Call to Order: 6:32 PM Roll Call: Aukee, Kunz, Long, Arel, Peterson (arrived 6:35), Palm, (arrived 7:30) Staff Present: Dazenski, Lee, Weldon nd 2. Approval of minutes from the March 15, 2007 meeting. Motion by Aukee, 2 by Arel to approve minutes. Motion Passed 4-0 3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. NO residents present 4. YMCA Update: Weldon th New Program Director for the YMCA - Pat Prindle, will be starting on April 30 nd Bike Helmet fitting program - May 22 4pm to 7pm, $10 charge for helmet and fitting at MVCC. Senior Day in the Park – June at Silver View Park Track program to start next week th Registration for summer programs are now being accepted - Summer Soccer and T-ball. May 4 is the deadline to register. Park Rentals – still have openings - $45 ½ day and $90 for full day for Mounds View Residents 5. Unfinished Business: a.) Oakwood Park Proposal Phase I Contract awarded to Peterson Companies. Grading activities to start next week. Contractor will start with tilling the soil. Commissioner Aukee asked if information on this park rehabilitation can be placed on website. (NOTE: currently no webmaster – this may take time) Phase II Phase II is the creation of a playground area adjacent to the proposed soccer fields. The Commission had previously made a motion recommending “Recess Time II” in earth tone colors. Staff is currently waiting on ordering this. There is the possibility of ordering this playground equipment along with the equipment for Hillview Park. This will save on shipping and perhaps allow the City to continue to get the discount. Phase III Disc Golf – The Commission has a motion recommend the design of an 18-Hole course by Mike Snelson from Fairway Flyerz. Contracts have been executed. Mr. Snelson is currently working on the course layout. He has taken GPS readings and some pictures of the area. He will be making arrangements to have our City Forester meet with him on site. The purpose of this meeting is to determine how to keep the impact on trees and vegetation to a minimum. th Hopefully have a preliminary plan available at the May 24 meeting for review and comments by the Commissioners. Rick Wrisky will be on vacation the first part of May for two weeks. Disc Golf – Commissioners sent out an email pertaining to the Professional Disc Golf Association. Also, Super America is selling disc golf discs. Apparently they have a lot of interest and sales. This might be a great place to add (at least in the future) a map for the Silverview and Oakwood course layout. Place a map of the current course on the City’s web site. b.) Park Watch Program – Commissioners Aukee and Kunz have drafted an article for the next Mound View Matters. This will be published in the next edition - the July / August Edition. c.) Meeting with City Council – On April 2, 2007 the annual meeting between the Commission and the City Council was conducted. Commissioner Kunz, Kroeger, Aukee attended this meeting. The list of topics that were discussed include: *Oakwood Park plan *Improving ball fields *Attendance on YMCA Advisory Committee with regard to time *How does the Commission fit in with operation of the MVCC? *Does the City Council think we should attend more city council meetings? In mass? *Representative on BBC Committee? Environmental Commission - A question arose on whether the Commission should be involved in environmental issues. There was an Environmental Commission at on point but was disbanded due to the lack of activities. The Commission questioned what activities they would be involved in. Staff will check with Council what item they would be addressing – what would the Commission be making recommendations on? Representative on BBC Committee - The City Council has assigned the Parks and Recreation Commission to take the lead on this item. Cindy and John to be on this Committee. d.) Hillview Playground Equipment - The 2007 budget has $38,000 allocated for the replacement of the playground equipment at Hillview Park. The Commissioners were encouraged to visit the park to determine replacement needs. The Commission has requested to review the original proposed Oakwood playground at this meeting. Staff presented the plans that were originally put together for Oakwood Park. Some of the Commission members thought this design might be a good fit for Hillview Park. There was an original discount saving offered of 5%. Ordering Oakwood and Hillview Plat sets will save on shipping costs. Commissioner Palm discussed “Spiderman” play set located at Forest Lake. It included a lot of netting and climbing. Commissioner Palm had taken picture of this set. Motion by nd Palm, 2 by Long, to recommend to proceed with the Hillview Playground Equipment Replacement Project. Motion Passed 6-0 Colors selected were: Blue plastic (slides), Green Platforms, Yellow Bars e.) Parks Promotional Video – A suggestion has been made to re-execute the parks video in the summer when there is activity (softball, baseball, etc) going on. Wait to see if the City hires a cable operator. 6. New Business: a.) Park Improvement Plan - Draft Budgets for 2008 are due at the end of June. The Park Improvement th Plan will need to be reviewed and updated. The Commission has selected Thursday, May 24to conduct a park tour. The tour will start at 6:00pm at City Hall and will conclude at 7:30pm. The Parks and Recreation meeting will then start at 7:30pm. The parks selected to tour this year are: Oakwood Park, Hillview Park, Groveland Park, Woodcrest Park, and if time permit – Lambert Park. 7. Commissioner/Staff Reports: a) County Road 10 Trailway Project: Segments 9&10 Project Update – Contracts for this project have been executed. The City has issued a notice to the contractor to proceed. Work on the trailway should begin shortly. b) Groveland Building Replacement Project – Staff met with TKDA and various inspectors on Friday, April 20th. There were some issues with the lights and some power problems along with a lock that would not function properly. TKDA is putting together a punch list for Staff to review later this week. The contractor is scheduled to finish the touch up grading and complete the seed / sod by mid May. The landscaping will be done by an Eagle Scout candidate shortly after. Look at installing a temporary trailway to the building – see where traffic pattern is first. Can flowers be added to the landscape plan? Probably not due to the increase need for maintenance. c) Tree Preservation & Landscaping Ordinance – The City has placed an article in the May/June Edition of the Mounds View Matters seeking public input on this topic (included in packet). This will be placed on a future City Council Work Session Agenda for further discussion. d) The YMCA Advisory Committee Meeting Update – The committee met on April 2, 2007. The Agenda has been included in the information packet. Discussion pertaining to security cameras, etc. 18 Weddings currently booked, listed on “Knot” website. e) Greenfield Baseball Field - The Commission wanted to know the cost of an artificial turf pitchers mound for Greenfield Park. That cost has been determined to be $4,000.00 (includes shipping). There is an option to have a self weighted, roll up tarp (with roller). Tarp cost $800 Roller apparatus nd $400. Motion by Long, 2 by Aukee to purchase tarp / roller set up along with artificial mound. Motion Passed 5-0 Commission wanted to see if the associations would provide contributions for this item.
