Parks and Recreation and Forestry Commission Meeting Minutes
January 24, 2008
6:30 P.M.
GREENFIELD PARK PUBLIC MEETING
LONG TERM PLANS FOR CURRENT PARKLAND AND TRAILWAY
NOTE: The Parks and Recreation and Forestry Commissioners conducted a public meeting to discuss the
long term plan for the parkland area and existing trailway located north of Oakwood Park and east /
northeast of Greenfield Park. Other agenda items followed the public meeting.
1. Call to order 6:30 P.M. Roll Call: Peterson, Long, Arel, Kroeger, Kunz, Palm, Aukee (6:33)
Staff present: Lee, Weldon, Dazenski, Wriskey

2. Approval of minutes from the December 20, 2007 meeting. Motion by Peterson, 2 by Long to
approve the minutes. Motion Passed 6-0.
3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners
on issues of concern. NO RESIDENTS TO SPEAK other than for the Public Meeting. See addendum
4. YMCA Update – Weldon:

Ice skating season is up and running. Last day is scheduled for February 17. Commissioners suggested

longer skating season if weather holds, especially try to stay open through February 18 for schools out on
President’s Day.
New Event Center Coordinator: Matthew Baumann

February 23 from 9a.m.-12 noon: Annual garage sale. Items accepted up until February 15.
Unfinished Business:
5. Greenfield Park Pubic Meeting: See attached addendum.
a.) Suggested to review written comments by public input forms, and try to narrow it to 1-2 options by
considering pros and cons, trying to make a decision by March or April. Commissioners are encouraged to
look at the website www.treetrust.org for opportunities with trail development assistance. Direct staff to
prepare cost estimates for trail surface and bridge replacement, whether or not we can use the
bridges from the golf course.
b.) Developing a Volunteer Coach of the Year award and naming it after Patrick “Homer” Holmes –

Motion by Palm, 2 by Aukee to call the award “The City of Mounds View Volunteer Coach of the
Year Award.” The certificate and plaque would also say “in honor of Patrick ‘Homer’ Holmes
presented to …” Motion Passed 7-0.
Staff will put together a sample plaque for the next meeting.
Suggested time line as follows:
1) Have YMCA put a notice box in each MV Matters edition encouraging residents to nominate
a coach of the year.

2) Deadline for applications February 15
3) Commission reviews applications February meeting
4) Council approves recommendation first March meeting
5) Award presented at Town Hall Meeting April
6) City will put an article in the MV Matters and other press if possible, announcing the
recipient of the award after the award is presented at the Town Hall Meeting in April of each
year.
6. New Business:
a.) Other New Business? Update on city lights on County Highway 10 Trailway: In progress
7. Commissioner/Staff Reports:
a) Park Sign Replacement Program Update – The four signs that were budgeted in 2007 have been
delivered. These were for: Silver View, Random, Hillview, and Groveland parks. Only the Hillview
sign was installed before the fall freeze up. The remaining fours signs have been included in the 2008
budget. These are for: Lambert, Oakwood, Woodcrest and Greenfield. Direct Staff to include a sign
for Silver View park on County Road H2 and to determine whether or not the sign at Arden Park
needs to be replaced.
b) ALRC Biking Committee—Darren Peterson will be a representative for that committee. Next meeting

is March 16 at the Roseville City Hall.
c) Parks Promotional Video – All footage has been shot. John Kroeger will meet with Ms. Van Alstine to
do the voice over for Arden Park. She will edit the video so it is ready for the Town Hall meeting. She
will bring a draft to the March Meeting for our approval.
d) Any Other Reports? NONE
8. Request for future agenda items/other business

Possible Items for the February 28 Agenda:
Playground replacement for summer 2008—Park Improvement Plan. City Hall Park next on the

list? Can we get replacement before 50 Anniversary celebration at MV Festival in the Park?
Annual Commission meeting with City Council

1.24.08 PUBLIC MEETING ADDENDUM:
Public Meeting to discuss the long term plan for the parkland area and existing
trailway located north of Oakwood Park and east/northeast of Greenfield Park.
Resident #1: Discussed Duluth disc golf course newspaper article dated Oct. 23,
2007. Concerned with using public monies to put in a disc golf course. If we choose
to do this we should following the Duluth ideas and raise the money from private
donations rather than public monies. We already have a disc golf course. Don’t
need another.
Resident #2: Keep, improve, and maintain current walking path including sturdy
bridges over existing areas. Perhaps paved and unpaved.
Parking could be at Greenfield Park. Enlist scouts and other groups to help with
maintenance. Encourage schools to use the trail. Refrain from further development
or intrusion. See attached letter.
Resident #3: Maintain what is existing. No need to pave as concerned with cars
driving back there. Encourage it to be a place for people of all ages for biking,
walking, and enjoy nature.
Resident #4: No to disc golf. Clean up the park, leave it natural without paving.
Maintain trail and fix bridges.
Resident #5: Keep it as is, but may need to make it handicap accessible.
Resident #6: Concerned with police patrolling the area for vandals, etc.
Resident #7: If we restored the trail to what it was, we could get a more positive use.
Roxanne Cunningham, science teacher at Pinewood Elementary, spoke about ideas
to get community involvement and investment. She shared a powerpoint
presentation: Consider the following:
1) what is the trail to be?
2) who will use the trail? age-range, level of use?
3) connecting to other trails?
4) hiring a professional trail builder
5) Put the trial in first, mark it with nature facts, advertise it, provide
benches
6) trail grading, meandering, water run-off
7) back yard privacy
Rick Wriskey, City Forester spoke about trees along the trailway. Cotton woods,
willows, cherry, box elder, elms, pin cherry. It provides a screen for residents for
US Highway 10, etc. Discussed opportunity of working with Pinewood school again
to do plantings as they have done in the past. Encouraged getting the schools
involved by getting younger children invested in the park to decrease vandalism.
What are the next steps:
1) define what we want to do with the parkland
2) develop a plan to get there
