Introduction of Water into Spring Lake /!/deed
Abatement
Background:
Historically the water level of Spring Lake was augmented with introduction of
ground water pumped from an aquifer. This practice was banned by the state in
the 1990's.
Since then the concept of introducing water in to Spring Lake to augment the
water level from other sources such as the Mississippi River has been a re-
occurring issue that surfaces every few years when water levels decrease as a
result of a period of below normal rainfall. The last time this was an issue was the
spring of 2002. See attached report dated April 2002.
2002 was a wetter than normal year in terms of rainfall and the water level of
Spring Lake rebounded naturally. As a result, no further action was taken by
various by the homeowners adjacent to the lake.
Discussion:
A meeting was held on Wednesday, June 27, 2007 at the Lakeside Lions Park. It
was comprised of approximately 20 property owners, a representative of Lake
Restoration (private company), and staff representatives from the City of Spring
Lake Park and the City of Mounds View. An agenda for this meeting is attached.
The property owners around the lake communicated two main issues that they
would like to have addressed: Increasing the current water level of the lake and
removal of various organic vegetation around and within the lake.
Increasing the current water level of the lake
The general process to introducing water into the lake to increase the water level
would be:
• Development of a Lake Owners Association — activities to accomplish this
have been started and are still in process.
• The Lake Owners Association would need to submit a plan and permit
application to the DNR
• The DNR may require further study of the impact of adding water into
Spring Lake due to the fact that the water which would be introduced into
the lake will be of a lower quality than the water currently within Spring
Lake (the water proposed to be introduced would be Mississippi River
water)
• The Rice Creek Watershed District may assist in a lake study, if needed. A
permit / approval may also be needed from the Rice Creek Watershed
District to raise the water level.
• The Lake Owners Association would need to purchase water from the
Saint Paul Regional Water Services.
• Saint Paul Regional Water Services will require the three cities that have
local jurisdiction over the area the lake occupies to enter into to a Joint
Powers Agreement.
• The Lake Owners Association will need to establish funding sources to
pay for the purchase of the water.
Removal of various organic vegetation
Removal of vegetation can be done by individual property owners, or
could be done collectively as a larger project conducted through the Lake
Owners Association
• Removal of vegetation will require a DNR permit for individual projects
greater than 2500 square feet.
• Removal of vegetation from more than 15% of the lake's surface is not
permitted under current DNR rules and would require a variance from the
DNR.
• If a larger project is conducted through the Lake Owners Association,
funding sources will need to be established.
To accomplish the goals of the Lake Owners Association; to raise the current
water level and remove various organic vegetation around and within the lake,
staff anticipates that the association will be seeking the following from the City of
Mounds View:
• To become a Lake Owners Association member.
• To support the proposed introduction of water into the lake and removal of
organic vegetation from the lake.
• Enter into enter into to a Joint Powers Agreement with the City of Spring
Lake Park and the City of Fridley.
• To provide sufficient funds for the purchase of water and payment for the
removal of vegetation.
Propertdy owners formulating the Lake Owners Association will be present at the
July 2nWork Session meeting to discuss their issues and concerns and to
request assistance and support from the City. The next Lake Owners Association
has been scheduled for 6:00 pm on July 11th at the Lakeside Lions Park.
Recommendation:
Staff is looking for direction from the City Council pertaining to this matter.

These memorandums summarize to some degree the issue at hand with Siring
Lake, namely the introduction of water into Spring Lake to increase its curreIkt
water level.
Discussion:
On March 14th 2002, staff met with Parks and Recreation Director for the Ci
Spring Lake Park, Marian Rygwall, and the Public Works Director for the Cil
Fridley, Jon Haukaas. The issue of introducing water into Spring Lake was
discussed. Staff was informed that the Rice Creek Watershed District has g
this a "Cautious Approval" to proceed and suggested that the residents arot
Spring Lake form an official lake association. The water would be coming fr,
the St. Paul Regional Water Services (SPRWS).
Before SPRWS will allow water to be discharged into Spring Lake, they will
require that the three adjoining cities (Mounds View, Spring Lake Park, and
Fridley) enter into a joint powers agreement with the Board of Water
Commissioners of the City of St. Paul. It is anticipated that a draft of this
document will be delivered to the City by April 3, 2002 and will be placed or
Council agenda for April 8, 2002 for review, revision, or authorization of
execution.

The level of Spring Lake in Mounds View had declined to below 899 feet in .August
was close to the lake level last recorded in 1991. Residents of the cor

There appears to be good comparison between water level fluctuations and the trend of
precipitation relative to normal around Ham Lake and Spring Lake. Dave Ford used the
WATBUD model to evaluate the data, and found a correlation between the fluctuation of Spring
Lake and climate (see a=hment).

Mounds View and Fridley have municipal wells in the Prairie du Chien -Jordan Aquifer and a
buried artesian aquifer within two miles, of Spring Lake. Well log data shows these aquifars are
hydraulically separated from the water table aquifer by layers of clay. Nonetheless, pur aping
from these aquifers will inm-ease the potential for leakage from the water table aquifer, which
could be lowering level of Spring Lake over the long 'term.
I believe the three foot decline of the Spring Lake water level from the spring of 1999 the
spring of 20O0 was clirnate-related. Municipal weUfield pumping could be inducing Ic ikage
from the surficial aquifer, possibly causing a long term decline of the Spring Lake water level.
If Spring Lake monitoring shows continual lake level decline, recording devices could 'n placed
in an existing observation well near the shore of Spring, Lake and observation well 201 1) or 2014
to see if pumping mVmcts are apparent.
