1. Roll Call
2. Approval of minutes from the April 26, 2007 meeting.
3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners
on issues of concern.
4. YMCA Update
5. Unfinished Business:
a.) Hillview Playground Equipment - The 2007 budget has $38,000 allocated for the replacement of the
playground equipment at Hillview Park. This is to include $38,000 the play set, border curbing and
fiberfill. In working through the detailed costs of this project, it was determined that the proposed
playground along with the border curbing and fiberfill would exceed the budget by a 6 to 8 thousand
dollars. To stay within the $38,000 budget the play set could be trimmed by removing a few items, or
the budget could be increase to account for the increased cost, or the fiber fill could be purchased
utilizing the Park Improvement Funds budgets for 2007 ($35,000 available).
Colors selected were: Blue plastic (slides), Green Platforms, Yellow Bars
b.) Park Improvement Plan — the Park Improvement Plan is the document utilized by the Commission to
plan and budget for park improvements. This document has three main components/ categories:
Category A — These are simple maintenance items that City crews can perform during the calendar year
Category B — These are items to be budget for in the next year or two ($35,000 budgeted in 2007)
Category C — These are items with large capital expenditures anticipated over the next five or more
years. These items will also be included in the City's Capital Improvement Program.
Draft City Budgets for 2008 are due at the end of June. The Park Improvement Plan should be reviewed
and updated. The Commission has selected Thursday, May 24t" to conduct a park tour. The tour will
start at 6:OOpm. at City Hall and will conclude at 7:30pm. The Parks and Recreation meeting will then
start at 7:30pm. The parks selected to tour this year are: Oakwood Park, Hillview Park, Groveland Park,
Woodcrest Park, and if time permits — Lambert Park. Park needs identified on the Park Tour will be
incorporated into the Park Improvement Plan. The Park Improvement Plan in turn is incorporated into
City budgets and Capital Improvement Programs.
6. New Business:
a.) Silver View Pond Aerator — The City Parks Department acquired two pond aerators with the sale of the
City's golf course. These pond aerators are used to minimize algae growth in ponds during the summer
months. These aerators could be used to help with the algae issue at Silver View Pond. The main cost
associated with installing these aerators at Silver View Pond is extending electrical power to the
aerators. This cost is estimated to be $5,000. Staff is suggesting that aerators be installed and that a
portable generator be used to power the aerators on a temporary basis. This would give the city a better
indication as to the effectiveness of the aerators before expending the fiends to run electrical lines. As an
additional note, one of the aerator is in poor condition and may not be usable — however these aerators
are relatively inexpensive.
b.) Other New Business?
7. Commissioner/Staff Reports:
a) County Road 10 Trailway Project: Segments 9&10 Project Update — Work on the trailway is well
underway. The contractor is currently working on establishing the gravel base for the trailway.
b) Oakwood Park Proposal
Phase I
Demolition of the park has been completed. Large Dozer were brought in on May 15`n to
perform the earthwork. The water service for the irrigation system was dug in on May 16`n
Shop drawings of the irrigation system have been received and the contractor has started the
installation of the system. After irrigation system has been installed, the contractor will provide
the City with "as -built" drawing of the system. The site is anticipated to be seeded within two
weeks.
Phase II
Phase II is the creation of a playground area adjacent to the proposed soccer fields. The
Commission has made a motion recommending "Recess Time II" in earth tone colors. The
proposal will include two bucket swings and two belt swings. The proposal excludes any "tot
lot" equipment. This is state bid item (state already received competitive bids) and may allow
City to forego the bidding process. It is anticipated that this would be ordered along with the
Hillview Park Playground Equipment.
Phase III
Disc Golf — The Commission has made a motion and recommended the design of an 18 -Hole
course by Mike Snelson from Fairway Flyerz. Mr. Snelson is currently working on the course
layout. He has taken GPS readings and some pictures of the area. He will be making
arrangements to have our City Forester meet with hien on site (this has not yet occurred as the
City's Forester has been on vacation). A preliminary plan should be available at the June 28`n
meeting for review and comments by the Commissioners.
c) Groveland Building Replacement Project — The site has been sodded. There remains a couple minor
punch list items for the contractor to address. The landscaping will be done by an Eagle Scout candidate
later this summer / early fall.
d) The YMCA Advisory Committee Meeting Update — The committee met on May 7, 2007. The agenda
included discussion regarding purchase of new tables along with security cameras.
e) Parks Promotional Video — A suggestion has been made to re -execute the parks video in the summer
when there is activity (softball, baseball, etc) going on. The City has authorized advertisement to hire a
full time cable coordinator. Once hired, this person can assist in the creation of this video.
f) Environmental Commission - A question arose on whether the Commission should be involved in
environmental issues. There was an Environmental Commission at on point but was disbanded due to
the lack of activities. The Commission questioned what activities they would be involved in. Staff will
check with Council what item they would be addressing / what would the Commission be making
recommendations on? This issue has been placed on the June 4"' Work Session Agenda.

2. Approval of minutes from the March 15, 2007 meeting. Motion by Aukee, 2nd by Arel to approve
minutes. Motion Passed 4-0
3. Public Input - Citizens are encouraged to speak- to the Park and Recreation and Forestry Commissioners

4. YMCA Update: Weldon
New Program Director for the YMCA - Pat Prindle, will be starting on April 30"'
Bike Helmet fitting program - May 22nd 4pm to 7pm, $10 charge for helmet and fitting at MVCC.
Senior Day in the Park — June at Silver View Park
Track program to start next week
Registration for summer programs are now being accepted - Summer Soccer and T -ball. May 0' is the
deadline to register.
Pari- Rentals — still have openings - $45 '/2 day and $90 for full day for Mounds View Residents
5. Unfinished Business:
a.) Oakwood Park Proposal
Phase I
Contract awarded to Peterson Companies. Grading activities to start next week. Contractor will
start with tilling the soil. Commissioner Aukee asked if information on this park rehabilitation
can be placed on website. (NOTE: currently no webmaster — this may take time)
Phase II

playground equipment along with the equipment for Hillview Park. This will save on shipping
and perhaps allow the City to continue to get the discount.

be making arrangements to have our City Forester meet with him on site. The purpose of this
meeting is to determine how to keep the impact on trees and vegetation to a minimum.
Hopefully have a preliminary plan available at the May 24t" meeting for review and comments
by the Commissioners. Rick Wrisky will be on vacation the first part of May for two weeks.
Disc Golf —
Commissioners sent out an email pertaining to the Professional Disc Golf Association. Also,
Super America is selling disc golf discs. Apparently they have a lot of interest and sales. This
might be a great place to add (at least in the future) a map for the Silverview and Oakwood
course layout.
Place a map of the current course on the City's web site.
b.) Park Watch Program — Commissioners Aukee and Kunz have drafted an article for the next Mound
View Matters. This will be published in the next edition - the July / August Edition.
c.) Meeting with City Council — On April 2, 2007 the annual meeting between the Commission and the
City Council was conducted. Commissioner Kunz, Kroeger, Aukee attended this meeting. The list of
topics that were discussed include:
*Oakwood Park plan
*Improving ball fields
*Attendance on YMCA Advisory Committee with regard to time
*How does the Commission fit in with operation of the MVCC?
*Does the City Council think we should attend more city council meetings? In mass?
*Representative on BBC Committee?
Environmental Commission - A question arose on whether the Commission should be involved in
environmental issues. There was an Environmental Commission at on point but was disbanded due to
the lack of activities. The Commission questioned what activities they would be involved in. Staff will
check with Council what item they would be addressing — what would the Commission be making
recommendations on?
Representative on BBC Committee - The City Council has assigned the Parks and Recreation
Commission to take the lead on this item. Cindy and Jolm to be on this Committee.
d.) Hillview Playground Equipment - The 2007 budget has $38,000 allocated for the replacement of the
playground equipment at Hillview Park. The Commissioners were encouraged to visit the park to
determine replacement needs. The Commission has requested to review the original proposed Oakwood
playground at this meeting. Staff presented the plans that were originally put together for Oakwood
Park. Some of the Commission members thought this design might be a good fit for Hillview Park.
There was an original discount saving offered of 5%. Ordering Oakwood and Hillview Plat sets will
save on shipping costs. Commissioner Palm discussed "Spiderman" play set located at Forest Lake. It
included a lot of netting and climbing. Commissioner Palm had taken picture of this set. Motion by
Palm, 2°d by Long, to recommend to proceed with the Hillview Playground Equipment
Replacement Project. Motion Passed 6-0

6. New Business:
a.) Park Improvement Plan - Draft Budgets for 2008 are due at the end of June. The Park Improvement
Plan will need to be reviewed and updated. The Commission has selected 'Thursday, May 24"' to
conduct a park tour. The tour will start at 6:00pm at City Hall and will conclude at 7:30pm. The Parks
and Recreation meeting will then start at 7:30pm.
The parks selected to tour this year are: Oakwood Park, Hillview Park, Groveland Park, Wooderest
Park, and if time permit — Lambert Park.
7. Commissioner/Staff Reports:
a) County Road 10 Trailway Project: Segments 9&10 Project Update —Contracts for this project have
been executed. The City has issued a notice to the contractor to proceed. Work on the trailway should
begin shortly.
b) Groveland Building Replacement Project — Staff met with TKDA and various inspectors on Friday,
April 20th. There were some issues with the lights and some power problems along with a lock that
would not function properly. TKDA is putting together a punch list for Staff to review later this week.
The contractor is scheduled to finish the touch up grading and complete the seed / sod by mid May. The
landscaping will be done by an Eagle Scout candidate shortly after. Look at installing a temporary
trailway to the building — see where traffic pattern is first. Can flowers be added to the landscape plan?
Probably not due to the increase need for maintenance.
c) Tree Preservation & Landscaping Ordinance — The City has placed an article in the May/June Edition
of the Mounds View Matters seeking public input on this topic (included in packet). This will be placed
on a future City Council Work Session Agenda for further discussion.
d) The YMCA Advisory Committee Meeting Update — The committee met on April 2, 2007. The Agenda
has been included in the information packet. Discussion pertaining to security cameras, etc. 18
Weddings currently booked, listed on "Knot" website.
e) Greenfield Baseball Field - The Commission wanted to know the cost of an artificial turf pitchers
mound for Greenfield Park. That cost has been determined to be $4,000.00 (includes shipping).
There is an option to have a self weighted, roll up tarp (with roller). Tarp cost $800 Roller apparatus
$400. Motion by Long, 2"d by Aukee to purchase tarp / roller set up along with artificial mound.
Motion Passed 5-0
Commission wanted to see if the associations would provide contributions for this item. Also look at
Jox Boxes at $800 per box.

Just a brief update for you.
I have preliminarily marked off the 'front 9' and am crunching figures
to verify distances and difficulty ratings. Once complete I will get a
hold of Rick Risky and yourself for a walk-through. I should be ready by
the end of next week if everything works out.
I am almost ready to mark off the 'back 9' and anticipate that also to
happen by the end of next week, but it will probably not be ready for
your attention until the week of May 21st.
Players I have mentioned this to are awaiting in anticipation. I will
begin to culminate a volunteer list of workers/installers/tree
trimmers/brush clearers, etc. and should have from 5-15 available
shortly. I am not going to do any cutting/trimming/clearing until I gain
your department's approval.
