One of the issues discussed was the Lakeside Lions Park Playground Improvement Project. The playground equipment is planned to be replaced. Plans have been created along with a cost estimate of $90,000. The Lions have donated $50,000 toward this project. The Spring Lake Park Parks and Recreation Commission have committed to dedicating $20,000 towards this project. The City of Spring Lake Park has asked if the Mounds View Parks and Recreation Commission would consider providing $20,000 in matching funds. At the August 23, 2007 Parks and Recreation Commission Meeting, the Commission reviewed this proposal and requested Staff to provide information pertaining to the long range financial plan for the City as it relates to the Park Dedication Fund. On September 27, 2007 the Parks and Recreation Commission made a motion to recommend to the City Council the dedication of $20,000 to the playground structure at Lakeside Lions Park. The Lakeside Park playground was added to the Mounds View 2008 proposed budget under Park Dedication Funds. The City Council reviewed this portion of the budget on Monday, November 5th, at a Work Session. The Council did not comment on this proposed expenditure at the Work Session meeting and no official action was taken. The City Council is scheduled to approve the 2008 budget on December 10th. Discussion: Attached is a copy of the overall proposed playground equipment layout and price list quotation provided by Minnesota / Wisconsin Playground. The City of Mounds View has purchased playground equipment from Minnesota / Wisconsin Playground for the last three playground replacement projects; Greenfield, Hillview, and Oakwood. Installation of the playground equipment and associated wood fiber fill has been eliminated from the quote (-$18,941). It is proposed that The City of Spring Lake Park and the City Mounds View work together to install and assemble this project. A breakdown of the proposed Lakeside Lions Park Playground Equipment Replacement Project follows: Lions Club Donations: $50,000 City of Spring Lake $20,000 City of Mounds View: $20,000 Total: $90,000 The City of Spring Lake was recently contacted by Minnesota / Wisconsin Playground and informed that the prices given in the quotation expire on December 1, 2007 and that should they wish to take advantage of this pricing before an annual rate increase, a purchase order would need to be submitted by the expiration date. The City of Spring Lake Park then requested official confirmation from the City of Mounds View for the dedication of funds. As with the existing playground equipment, the proposed replacement equipment will be owned and maintained jointly between the cities of Mounds View and Spring Lake Park. Recommendation: Staff, along with the Mounds View Parks and Recreation Commissioners, recommends that the City Council authorize the expenditure of Park Dedication Funds in the amount not to exceed $20,000 for the Lakeside Lions Park Playground Equipment Replacement Project. Staff also recommends that the City Council authorize the Mounds View Public Works Department to assist the City of Spring Lake Park in the installation and assembly of said playground equipment. Respectfully Submitted, Greg Lee, Director of Public Works RESOLUTION 7190 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AUTHORIZING THE EXPENDITURE OF PARK DEDICATION FUNDS FOR THE LAKESIDE LIONS PARK PLAYGROUND EQUIPMENT REPLACEMENT PROJECT WHEREAS, the Lakeside Lions Park playground equipment has been planned to be replaced at an estimated cost of $90,000; and WHEREAS, the Lions have donated $50,000 towards this project and the Spring Lake Park Parks and Recreation Commission have committed to dedicating $20,000 towards this project; and WHEREAS, the City of Spring Lake Park asked the Mounds View Parks and Recreation Commission if they would consider providing $20,000 in matching funds; and WHEREAS, the Mounds View Parks and Recreation Commission is in support of this project and has made a motion to recommend the expenditure of $20,000 to be derived from the City's Park Dedication Fund to help finance the Lakeside Lions Park Playground Equipment Replacement Project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View, Ramsey County, Minnesota as follows: 1. The expenditure of funds from the Park Dedication Fund to help finance the Lakeside Lions Park Playground Equipment Replacement Project is hereby authorized. 2. The funds will be derived from the City's Park Dedication Fund, Construction Account (Account 251-4470-7050), and will be issued to the City of Spring Lake Park, 3. The amount of said funds will be based on matching funds from the City of Spring Lake Park. 4. The amount of said funds shall not exceed $20,000. 5. Said funds will not be expended until after January 1, 2008. 6. The Mounds View Public Works Department is hereby authorized to assist the City of Spring Lake Park in the installation and assembly of said playground equipment.
