GREENFIELD PARK PUBLIC MEETING
LONG TERM PLANS FOR CURRENT PARKLAND AND TRAILWAY
NOTE: The Parks and Recreation and Forestry Commissioners will be conducting a public meeting to
discuss the long term plan for the parkland area and existing trailway located north of Oakwood Park and
east / northeast of Greenfield Park. The Parks and Recreation and Forestry Commission meeting will follow
this public meeting.
1. Roll Call
2. Approval of minutes from the December 20, 2007 meeting.
3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners
on issues of concern.
4. YMCA Update - Skating Rink Update...
5. Unfinished business:
a.) Greenfield Park Pubic Meeting Notice — Notices for this meeting were published in the Bulletin and
Sun Focus, posted at City Hall and on the City's web site, included on Cable TV notice scroll, mailed
directly to nearby properties (same area as disc golf notice), and added to the City's electronic message
board. Given the amount of public participation and discussions at the January 24th meeting, does the
Commission wish to continue public input and discussions on this item? If so, public notice can be
added to the next edition of the Mounds View Matters which is scheduled for delivery for March 1St and
another pubic meeting scheduled for the March 27th Park and Recreation Meeting. In an effort to obtain
public input, "Feedback" forms were made available at the Greenfield Park meeting. The deadline for
submitting these forms is February 22nd. These forms will be reviewed be the Park and Recreation
Commission at their February 28th meeting.
Also, based on discussions from the January 24th meeting, if there is addition information the
Commission would like on any of the possible options, Staff could obtain this data and have it available
at the March 27th meeting.

b.) Developing a Volunteer Coach of the Year award and naming it after Patrick "Homer" Holmes —
Update: Naming of the award itself. Notification / publication of the award and application information.

a) Park Sign Replacement Program Update — The four signs that were budgeted in 2007 have been
delivered. These were for: Silver View, Random, Hillview, and Groveland parks. Only the Hillview
sign was installed before the fall freeze up. The remaining fours signs have been included in the 2008
budget. These are for: Lambert, Oakwood, Woodcrest and Greenfield.
b) ALRC Biking Committee—Darren Peterson will be a representative for that committee. Next meeting
is March 16th at the Roseville City Hall.
c) Parks Promotional Video — Aukee will schedule a time to meet with VanAlstine to shoot hockey
footage at Lambert and Hillview Parks. Any further discussion / update?
d) Any Other Reports?

Parks and Recreation and Forestry Commission Meeting Minutes
December 20, 2007
6:30 P.M.
NOTE: The Parrs and Recreation and Forestry Commissioners will be meeting at the Mounds View
Community Center to tape a portion of the parks promotional video following this meeting.
Call to Order at 6:31 P.M.
Roll Call: Kunz, 3Kroeger, Palm, Arel, Long, Peterson. Aukee present 6:35
Staff Present: Dazenski, Weldon, Prindle, Van Alstine
2. Approval of minutes from the November 15, 2007 meeting. Motion by Kroeger, 2nd by Long to
approve the minutes. Motion Passed 6-0
3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners
on issues of concern. No residents present
4. YMCA Update - Weldon
Ice rinks opened last weekend. Closed during the week, open again Friday 12/21 into February. Limited
hours Christmas Eve and Christmas Day, New Year's Eve and New Year's Day. Check out city website
for hour posting, or call MVCC. Hours vary during Winter Break, compared to when school is in session.
5. Unfinished Business:
a.) Parks Promotional Video — Any further discussion / coordination for the Parks Promotional Video.
Taping at the Mounds View Community Center will commence following this meeting. Aukee will
schedule a time to meet with VanAlstine to shoot hockey footage at Lambert and Hillview Parks.
b.) Greenfield Park Pubic Meeting Notice — A public meeting notice to discuss the long term plan for the
current parkland and trailway was not published in the January edition of the Mounds View Matters.
The meeting was set for January 24, 2008 at 6:30pm (just before the regularly scheduled Parks and
Recreation Meeting). Issues to consider:
1). How does the Commission want conduct the meeting?
a) Define parkland not as open space, nor undeveloped, but clarify to residents that we are
looking for potential long-term use of existing amenities and not make changes to the
existing ball field and playground.
b) 3 -minute time limit for those who wish to speak
2). What information does the Commission want to make available?
a) Public notice as drafted with suggestions and area map with area labeled as parkland and
trailway.
b) Direct staff to place a notice in the area newspapers, Bulletin and Sun Focus, and
post in the city hall and MVCC bulletin boards, include in TV scroll, and city website.
3). What displays does the Commission want?
a) map of the park and trailway
b) map of proposed disc golf options
c) any visuals and information regarding 2002 proposals if they exist
4) The notice should be directly mailed to the nearby property owners that received the previous
letter for public meeting
c.) Developing a Volunteer Coach of the Year award and naming it after Patrick "Homer" Holmes — The
Commission developed selection criteria, who would be eligible, and the process for approval. The
Commission will next finalize the application and set deadlines for this award. The Commission may
want to review and recommend the wording for the plaque. Attached is a copy wording that was on the
Citizen of the Year plaque along with the current draft of the nomination form.
Kroeger will contact Mrs. Holmes regarding the name of the award itself.
How will we get the word out that this award is available? Through MVCC and area associations
as well as the Mounds View Matters
6. New Business:
a.) Establish 2008 Meeting Dates — a draft schedule has been developed with the meetings scheduled for
the forth Thursday of the month (except for November and December). Motion to approve dates by
Palm, 2°d by Peterson. Motion Passed 7-0
b.) Commission to recommend a Chairperson, Appoint a Vice -Chairperson, and Secretary for 2008.
Jerry Kunz will continue as Chairperson, Gerald Arel will be Vice -Chairperson, Cindy Palm will
continue as Secretary.
c.) Oakwood Park: 2008 Striping and Implementation Plan - The YMCA and Staff will present a plan for
review and approval by the Parks and Recreation and Forestry Commission on how should Oakwood
Park be utilized in 2008. Kroeger is receiving feedback from area soccer associations concerning field
usage and recommendations. Currently we have room for one U12 and two U8 size fields or two U12
fields. Discussed options to use moveable goals and rotate as needed to preserve the field so as not to
overuse the new turf. Priorities for 2008 would be for MVCC YMCA programs with the options of
renting to area associations if/when the Parks Department feel it is ready.
d.) Neighborhood Park Meetings — discuss the concept of holding Neighborhood Park Meetings for
selected parks each year. The intent would be to solicit more public input regarding the long term vision
and plan for a particular neighborhood park. The Commission provides the venue for public input at
each meeting. If residents have concerns about other parks, they are welcome to attend future
meetings.
e.) Other New Business? Winter park activities: Sliding hills at SilverView, Pinewood Elementary, and
Edgewood Middle School. Walking trails at Silverveiw, Cross Country Skiing at SilverView
7. Commissioner/Staff Reports:
a) Parks and Recreation Appointments — On December 10, 2007 the City Council appointed Jerry Kunz
and Cindy Palm to another term on the Parks and Recreation and Forestry Commission. Attached is an
updated Commissioner List.
b) Woodcrest Park — As directed by the Commission, and based on the guidance from City's Forester,
Rick Wriskey, Staff has removed some trees from around the two ponds closest to Woodcrest Drive.
Mr. Sonterre, area resident who brought this to the Conunission's attention, contacted Aukee with
appreciation of efforts.
c) Tree Preservation Ordinance - On December 10, 2007 the City Council approved Ordinance No. 785
establishing a Tree Preservation Ordinance. This version of the ordinance targets undeveloped areas
and not existing residential property. Attached is a copy of this ordinance.
d) Park Sign Replacement Program Update – The Conunission selected the style and colors for the park
sign on August 23, 2007. Four signs have been ordered and delivered on November 16`h. These are for:
Silver View, Random, Hillview, and Groveland parks. Hillview is the only one that has been installed.
e) ALRC Biking Committee—Darren Peterson will be a representative for that committee.
f) Lakeside Lions Park Playground Equipment Replacement Project – On November 26, 2007 the City
Council approved the expenditure of funds from the Park Dedication Fund to help finance the Lakeside
Lions Park Playground Equipment Replacement Project in an amount not to exceed $20,000.
