March 27, 2008

Roll Call
2. Approval of minutes from the February 28, 2008 meeting.
3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners
on issues of concern.
YMCA Update
5. Unfinished Business:
a.) Greenfield Park— the long term vision for the parkland and existing trailway located north of Oakwood
Park and east / northeast of Greenfield Park.
Staff has developed plans for Greenfield by defining pathway layout options. These plans provide
options with and without bridges. General costs estimates have been developed for the Sherwood access
($2,000 + bridge), top dressing and regarding the pathway ($5,000-$8,000), and refurbishing and
installing the existing bridges ($50,000 to $90,000).
The Commission will review their calendars with the intent of setting up a Clean Up Day for this park
at this meeting.
b.) Am-ival Meeting with City Council — This meeting has been set for April 7, 2008. The Commissioners
may want to discus various issues they would like to discuss with City Council.
6. New Business:
a.) City Hall Playground Equipment Replacement Project—
This has been budgeted for in 2008 ($38,000). The Commission would like this completed before 50th
Anniversary celebration at MV Festival in the Park.
Assignment for the Commission is to review the Game Time website at http://www.2ametime.com/ to
start looking at what type of play equipment the Commission will recommend. GameTime has
submitted a draft plan form the Commissioners consideration.
Staff has determined that the estimated costs are for the playground fiberfill, and any other non -
equipment items are $6,600. This amount can then be subtracted from total budgeted amount to
determine the estimated budget for the play equipment. $38,000 - $6,600 = $31,400
b.) Town Hall Meeting Discussions - April 19`x' Items 9am-12pm
Item to have available: The new Facility Guide, photos and info on new park buildings, Oakwood Park
project, possible Park Watch Program, Tobacco -Free Park sign, Tobacco -Free bookmarks (available
from YMCA?). The newly created promotional video will be shown on cable TV and at the Town Hall
Meeting.
NOTE: The Park Video will be reviewed by the Commission and the Cable Coordinator at the end of this
meeting
c.) Soccer Goals for Oakwood Park – The Commissioners discussed the email that Steve had sent out
regarding the estimated cost of soccer goal. The Commissioners wanted to explore more options. Staff
will provide more information / options.
d.) Other New Business?
7. Commissioner/Staff Reports:
a) Park Sign Replacement Program Update
b) ALRC Biking Committee—Darren Peterson will be a representative for that committee. Next meeting
is March 16`x' at the Roseville City Hall.
c) Parks Promotional Video – A screening of a draft video will be played at the end of the March 27"'
meeting for the Commissioner's review and comment. The final version will be played and the Town
Hall Meeting scheduled for April 19"'. It will also be play periodically on the cable network.
d) Volunteer Coach of the Year Award – approved verbiage was forwarded to Administration for creating
the plaque. Arranging for the acceptance of the plaque – April 19, 2008. Commissioners or Staff to
contact Pat's family?
e) Any Other Reports?
8. Request for future agenda items/other business

Parks and Recreation and Forestry Commission Meeting Minutes
February 28, 2008
6:30 P.M.
Call to order 6:30 P.M. Roll Call: Peterson, Long, Arel, Kroeger, Kunz, Palm (7:40), Aukee
Staff present: Lee, Weldon, Szurek, Pringle
Approval of minutes from the January 24, 2008 meeting. Motion by Kroeger, 2°d by Long to approve
the minutes. Motion Passed 6-0.
Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners
on issues of concern. No residents present
YMCA Update
Weldon:
Ice skating season wrapped up on Sunday, February 24"'. This year was a great success in terms of weather
and usage. The rinks were officially in operation for 71 days this season. This compares to about 50 days
last year. The overall usage was:

The rinks are still in a usable condition. Commissioner Aukee requested that they be dusted off so they
could be used the next weekend.
Pringle:
Pat Pringle of the YMCA presented the 2008 Summer Park Programs. He handed out an informational flyer
(attached).
Unfinished Business:

a.) Greenfield Park — The Parks and Recreation Commission conducted a Public Meeting on January 24,
2008 to discuss what should be the long term vision for the parkland and existing trailway located north
of Oakwood Park and east / northeast of Greenfield Park.
The Commission discussed the Feedback Forms that were submitted by residents. The general
consensus of the feedback received was to fix up the pathway so it can be used more for pedestrians and
bicyclists - but not necessarily pave it. More general up keep is needed in this area of the park.
Commissioner Aukee introduced the concept of adding a new access from Sherwood Dive. There was
general discussion pertaining to tree plantings, and adding lighting to this area — perhaps using solar
lights. There was a lot of discussion pertaining to bridges; purposes and benefits for upgrading existing
bridges, use of the two bridges the City retained from the golf course, when to install bridges, and how
the installation of the bridges would relate to upgrading of the trailway from a construction standpoint.
It was pointed out by Pete Szurek that adding aggregate to the trailway, especially in the area north /
northeast of the ball field, may impact existing drainage patterns and that this should be looked at and
perhaps culverts added.
Motion by Kroeger, 2"d by bong to direct Staff to develop plans for Greenfield by defining
pathway layout options. Plans should provide options with and without bridges. Include costs,
Sherwood access, 8-10' wide pathway, also costs to refurbish existing bridge.
Motion Passed 6-0.
The intent is to do something this season. Other items such as lighting and trees could be reviewed and
added later.
Assignment for the Commission is to review their calendars with the intent of setting up a Clean

b.) Volunteer Coach of the Year Award - and naming it after Patrick "Homer" Holmes:
Verbiage was drafted for the award plaque. This was reviewed and revised by the Commission.
Motion by Long, 2"d by Aukee to accept the verbiage for the Volunteer Coach of the Year Award
as revised.
6. New Business:
a.) Meeting with City Council — Annually the Cornrnission meets with the City Council to discus various
issues. This meeting has tentatively been set for April 7, 2008.
The Commission confirmed and agreed to this date. Commissioner Peterson will email out a list of
accomplishments achieved last year (a recap of last year) to discuss with the Council. Commissioner
Peterson will also start a list of new items to discuss with Council.
b.) Bethlehem Baptist Church Donation Committee — The Committee will consist of Jim Ericson, Steve
Dazenski, Council Member Haul, Dan Weldon, and one P&R Commissioner.
Cindy Palm will be the primary member with John Kroeger as a secondary.
c.) City Hall Playground Equipment Replacement Project—

Commissioner/Staff Reports:
a) Park Sign Replacement Program Update – The four signs that were budgeted in 2007 have been
delivered. These were for: Silver View, Random, Hillview, and Groveland parks. Only the Hillview
sign was installed before the fall freeze up. The remaining fours signs have been included in the 2008
budget. These are for: Lambert, Oakwood, Woodcrest and Greenfield. A second sign for Silver View
Park to be located on County Road H2 will be made in lieu of a new sign at Arden Park.
b) ALR.0 Biking Committee—Darren Peterson will be a representative for that committee. Next meeting
is March 16"' at the Roseville City Hall.
c) Parks Promotional Video – All footage has been shot. John Kroeger will meet with Ms. Van Alstine to
do the voice over for Arden Park. She will edit the video so it is ready for the Town Hall meeting. She
will bring a draft to the March Meeting for our approval.
d) Any Other Reports?

regarding the estimated cost of soccer goal. The Commissioners wanted to explore more options. Staff
will provide more information / options at the March 27`x' meeting. Commissioners can look in to this
too.
City crews have been clearing brush/trees around the Silver View Park trailway.
City crews have cleaned up the park shelters.
Pedestrian lights on County Road 10 are still not operational. Waiting on Xcel to connect and add
meter.
