Approval of minutes from the January 24, 2008 meeting. 3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. 4. YMCA Update 5. Unfinished Business: a.) Greenfield Park Pubic Meeting Notice – The Parks and Recreation Commission conducted a Public Meeting on January 24, 2008 to discuss what should be the long term vision for the parkland and existing trailway located north of Oakwood Park and east / northeast of Greenfield Park. Feedback Forms were made available at the Greenfield Park meeting. The deadline for submitting these forms nd was February 22. The City received a total of seven Feedback Forms (written comments, suggestions). The Commission directed staff to prepare cost estimates for trail surface and bridge replacement. Since this area is within a flood plain, the Rice Creek Watershed District will require mitigation for any fill added to this area at a 1-to-1 ratio (i.e. for every square yard of trailway top dressing material added a square yard of soil within the floodplain will need to be removed). The bridge report provided is a worst case scenario. If a the bridges that were salvaged from the golf course are to be reused, Staff is recommending that bids are received based on golf course plans and that minimal, yet adequate, preparation planning is administrated by Staff. An option for this area that the Commission may wish to consider would be to simply add a thin layer of aggregate material to the existing pathway to make it more usable and attractive at this time. In addition, park staff would increase general maintenance of this area. The City Forester and School District would work together to develop a vegetative planting plan and include other educational features and interests. Then, at a later date, perhaps when the streets in this area are reconstructed, the City could look at performing a more extensive rehabilitation of the park by re-developing the trailway and perhaps replace the existing bridge and possibly adding the second bridge. b.) Volunteer Coach of the Year Award - and naming it after Patrick “Homer” Holmes – Update: Naming of the award itself. Notification / publication of the award and application information. MVCC and area associations, Mounds View Matters…Current schedule for 2009 Award: YMCA will include information in all Mounds View Matters Throughout 2008 YMCA to handout information to athletic associations / parents Throughout 2008 Deadline for applications February 15, 2009 Commission reviews applications February 26, 2009 Council approves recommendation March 9, 2008 Award presented at Town Hall Meeting April 2009 Article in Mounds View Matters regarding recipient June 1, 2009 Staff has drafted verbiage for the award plaque. This should be reviewed and approved by the Commission. 6. New Business: a.) Meeting with City Council – Annually the Commission meets with the City Council to discus various issues. This meeting has tentatively been set for April 7, 2008. Does this date work for the Commissioners? A list of topics to discuss should be developed at the February 28, 2008 meeting. The following is a list topic during last years meeting with City Council:  Oakwood Park Improvement Project  Improving Ball Fields  Operations of the Mounds View Community Center  Attendance of the Commission at City Council Meetings  Bethlehem Baptist Church – Donation Process and Procedure  Number of Parks and Recreation and Forestry Commissioners? b.) Bethlehem Baptist Church Donation Committee – The Committee will consist of Jim Ericson, Steve Dazenski, Council Member Haul, Dan Weldon, and one P&R Commissioner. John Kroeger or Cindy Palm? (one could be the back up person) c.) Other New Business? 7. Commissioner/Staff Reports: a) Park Sign Replacement Program Update – The four signs that were budgeted in 2007 have been delivered. These were for: Silver View, Random, Hillview, and Groveland parks. Only the Hillview sign was installed before the fall freeze up. The remaining fours signs have been included in the 2008 budget. These are for: Lambert, Oakwood, Woodcrest and Greenfield. b) ALRC Biking Committee—Darren Peterson will be a representative for that committee. Next meeting th is March 16 at the Roseville City Hall. c) Parks Promotional Video – Vanessa is currently editing the video. A screening of a draft video will be th played at the March 27 meeting for the Commissioner’s review and comment. The final version will th be played and the Town Hall Meeting scheduled for April 19. It will also be play periodically on the cable network. d) Any Other Reports? 8. Request for future agenda items/other business th Possible Items for the March 27 Agenda.
