinance
• Applying to existing residents/single family properties vs. new development (whether
commercial or residential), redevelopment or subdivisions
• How would this apply to city -owned property?
• Is replacement required on same property?
• Encourage people to plant in existing residential properties
• Do contracted landscapers need city permit/license to work within city?
• Does the city list contractors with city licenses/permits on website? Should it? (without
endorsement)
• Staff will return with future drafts. Commission would like to be apprised of future drafts
before making official approval of document.
7. Commissioner/Staff Reports:
a) County Road 10 Trailway Project: Segments 9&10 Project Update — Bids for this project were received
on February 8, 2007. There were a total of twelve bids received. On February 26, 2007, the City
Council awarded the contract to Jay Bros Incorporated in the amount of $455,270.71 for this project.
The City Council also approved Bid Alternate No. 1 for the removal of the boardwalk bump out area.
This will reduce the project cost by $4,350. Work on the boardwalk portion of this project will
commence in the next couple weeks. Substantial completion for this project is set for Julyl, 2007 with
final completion set for October 1, 2007.
b) County Road 10 Trailway Project: Segments 1 -5 DNR Grant Application — On February 28, 2007, the
City submitted grant applications for two Department of Natural Resources grants: Local Trail
Connection Program and Federal Recreational Trail Program. The maximum amount for each of the
two grants is $100,000 with a 50% "cash match". Grant awards will be announced in June 2007. If
successful, this would be added to the federal grant the city was previously awarded in the amount of
$525,000.
c) The YMCA Advisory Committee Meeting Update — The committee met on March 5, 2007. Darren and
Steve both attended this meeting and can provide an update.
• MVCC is receiving event bookings
• Looking for Community Members At Large to be part of the committee
d) Any Other Reports?
• Encourage residents to reserve park buildings
• Groveland should be available in about 2 weeks, however pretty muddy.

At the Easter visit with my Mother in Mounds View, She gave me a
newspaper article about a Oakwood Park disc golf course.
As a teacher of troubled youth, I would like to encourage you to develop
a second disc golf course. These young people need the benefits of a
disc golf course. Kids develop positive relationships with a wide range
of people at the course. I have seen many young peoples lives turned
around by the sport and by you providing a area of play it will have a
positive affect on our community. Thanks for your community service.

The Mounds View Parks, Recreation and Forestry Commission and the Parks
Department is asking for your help. In the recent years we, as a city, have
placed a large amount of resources into our parks. We have replaced
buildings and playgrounds at
many of our parks. We are asking for your help in reporting any vandalism
or inappropriate behavior. The first call, if you should observe anyone
damaging any of YOUR community property, is the police. We have been
encouraged by the police department to encourage you to use 911 as the most
effective means of contacting the police. Should you have questions on what
to report or have a less urgent observation please feel free t o contact the

TREE PRESERVATION AND LANDSCAPING INSPECTIONS FOR RENTAL PROPERTIES
ORDINANCE TO BEGIN
The City of Mounds View is considering adopting a new Tree
Preservation & Landscaping Ordinance. Many other cities in
the Twin Cities have adopted some level of tree preservation
ordinances over the last several years. Currently this is an
on-going discussion in Mounds View, with possible adoption
occurring around June 2007. This ordinance would encour-
age tree preservation, have tree replacement requirements
after a certain amount of tree removal, and specify landscap-
ing requirements for new development. City staff is working
closely with the City Forester, City Council, Planning Com-
mission, and Parks, Recreation & Forestry Commission to
find a balance between having some regulations for tree re-
moval and replacement standards, and the rights of property
owners to do what they want with the trees on their property.
The City would like to hear comments and suggestions from
residents, such as:
Do you support any level of a tree preservation ordinance
in Mounds View?
Should there be tree removal and replacement regula-
tions put on existing property owners?
Should the ordinance be limited to new development
only?

VOLUNTEERS NEEDED
FOR THE
MOUNDS VIEW CHARTER COMMISSION
There are presently vacancies on the Mounds View Charter
Commission. The members must be Mounds View residents
and are appointed by the District Judge to four-year overlap-
ping terms. Approximately half of the appointments expire
every two years. The Commission originated in 1979 when the
City of Mounds View adopted a Home -Rule Charter Plan. The
Charter Commission currently meets on the second Tuesday
of the month or as needed.
The Mounds View Home Rule Charter establishes the basic
organization, functions, and operational procedures of our city
government. The purpose of the Charter Commission is to
serve as custodians of the Mounds View City Charter in accor-
dance with state laws to ensure that the Charter is an effective
and workable document that will benefit our residents in over-
seeing city operations and expenditures. For more informa-

Beginning in May and continuing throughout the summer,
the City of Mounds View will be conducting annual inspec-
tions of all licensed multiple dwelling properties. The City
requires all multiple dwellings with two or more dwelling
units to obtain a multiple dwelling license from the City; the
licensing process requires an annual inspection of the prop-
erty.
Inspections are conducted in accordance with the City's
Housing Maintenance Code, (the International Property
Maintenance Code with local amendments) and the Minne-
sota Fire Code. In addition to selected dwelling units, mini-
mum inspection standards require that the building exterior,
exterior property surrounding the building, hallway corri-
dors, and other public areas be inspected. Not every dwell-
ing unit will be inspected, however, any dwelling unit will be
inspected upon the request of the resident. The purpose of
these annual inspections is to ensure that all registered
multiple dwellings are properly maintained and that no haz-
ardous conditions exist, thus, protecting the health, safety,
and welfare of the public.
IN THE EVENT THAT YOUR UNIT IS
INSPECTED AND DOES NOT PASS....
Depending on the exact nature of the violation, a follow-up
inspection will be scheduled approximately 30 days from
the date of the initial annual inspection. The owner and/or
property manager will be notified of the violations present
and the follow up inspection date.
