HomeMy WebLinkAboutParks and Recreatrion Meeting Packet 7-26-2007Warks and Recreation and Forestry Commission Meeting Agenda July 26, 2007 7-030 NOTE: The Parks and Recreation and Forestry Commission has selected Thursday, July 26th to conduct a walkthrough tour to investigate the feasibility of constructing a Disc Golf Course located north of Oakwood Park and east / northeast of Greenfield Park. The tour will start at 6:OOpm. The tour will be starting at the far north end of Quincy Street. All interested parties are welcome to attend and participate in the walk through. Following the walk through, the Parks and Recreation and Forestry Commission will discuss the disc golf course proposal at their meeting scheduled for 7:30pm that same evening at the Mounds View City Hall, located at 2401 Highway 10, across from the Community Center. 1. Roll Call 2. Approval of minutes from the June 28, 2007 meeting. 3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. 4. YMCA Update 5. Unfinished Business: a.) Spring Lake — residents of properties on Spring Lake are in the process for developing a Lake Owners Association. This group has requested to meet with the Parks and Recreation and Forestry Commission to discuss a proposal to introduce water into Spring Lake and to perform weed abatement activities. The Lake Owners Association is also in the process for identifying funding sources. b.) Disc Golf Course - Disc Golf —Mike Snelson from Fairway Flyerz presented a proposal for the location of the first nine holes of the disc golf course at the June 28th meeting. He is currently working on the course layout for the remaining nine holes. A review of the trees in the area of the proposed disc golf course was completed by the City Forester on Tuesday, July 20h. A walk though is scheduled for 6:OOpm on Thursday, July 26th. Comments and issues identified on the walkthrough should be re- discussed at the meeting. A neighborhood notice regarding the investigation of the feasibility of the disc golf course along with information pertaining to the walkthrough was sent to all nearby property owners. 6. New Business: a.) Other New Business? 7. Commissioner/Staff Reports: a) Oakwood Park — Soccer Field / Irrigation Project Update — Grass in the field have been growing well. The City will start mowing the field. b) Oakwood and Hillview Playground Equipment Replacement Project Update — The equipment has been delivered. The equipment at Oakwood has been tentatively scheduled to be installed the second week of August. The installation of the equipment at Hillview will be contracted out. c) Park Improvement Plan — the Park Improvement Plan was updated based on direction given by the Commission during May 24th Park Tour and discussions at the May 24"' and June 28th Parks and Recreation Commission meeting. Base on the motion made by the Commission on June 28"', staff to presented the plan to the City Council on July 24th for approval. The City Council approved the plan and authorized purchases for 2007 as recommended by the Parks and Recreation Commission. d) The YMCA Advisory Committee Meeting Update — There was no meeting in July. e) Park Sign Replacement Program Update — one half of the park signs are budgeted to be upgraded in 2007 and the other half in 2008. Pictures of the signs will be presented at the meeting. f) Silver View Pond Aerator — As directed by the Commission at the May 24th Meeting, Staff has installed an aerator in Silver View Pond. The aerator is powered on a temporary basis by a portable generator. The aerator is currently being operated from 7:30am to 2:30pun Monday through Friday. This purpose of operating the aerator on this temporary basis is to determine the effectiveness of the aerator before expending the funds to run electrical lines. g) Groveland and Hillview Ball fields — the proposed 2008 Budget was adjusted based on the direction from the June 28th meeting. The fields will be regarded (but not flipped) and irrigation will be added near the buildings. h) Parks Promotional Video — A suggestion has been made to re -execute the parks video in the summer when there is activity (softball, baseball, etc) going on. The City will be hiring a full time cable coordinator. It is anticipated that this position will be filled by early to mid August. Once hired, this person can assist in the creation of this video. The Commission may want to consider discussing the details of this video at the August meeting. i) Any Other Reports? 8. Arel arrived at 8:15 p.m. Staff Present: Lee, Dazenski, Weldon, Prindle Approval of minutes from the May 24, 2007 meeting. Motion to approve by Kroeger, 2"d by Long. Motion Passed 6-0 3. Public Input - Citizens are encouraged to speak to the Park and Recreation and Forestry Commissioners on issues of concern. No Citizens present 4. YMCA Update: 120 children enrolled in Playground Program. Wi-Fi available at MVCC for all residents—no charge Senior Day had 200 seniors present Lots of interest in renting Random Park Building on weekends and with new groups interested in this facility Safety Camp August 15-16 for grades 3-4 in collaboration with Spring Lake Park and Fridley 5. Unfinished Business: a.) Park Improvement Plan – the Park Improvement Plan is the document utilized by the Commission to plan and budget for park improvements. This document has three main components/ categories: Category A – These are simple maintenance items that City crews can perform during the calendar year Category B – These are items to be budget for in the next year or two ($35,000 budgeted in 2007) Category C – These are items with large capital expenditures anticipated over the next five or more years. These items will also be included in the City's Capital Improvement Program. The Park Improvement Plan has been updated based on direction given by the Commission during May 24th Park Tour and discussions at the May 24t" Parks and Recreation Commission meeting. The Commission reviewed and finalized this draft. The Commission should then make a motion to approve the Park Improvement Plan and direct staff to present tit to the City Council on July 9t" for approval of the plan and approval of items to be purchased in 2007. Motion by Palm, 2"d by Peterson to approve Park Improvement Plan and present to City Council. Motion Passed 6-0 6. New Business: a.) Groveland and Hillview Ball field review – review possible new locations for these fields and issues associated with their relocation. Overlays of field rotation indicate better possibilities at Hillview than Groveland, however at a cost of $15,500. If no flipping, just the regrading would cost about $1500. Direct staff to regrade Hillview and Groveland ball fields. b.) Consideration for irrigation around park buildings at $2000. Direct staff to put in irrigation around Hillview and Groveland buildings. c.) Comprehensive Plan Task Force – Selecting a Parks and Recreation Commission Representative. The City is required to update its Comprehensive Plan by 2008. To assist in updating the plan, the City Council will be establishing a task force. The City Council would like one member from each City Commission to represent that Commission on the Comprehensive Plan Task Force. Jerry Kunz will be this representative. d.) Environmental Commission - A question arose pertaining to whether the Parks and Recreation and Forestry Commission should be assist and provide comment and recommendation involving environmental issues. There was an Environmental Commission at on point but was disbanded due to the lack of activities. The Commission questioned what activities they would be involved in. The Environmental Quality Task Force goals were reviewed to see how those goals might fit within the Parks and Recreation and Forestry. These previous goals did not seem to fit the scope of our current commission. However, we do already address enviromnental issues within our park land. Motion by Aukee 2"d by Long, that the Parks, Recreation, and Forestry Commission will address and advise on environmental issues deemed to be within the scope of the Commission. Motion Passed 6-0 e.) Disc Golf Course - Disc Golf —Mike Snelson from Fairway Flyerz presented a preliminary course layout. He will be making arrangements to have our City Forester meet with him on site. *Currently have arranged 9 holes with minimal clearing issues starting at Oakwood. *Some tree clearing 2-3" diameter *Recommend to chip the pathway, 5-8 feet along fairway, and pathway between holes *Could put two tee pads for professional and recreational play. Or mark one tee with two different pars *How could we set up a fee structure for the recreational player vs. the leagues and tournaments? Could charge for tournament or league reservations Could put out a donation box *We need to have a neighborhood meeting, to discuss traffic, discs in yards, trash/littering, etc. * The Commissioners will schedule a "walk through" of the proposed disc golf course. 6:00 Thursday, July 26, with meeting to follow. Meet at north end of Quincy Street. f.) Park. Clean Up Day: Possibilities could be involving local scout groups, churches, ball fields, adopt -a - park. City could provide bags and pick-up. g.) Spring Lake — Introduction of Water into Spring Lake / Weed Abatement Property owners around Spring Lake are proposing to add water from the Mississippi to increase the current water level of the lake and to remove various organic vegetation around and within the lake. Cost would be approximately $5000. The Commission will continued to be informed of future discussions with the Lake Owners Association and City Council 7. Commissioner/Staff Reports: a) Oakwood Park — Soccer Field / Irrigation Project Update b) Oakwood and Hillview Playground Equipment Replacement Project Update — All parts should arrive within two weeks. Installation of Oakwood and removal of Hillview will be done by city staff. Staff is asking for a contractor to be hired to install at Hillview at a cost of $6000-8,000, due to being busy with other city projects. Motion by Kroeger, 2nd by Arel to have the Public Works Department pursue a contractor to install the Hillview playground equipment by the end of August. Funding will come from Park Dedication Funds unless the city council is willing to supplement from Special Projects Fund. Motion passed 7-0 c) Groveland Building Replacement Project — The building is open and available for renting. Flooring identical to the flooring in Hillview will be added later this summer. The landscaping will be done by an Eagle Scout candidate later this summer / early fall. d) The YMCA Advisory Committee Meeting Update — The committee met on June 4, 2007. The agenda included discussion regarding purchase of new tables along with security cameras. e) Lakeside Lions Park Meeting Update — The Lakeside Lions Park Improvement Committee met on June 20, 2007. A financial report was submitted. This included the installation of security camera which was completed. Other Committee report included providing a handicap access to the fishing pier. This will be done by the Spring Lake Park Public Works later this summer. The Playground equipment is planned to be replaced. Plans have been created along with a cost estimate of $85,071. The current available funds for this project are about $40,000 short. The City of Spring Lake Park, the City of Mounds View, and the Lakeside Lions were asked to review where additional funds could be available. The condition of the trees was discussed as an item of concern. The Mounds View City Forestry will review the condition of the trees and provide reconnnendation. The Forester will also provide a recommendation on the overall tree plan for the park. f) Park Sign Replacement Program Update — one half of the park signs are budgeted to be upgraded in 2007 and the other half in 2008. Staff will email a scanned draft of a park sign. g) Silver View Pond Aerator — At the May 24th Meeting the Commission directed staff to install the aerators in Silver View Pond and use portable generators to power the aerators on a temporary basis. This would give the city a better indication as to the effectiveness of the aerators before expending the fiends to run electrical lines. This will be done in late summer after an algae bloom is established. h) Random Park — The Park Improvement Program includes the addition of a 25'X25' basketball court and placement of a boarder around the existing play equipment. Staff will present a proposed location for the basketball court and will propose revising the dimensions of the playground area. i) Parks Promotional Video — A suggestion has been made to re -execute the parks video in the summer when there is activity (softball, baseball, etc) going on. The City will be hiring a full time cable coordinator. It is anticipated that this position will be filled by early August. Once hired, this person can assist in the creation of this video. The Commission may want to consider discussing the details of this video at the July or August meetings. J) Any Other Reports? The proposed area would be located north of Oakwood Park and east / northeast of Greenfield Park. The Parks, Recreation and Forestry Commission will be walking the proposed site at 6:OOpm on Thursday July 26th. The commission will begin at the far north end of Quincy Street. All interested parties are welcomed to attend and participate in the walk through. Please note that the construction of a Disc Golf Course in this area has not been recommended by the Parks and Recreation and Forestry Commission nor has it been approved by the City Council. The only authorization given has been to develop a draft layout of how a course could be created in this area. The draft course layout has not been completed at this time. What's Next Following the walk through on Thursday July 26th the Parks, Recreation and Forestry Commission will discuss the Disc Golf Course proposal at their meeting scheduled for 7:30pm that same evening at the Mounds View City Hall, located at 2401 Highway 10, across from the Community Center. Once a draft preliminary course layout has been completed, a neighborhood meeting will be conducted. The purpose of the meeting is to present the Disc Golf Course proposal and to receive public input and feedback. It is anticipated that the neighborhood meeting will be conducted sometime in September of 2007. Notice of this meeting will be mailed directly to you.
