a.) Greenfield Park Pubic Meeting Notice — The Parks and Recreation Commission conducted a Public
Meeting on January 24, 2008 to discuss what should be the long term vision for the parkland and
existing trailway located north of Oakwood Park and east / northeast of Greenfield Park. Feedback
Forms were made available at the Greenfield Park meeting. The deadline for submitting these forms
was February 22°d. The City received a total of seven Feedback Forms (written comments,
suggestions).
The Commission directed staff to prepare cost estimates for trail surface and bridge replacement. Since
this area is within a flood plain, the Rice Creels Watershed District will require mitigation for any fill
added to this area at a 1 -to -1 ratio (i.e. for every square yard of trailway top dressing material added a
square yard of soil within the floodplain will need to be removed).
The bridge report provided is a worst case scenario. If a the bridges that were salvaged from the golf
course are to be reused, Staff is recommending that bids are received based on golf course plans and
that minimal, yet adequate, preparation planning is administrated by Staff.
An option for this area that the Commission may wish to consider would be to simply add a thin layer
of aggregate material to the existing pathway to make it more usable and attractive at this time. In
addition, park staff would increase general maintenance of this area. The City Forester and School
District would work together to develop a vegetative planting plan and include other educational
features and interests. Then, at a later date, perhaps when the streets in this area are reconstructed, the
City could look at performing a more extensive rehabilitation of the park by re -developing the trailway
and perhaps replace the existing bridge and possibly adding the second bridge.
b.) Volunteer Coach of the Year Award - and naming it after Patrick "Homer" Holmes — Update: Naming
of the award itself. Notification / publication of the award and application information. MVCC and area
associations, Mounds View Matters... Current schedule for 2009 Award:

Staff has drafted verbiage for the award plaque. This should be reviewed and approved by the
Commission.
New Business:
a.) Meeting with City Council — Annually the Commission meets with the City Council to discus various
issues. This meeting has tentatively been set for April 7, 2008. Does this date work for the
Commissioners? A list of topics to discuss should be developed at the February 28, 2008 meeting. The
following is a list topic during last years meeting with City Council:
• Oakwood Park Improvement Project
• Improving Ball Fields
• Operations of the Mounds View Community Center
• Attendance of the Commission at City Council Meetings
• Bethlehem Baptist Church — Donation Process and Procedure
• Number of Parks and Recreation and Forestry Commissioners?
b.) Bethlehem Baptist Church Donation Committee — The Committee will consist of Jim Ericson, Steve
Dazenski, Council Member Haul, Dan Weldon, and one P&R Commissioner. John Kroeger or Cindy
Palm? (one could be the back up person)
c.) Other New Business?
Commissioner/Staff Reports:
a) Park Sign Replacement Program Update — The four signs that were budgeted in 2007 have been
delivered. These were for: Silver View, Random, Hillview, and Groveland parks. Only the Hillview
sign was installed before the fall freeze up. The remaining fours signs have been included in the 2008
budget. These are for: Lambert, Oakwood, Woodcrest and Greenfield.
b) ALRC Biking Committee—Darren Peterson will be a representative for that committee. Next meeting
is March 16`x' at the Roseville City Hall.
c) Parks Promotional Video — Vanessa is currently editing the video. A screening of a draft video will be
played at the March 27`x' meeting for the Commissioner's review and comment. The final version will
be played and the Town Hall Meeting scheduled for April 19`x'. It will also be play periodically on the
cable network.
d) Any Other Reports?

LONG TERM PLANS FOR CURRENT PARKLAND AND TRAILWAY
NOTE: The Parks and Recreation and Forestry Commissioners conducted a public meeting to discuss the
long term plan for the parkland area and existing trailway located north of Oakwood Park and east /
northeast of Greenfield Park. Other agenda items followed the public meeting.

2. Approval of minutes from the December 20, 2007 meeting. Motion by Peterson, 2"d by Long to
approve the minutes. Motion Passed 6-0.
3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners
on issues of concern. NO RESIDENTS TO SPEAK other than for the Public Meeting. See addendum
4. YMCA Update — Weldon:
Ice skating season is up and running. Last day is scheduled for February 17t�'. Commissioners suggested
longer skating season if weather holds, especially try to stay open through February 18`x' for schools out on
President's Day.
New Event Center Coordinator: Matthew Baumann
February 23`d from 9a.m.-12 noon: Annual garage sale. Items accepted up until February 15`x'.
Unfinished Business:
5. Greenfield Park Pubic Meeting: See attached addendum.
a.) Suggested to review written comments by public input forms, and try to narrow it to 1-2 options by
considering pros and cons, trying to make a decision by March or April. Commissioners are encouraged to
look at the website www.treetrust.org for opportunities with trail development assistance. Direct staff to
prepare cost estimates for trail surface and bridge replacement, whether or not we can use the
bridges from the golf course.
b.) Developing a Volunteer Coach of the Year award and naming it after Patrick "Homer" Holmes —
Motion by Palm, 2"d by Aukee to call the award "The City of Mounds View Volunteer Coach of the
Year Award." The certificate and plaque would also say "in honor of Patrick `Homer' Holmes
presented to ..." Motion Passed 7-0.
Staff will put together a sample plaque for the next meeting.
Suggested time line as follows:
1) Have YMCA put a notice box in each MV Matters edition encouraging residents to nominate
a coach of the year.
2) Deadline for applications February 15"'
3) Commission reviews applications February meeting
4) Council approves recommendation first March meeting
5) Award presented at Town Hall Meeting April
6) City will put an article in the MV Matters and other press if possible, announcing the
recipient of the award after the award is presented at the Town Hall Meeting in April of each
year.

1.24.08 PUBLIC MEE'T'ING ADDENDUM:
Public Meeting to discuss the long term plan for the parkland area and existing
trailway located north of Oakwood Park and east/northeast of Greenfield Park.
Resident #l: Discussed Duluth disc golf course newspaper article dated Oct. 23,
2007. Concerned with using public monies to put in a disc golf course. If we choose
to do this we should following the Duluth ideas and raise the money from private
donations rather than public monies. We already have a disc golf course. Don't
need another.
Resident 42: Keep, improve, and maintain cut -rent walking path including sturdy
bridges over existing areas. Perhaps paved and unpaved.
Parking could be at Greenfield Park. Enlist scouts and other groups to help with
maintenance. Encourage schools to use the trail. Refrain from further development
or intrusion. See attached letter.
Resident #3: Maintain what is existing. No need to pave as concerned with cars
driving back there. Encourage it to be a place for people of all ages for biking,
walking, and enjoy nature.
Resident 44: No to disc golf. Clean up the park, leave it natural without paving.
Maintain trail and fix bridges.
Resident #5: Keep it as is, but may need to make it handicap accessible.
Resident 96: Concerned with police patrolling the area for vandals, etc.
Resident 47: If we restored the trail to what it was, we could get a more positive use.
Roxanne Cunningham, science teacher at Pinewood Elementary, spoke about ideas
to get community involvement and investment. She shared a powerpoint
presentation: Consider the following:
1) what is the trail to be?
2) who will use the trail? age -range, level of use?
3) connecting to other trails?
4) hiring a professional trail builder
5) Put the trial in first, mark it with nature facts, advertise it, provide
benches
6) trail grading, meandering, water run-off
7) back yard privacy
Rick Wriskey, City Forester spoke about trees along the trailway. Cotton woods,
willows, cherry, box elder, elms, pin cherry. It provides a screen for residents for
US highway 10, etc. Discussed opportunity of working with Pinewood school again
to do plantings as they have done in the past. Encouraged getting the schools
involved by getting younger children invested in the park to decrease vandalism.
What are the next steps:
1) define what we want to do with the parkland
2) develop a plan to get there

Comments on the Long Term Plan for the Greenfield Parkland Area
January 24, 2008
I am Tom K.osel, residing at 8120 Jackson Drive, directly across the street from the far NW end
of the area under discussion tonight. Having already participated in several meetings related to
the use of this area, I commend the members of the Commission for your previous decision to
table consideration of putting a disc golf course there. I believe your main reason may have
been the cost of such a project, given the fact that it would have been somewhere in the vicinity
of $50-60,000. My main concern was the affect such a course would have on the natural state of
the area, and on the wide variety of animals that pass through and/or live there.
The suggestions I offer tonight are the following:
I - Keep, improve, and then properly maintain the current walking path through the area. A well-
maintained walking path, with sturdy bridges over the creek, would more likely be used by
people of all ages, all the way from children to seniors. This may or may not require paving the
trail, depending on the cost, and on the ability of an unpaved trail to still accommodate all
residents, such as those with handicaps. Furthermore, I believe an improved path would be more
inviting to all residents of Mounds View, not just those who happen to live nearby. Citizens
from the whole city, who may be looking for a pleasant walk tlu-ough a natural area, could park
their cars in the lot by the baseball field. Only during baseball games is that lot ever crowded.
2- Enlist the help of the Scouts and/or other community groups to help keep the entire Greenfield
area clear of deadfall, debris and other discarded materials. This would not only keep the whole
Greenfield area clean and neat, it would give these groups a community project to work on, and
would also be more cost-effective for the city work -crews to not need to spend as much time
with such tasks. It might also make it possible for them to spend more time maintaining the
current disc -golf course at Silverview.
3-- Invite schools to use the trail as an educational experience, where students could see native
plants (some which are already present, and others which could be planted), and maybe even see
some wildlife.
And 4- Refrain from any further development or intrusion into the natural, wooded or wetland
sections of the area. This would honor what I and many other nearby residents had been told has
been the long-standing intention of the city, namely, to keep this area as undeveloped. In other
words, let's keep the area as natural as possible by staying away from disc golf, or regional
ponding, or excavation for berms, or any additional trailways, or anything else that could have
negative impact on the current, natural habitat and environment.

At the last P&R meeting a request was made for the cost of materials to improve the
pathway at Greenfield Park. The pathway measures out at approximately 3,000 feet in
length. It should be established at 10' wide and 4" to 5" deep. To do this at 5" would
require 920 tons @ $10.92 per ton. At 4" it would take 735 tons.
This would be worst case scenario as we could get by with 2" where the path base was good.
The Rice Creek Water Shed will want a 1 for 1 ratio used for any fill. We still want to do
something with berms near Hillview and Quincy so a settlement or sedimentation pond can be
looked at.
My feeling is that approximately 50% could be done with 2". I hope this info. helps, let

Feasibility & Cost Analysis

Pedestrian Bridge Re -use

The City of Mounds View currently has two prefabricated pedestrian bridges stored at its public works
facility. The City has requested a brief report discussing the scope of work and costs that would be
associated with reusing the bridges within the City.

The two bridges came from the former City -owned golf course near the intersection of 1-35W and U.S,
Highway 10. The bridges were no longer needed at that location after the site was redeveloped into an
office complex by Medtronic. Bonestroo performed a cursory inspection of the bridges on November 8,
2007, and observed the following:
• The two bridges appear to be identical
• The bridges are prefabricated truss structures approximately 40 feet long and 10 feet wide
• The bridges are made of self -weathering steel ("rusty" look, no painting needed), with timber
decking
• The bridges were designed for a 10,000 pound vehicle, and presumably pedestrian loads
• The bridges appear to be in good condition, except for the timber decking
• The bridges appear to have been manufactured by Contech (formerly Continental Bridge) in
Alexandria, MN. Specific design information can probably be obtained from Contech.

OPTIONS
The two primary options for dealing with the stored bridges are 1) re -use the bridges at new locations
within Mounds View, and 2) sell the bridges.
Re -use of the bridges will be discussed in detail later in this report. If the City chose to sell the bridges, a
rough estimate of their resale value would probably be in the range of $10,000 to $15,000 each, This
resale value is based on an estimated cost of approximately $30,000 for each bridge if they were to be
purchased new. There would be no guarantee of finding a willing buyer, as the geometry of the bridges
would need to be an exact match for the buyer's site requirements.
RE -USE BRIDGES
Re -using the bridges is feasible, provided the new locations match the bridge geometry. The process that
would need to be followed involves several tasks, including both design and construction phases, The
following is a brief discussion of the tasks that are typically required for the design and construction of a
pedestrian bridge crossing, along with estimated costs for each task.
DESIGN (PRE -CONSTRUCTION) TASKS
• Site Survey. Determine topography, locate utilities and possible construction conflicts, define
floodplain for hydraulic analysis.
• Wetland Delineation. Determine presence and type of wetlands that could be impacted by
construction.
• Geotechnical Exploration. Determine subsurface soil conditions and obtain recommendations for
bridge foundation support.
• Hydraulic Analysis. Determine effect structure will have on channel flow, and possible impacts to
floodplain zoning.
• Hazardous Materials Investigation. If replacing an existing structure, conduct an investigation to
determine presence and disposal requirements of hazardous materials.
• Structure Design. Design concrete abutments, prepare construction plan sheets, prepare
construction specifications, thorough inspection of existing bridges, coordinate inclusion of
salvaged bridge superstructure.
CONSTRUCTION TASKS
• Deliver Bridge. Bridge must be moved from storage location to new project location.
• Abutment Construction. Build new concrete abutments to support bridge, including excavation,
backfill, and placement of riprap for scour protection.
• Drive Piling. Mobilize pile driving equipment, furnish and drive piling (piling may or may not be
required, depending on results of geotechnical exploration).
• Install Bridge. Install existing bridge onto new abutments,
• Redeck. Replace worn timber decking with new naturally durable timber decking.
• Construction Administration. Construction survey, observe and document construction activities,
review payment submittals from contractor, and coordination as necessary with the City.

COSTS
The costs for some of the tasks can be estimated fairly accurately, while other costs would be dependent on
the proposed bridge location. The following breakdown gives approximate costs for the various tasks. It
must be emphasized that these costs are based on averages from previous projects, and could vary
significantly for a specific bridge re -use project considered.

The costs shown are for one bridge. The cost to re -use both bridges would be approximately double the
total shown, unless both bridges were used on the same project, in which case some overlap of tasks could
result in a slight cost reduction. Costs could also be reduced if City staff were able to complete some of the
work tasks, such as delivering the bridges to their new locations. Costs do not include any aesthetic
features, such as textured or colored concrete.
SUMMARY
The two bridges currently being stored by the City of Mounds View appear to be in good condition and
structurally adequate for re -use at new locations. While the City would not incur any costs for the bridges
themselves, re -use of the bridges would result in a significant expenditure by the City due to the many tasks
required in the design and construction processes.
